The Autumn 2013 catalogue provides bibliographic data and descriptive texts on over 50 recent information products that have been published since May 2013 by the World Health Organization, its regional offices and the International Agency for Research on Cancer. The catalogue is divided into three sections, corresponding to English, French and Spanish language editions. Additional sections include: a selection of WHO publications that are available for translation rights (see pages 24-27), a selection of WHO books translated into Arabic by the WHO Regional Office for the Eastern Mediterranean (see pages 28-29), and a selection of books translated into Chinese (see pages 30-31) and Russian (see pages 32-33). This new collection of WHO information products reflects the work and priorities of the Organization and provides guidelines and standards for medical, technical and scientific professionals working in many different fields.

This Concise International Chemical Assessment Document (CICAD) provides summaries of the relevant scientific information concerning the potential effects of these chemicals upon human health and the environment. Chromium(VI) compounds, also known as hexavalent chromium compounds, are widely produced by industrial processes. Humans can be exposed to these compounds via occupation exposure or via drinking water, and releases into the environment can also occur via waste water. This document complements CICAD Number 76 on Inorganic Chromium(III) Compounds.

This Environmental Health Criteria (EHC) series publication describes a generic human health risk assessment model which can be used for risk assessment of exposure to insecticides which are used for disease vector control on board aircraft (the process known as aircraft disinsection). It aims to provide information to national regulatory authorities to assist in conducting risk assessments of such insecticides, including worked examples of typical products.

Tsunami 2004

A Comprehensive Analysis One of the lessons learnt from emergencies or disasters in the South-East Asia Region is that information and knowledge management is a weak area. The Indian Ocean tsunami of 26 December 2004 was no exception . In any emergency, no matter how difficult, information needs to be collected, stored, and retrieved systematically for analysis. This should be done before, during and after any event. By having a disciplined structure and practice around these activities, we can be more effective in turning information into knowledge and knowledge into action. This was one of the goals of this book; the other was to take up the challenge of documenting a mega-event. This way one can review what happened on 26 December 2004 by correlating diverse information from various sources and how this impacted health. This book, in two volumes, serves as a reference textbook for the event itself as it happened in each country of study and provides a method for documenting emergencies in the larger discipline of emergency risk management in health. Populations will always live with risks and managing them better can only come with wellinformed, evidence-based action, especially those that have a bearing on health. The book contributes to this practicethe information is relevant for future events and contributes to better public health practice in emergencies.

Pesticides Residues in Food 2012


Toxicological Evaluations

This volume contains toxicological monographs that were prepared by the 2012 Joint FAO/WHO Meeting on Pesticide Residues (JMPR), which met in Rome on 11-20 September 2012. The monographs in this volume describe the toxicological evaluation of seven substances evaluated for the first time by the WHO Core Assessment Group (ametoctradin, chlorfenapyr, dinotefuran, fluxapyroxad, MCPA, picoxystrobin and sedaxane) and of four compounds (bentazone, fenpropathrin, fenvalerate and glufosinate-ammonium) re-evaluated within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR). The data summarized in the toxicological monographs served as the basis for the acceptable daily intakes and acute reference doses that were established by the Meeting. This volume and previous volumes of JMPR toxicological evaluations, contain information that is useful to companies that produce pesticides, government regulatory officers, industrial testing laboratories, toxicological laboratories and universities.

Guidelines for the Management of Illnesses with Limited Resources
The Pocket Book is for use by doctors, nurses and other health workers who are responsible for the care of young children at the first level referral hospitals. This second edition is based on evidence from several WHO updated and published clinical guidelines. It is for use in both inpatient and outpatient care in small hospitals with basic laboratory facilities and essential medicines. In some settings, these guidelines can be used in any facilities where sick children are admitted for inpatient care. The Pocket Book is one of a series of documents and tools that support the Integrated Management of Childhood Illness (IMCI). The guidelines require the hospital to have (1) the capacity to carry out certain essential investigations, such as pulse oximetry, blood glucose, blood smear examinations for malaria parasites, estimation of haemoglobin, packed cell volume and full blood count, blood group and cross-match, and basic microscopy of cerebrospinal fluid and urine; and where possible blood and urine culture, ultrasound and basic x-rays; (2) essential medicines for the care of seriously ill children. Advanced and high care treatment options, such as intensive care or mechanical ventilation, are not described. These guidelines focus on the management of the major causes of childhood mortality in most developing countries, such as newborn problems, pneumonia, diarrhoea, malaria, meningitis, septicaemia, measles and related conditions, severe acute malnutrition and paediatric HIV/AIDS. It also covers some common surgical conditions that can be managed in small hospitals. Details of the evidence on which the Pocket Book is based can be found on WHO website from the published guidelines provided in the bibliography. These guidelines are applicable in most areas of the world and may be adapted to suit country specific circumstances.

The Economics of the Social Determinants of Health and Health Inequalities


A Resource Book In response to the growing concern about equity issues and their implications for overall development, WHO established the Commission on Social Determinants of Health (CSDH) in 2005, which focused on the social justice or human rights arguments for health investments. CSDH investigated the factors involved in the so-called social gradient in health, which refers to the large observable differences in health outcomes within and between countries that are determined by avoidable inequalities in the access to resources and power. CSDH aimed to further investigate the causes of health inequities, with a deliberate detachment from economic considerations, and provide advice on how to tackle them effectively. This WHO resource book on the economics of social determinants of health and health inequalities seeks to begin to build a bridge between the two approaches by explaining, illustrating and discussing the economic arguments that could (and could not) be put forth to support the case for investing in the social determinants of health on average and in the reduction in socially determined health inequalities. The resource book main objectives are to provide an overview and introduction into how economists would approach the assessment of the economic motivation to invest in the social determinants of health and socially determined health inequities, including what the major challenges are in this assessment; and to illustrate the extent to which an economic argument can be made in favour of investment in three major social determinants of health areas: education, social protection, and urban development and infrastructure.

Monitoring health inequality is a practice that fosters accountability and continuous improvement within health systems. The cycle of health inequality monitoring helps to identify and track health differences between subgroups, providing evidence and feedback to strengthen equityoriented policies, programmes and practices. Through inequality monitoring and the use of disaggregated data countries gain insight into how health is distributed in the population, looking beyond what is indicated by national averages. Data about health inequalities underlie health interventions that aim to reach vulnerable populations. Furthermore, they constitute an evidence base to inform and promote equityoriented health initiatives, including the movement towards equitable universal health coverage. This Handbook is a user-friendly resource, developed to help countries establish and strengthen health inequality monitoring practices. The handbook elaborates on the steps of health inequality monitoring, including selecting relevant health indicators and equity stratifiers, obtaining data, analysing data, reporting results and implementing changes. Throughout the handbook, examples from lowand middle-income countries are presented to illustrate how concepts are relevant and applied in real-world situations; informative text boxes provide the context to better understand the complexities of the subject. The final section of the handbook presents an expanded example of national-level health inequality monitoring of reproductive, maternal and child health.

Clinical Guidelines for Chronic Conditions in the European Union


Chronic noncommunicable diseases make up a large part of the burden of disease and make a huge call on health systems resources. Clinical guidelines are one of the ways European countries have tried to respond and to ensure a long-term perspective in managing them and addressing their determinants. The Health Systems in Transition (HiT) series consists of country-based reviews that provide a detailed description of a health system and of reform and policy initiatives in progress or under development in a specific country. Each review is produced by country experts in collaboration with the Observatorys staff. In order to facilitate comparisons between countries, reviews are based on a template, which is revised periodically. The template provides detailed guidelines and specific questions, definitions and examples needed to compile a report. This study reviews for the first time the various national practices relating to clinical guidelines in 29 European countries (the European Union (EU), Norway and Switzerland). It shows that, while some have made impressive progress, many are still relying on sporadic and unclear processes. The level of sophistication, quality and transparency of guideline development varies substantially across the region, even when the system for producing guidelines is well established. There are nevertheless clear examples that if shared can assure and improve quality of care across Europe. This study was commissioned by the European Commissions Directorate-General for Health and Consumers. It also benefited from links with the ECAB/EUCBCC FP7- research project on EU Cross Border Care Collaboration (20102013).

This manual is designed to orient helpers to offer psychological first aid (PFA) to people following a serious crisis event. PFA involves humane, supportive and practical assistance for people who are distressed, in ways that respect their dignity, culture and abilities. The instructions and materials in this manual are for a halfday orientation (4 hours excluding breaks) to prepare helpers to support people recently affected by very stressful events. If you have more time available for the orientation, extra activities and slides are included in text boxes to deliver a full day orientation (five and a half hours excluding breaks). Where possible, one should organize full day orientations to allow for deeper learning. It is important to adapt the orientation and materials to the local culture, language and context, and to the likely kinds of crisis situations in which your participants would be helping. WHO Clinical and Policy Guidelines These guidelines aim to provide advice to health-care providers on the appropriate responses to IPV and sexual violence against women, including clinical interventions and emotional support. They also seek to raise awareness of violence against women among health-care providers and policy-makers, to better understand the need for an appropriate health sector response to violence against women. The guidelines are based on systematic reviews of the evidence on identification and clinical care for intimate partner violence, clinical care for sexual assault, training for intimate partner violence and sexual assault, as well as policy and programmatic approaches to delivering services. They provide standards that can act as the basis for national guidelines, and for integrating these issues into health-care provider education, as well as help health-care providers be better informed about the care of women experiencing sexual assault and intimate partner violence.

This JMP 2013 update presents country, regional and global estimates for the year 2011. Since the JMP 2012 update, which presented 2010 estimates, results of 230 surveys have been added to the JMP data base bringing the total number of surveys in the JMP data base close to 1,700. As is to be expected from an annual update, the global estimates hardly change. Drinking-water coverage in 2011 remains at 89% which is one per cent above the MDG drinking-water target. In 2011, 768 million people relied on unimproved drinkingwater sources.

This manual encourages countries to conduct standardized oral health surveys that are comparable internationally. The manual provides guidelines for assessing the current oral health status of a population and the future needs for oral health intervention. Oral diseases are among the most prevalent noncommunicable diseases and major components of the global burden of disease. The key risk factors are common to chronic and oral diseases. Guidelines are presented for risk factors assessment. The WHO approach can facilitate the incorporation of oral health into national health surveillance systems. Surveillance of oral health over time and monitoring of programmes may provide decision-makers, public health planners, and health administrators with valuable information about the relevance and cost-effectiveness of public health intervention programmes.

More than 99% of all human rabies deaths occur in the developing world, and although effective and economical control measures are available, the disease has not been brought under control throughout most of the affected countries. Given that a major factor in the low level of commitment to rabies control is a lack of accurate data on the true public health impact of the disease, this report of a WHO Expert Consultation begins by providing new data on the estimated burden of the disease and its distribution in the world. It also reviews recent progress in the classification of rabies viruses, rabies pathogenesis and diagnosis, rabies pre- and post-exposure prophylaxis, the management of rabies patients, and canine as well as wildlife rabies prevention and control. The information in this report should be considered the most current data on rabies prevention and control, and supersedes that of the report of the first WHO Expert Consultation on Rabies, published in 2005.

Sixty-second Report This report presents the recommendations of a WHO expert committee commissioned to coordinate activities leading to the adoption of international recommendations for the production and control of vaccines and other biologicals and the establishment of international biological reference materials. Following a brief introduction, the report summarizes a number of general issues brought to the attention of the Committee. The next part of the report, of particular relevance to manufacturers and national regulatory authorities, sets out revised WHO Guidelines on the quality, safety and efficacy of candidate dengue tetravalent vaccines (live, attenuated), along with revised WHO Recommendations in relation to the production and quality control of bacille CalmetteGurin (BCG) vaccines and of acellular pertussis vaccines. In addition, a generic protocol for the calibration of seasonal and pandemic influenza antigen working reagents is included. Revised WHO Guidelines for thromboplastins and plasma used to control oral anticoagulant therapy with vitamin K antagonists are then presented. Finally, new WHO assessment criteria for national blood regulatory systems are provided. Subsequent sections of the report then provide information on the current status and proposed development of international reference materials in the areas of antibiotics; biotherapeutics other than blood products; blood products and related substances; in vitro diagnostic device reagents; and vaccines and related substances. Global Tuberculosis Report 2013

There have been calls to revisit the experiences of TB screening campaigns that were widely applied in Europe and North America in the mid-20th century, as well as more recent experiences with TB screening in countries with a high burden of the disease, and to assess their possible relevance for TB care and prevention in the 21st century. In response, WHO has developed guidelines on screening for active TB. An extensive review of the evidence has been undertaken. The review suggests that screening, if done in the right way and targeting the right people, may reduce suffering and death, but the review also highlights several reasons to be cautious. As discussed in detail in this book, there is a need to balance potential benefits against the risks and costs of screening; this conclusion is mirrored by the history of TB screening. This publication presents the first comprehensive assessment by WHO of the appropriateness of screening for active TB since the recommendations made in 1974 by the Expert Committee. However, the relative effectiveness and cost effectiveness of screening remain uncertain, a point that is underscored by the systematic reviews presented in this guideline. Evidence suggests that some risk groups should always be screened, whereas the prioritization of other risk groups as well as the choice of screening approach depend on the epidemiology, the health-system context, and the resources available. This book sets out basic principles for prioritizing risk groups and choosing a screening approach; it also emphasizes the importance of assessing the epidemiological situation, adapting approaches to local situations, integrating TB screening into other health-promotion activities, minimizing the risk of harm to individuals, and engaging in continual monitoring and evaluation. It calls for more and better research to assess the impact of screening and to develop and evaluate new screening tests and approaches.

This is the eighteenth global report on tuberculosis (TB) published by WHO in a series that started in 1997. It provides a comprehensive and up-to-date assessment of the TB epidemic and progress in implementing and financing TB prevention, care and control at global, regional and country levels using data reported by almost 200 countries that account for over 99% of the worlds TB cases. Two years before the 2015 deadline for achievement of global TB targets, the 2013 report includes a special supplement that assesses progress towards the 2015 targets and the actions needed to accelerate towards or move beyond them. The report has 8 main chapters. The introductory chapter provides general background on TB as well as an explanation of global targets for TB control, the WHOs Stop TB Strategy that covers the period 2006-2015 and the development of a post-2015 global TB strategy. The remaining seven chapters cover the disease burden caused by TB (incidence, prevalence, mortality); TB case notifications and treatment outcomes; drug resistance surveillance among TB patients and the programmatic response in detecting and providing treatment for multidrug-resistant TB; diagnostics and laboratory strengthening for TB; addressing the co-epidemics of TB and HIV; financing TB care and control; and research and development for new TB diagnostics, drugs and vaccines. The four annexes of the report include a thorough explanation of methods used to estimate the burden of disease caused by TB, one-page profiles for 22 high TB-burden countries, and tables of data on key indicators for all countries organized by WHO region.

BLUE TRUNK LIBRARY

The Blue Trunk

Library

The Blue Trunk Library has been developed by the library of the World Health Organization for installation in district health centres in Africa as a means of compensating for the lack of up-to-date medical and health information. After 14 years of existence more than 2280 libraries have been distributed to health districts in poor countries of the world, where health information access is difficult. Training workshops, for the optimal use of the information contained in each blue trunk, was also provided to more than 550 health professionals during this period. The collection, which is organized according to major health subjects, contains more than one hundred books on medicine and public health. The collection has recently been revised and updated with the latest information available. Among the works chosen, priority has been given to practical manuals (especially those published by WHO) offering easily accessible solutions to the medical, public health and management problems medical staff may have to face. Differing levels of education among district medical staff have also been taken into account. The same topic may be addressed in different publications from a different point of view: that of the physician, the nurse, the nursing auxiliary or health worker. In order to make it easier to transport and store, the collection has been packed into a blue metal trunk fitted with two shelves on which cardboard boxes containing the books are arranged by field of interest.

La recherche pour la couverture sanitaire universelle
Chacun devrait avoir accs aux services de sant dont il a besoin sans que leur cot ne le fasse sombrer dans la pauvret. Le prsent rapport avance que, sans les donnes probantes produites par la recherche scientifique, il est impossible de parvenir la couverture sanitaire universelle (qui comprend laccs des services de prvention et de traitement de qualit, ainsi qu la protection contre le risque financier). Il avance que tous les pays devraient tre autant producteurs que consommateurs de recherche. Le processus de dcouverte devrait avoir lieu non seulement dans les centres universitaires, mais aussi dans le cadre des programmes de sant publics o les personnes viennent se faire soigner et utilisent les services proposs. Les recherches, qui vont des essais cliniques aux tudes portant sur la politique de la sant, peuvent permettre de tracer la voie qui conduira lamlioration des rsultats sanitaires et au recul de la pauvret, mais, pour porter ses fruits, la recherche a besoin dun appui national et international.

Les trois principaux messages du Rapport sur la sant dans le monde 2013 : On ne peut parvenir la couverture sanitaire universelle, englobant laccs intgral des services de qualit pour la promotion de la sant, la prvention, le traitement, la rducation, les soins palliatifs et la protection contre le risque financier, sans sappuyer sur les donnes produites par la recherche. La recherche a le pouvoir de rpondre un large ventail de questions sur les moyens de raliser la couverture sanitaire universelle, et les rponses quelle apporte contribuent amliorer la sant humaine, le bien-tre et le dveloppement. Tous les pays devraient tre la fois producteurs et consommateurs de recherche. Il faudrait mettre profit la crativit et les comptences des chercheurs pour tayer les travaux de recherche non seulement dans les centres universitaires, mais aussi au niveau des programmes de sant publique, au plus prs de loffre et de la demande de services de sant. La recherche pour la couverture sanitaire universelle a besoin de lappui des acteurs nationaux et internationaux. Afin doptimiser lutilisation de ressources limites, il faut mettre en place des systmes permettant dlaborer des agendas de recherche nationaux, de renforcer les capacits de la recherche et de faire un usage adquat et efficace des rsultats des travaux de recherche.

Tous les indicateurs qui y figurent ont t slectionns sur la base de leur pertinence pour la sant publique mondiale, de la disponibilit et de la qualit des donnes et de la fiabilit et de la comparabilit des estimations obtenues. Pris dans leur ensemble, ces indicateurs fournissent un rsum complet de ltat actuel de la sant et des systmes de sant au niveau des pays, dans un certain nombre de domaines cls. LOMS prsente les Statistiques sanitaires mondiales 2013 comme partie intgrante de ses efforts en cours pour amliorer laccs des statistiques de haute qualit concernant des mesures essentielles de la sant des populations et les systmes de sant nationaux. Ltablissement dun rseau de diffusion de linformation mdicale et sanitaire au del des circuits universitaires et acadmiques a t rendu possible par le projet Bibliothques bleues. La cible des bibliothques bleues, ce sont les centres de sant du district. Les livres slectionns ont t choisis pour cette cible. La Bibliothque bleue est une collection qui a t mise au point par la bibliothque de lOrganisation mondiale de la Sant pour tre installe dans les centres de sant de district en Afrique afin de pallier le manque dinformation mdicale et sanitaire actualise. Cette collection qui est pr-classe par grandes rubriques, contient une centaine de livres portant sur la mdecine et la sant publique.

Pour faciliter son transport et sa conservation, la collection douvrages a t emballe dans une malle en tle bleue qui a t quipe de deux tagres sur lesquelles sont classes les botes brochures numrotes contenant les livres. Parmi les ouvrages slectionns, priorit a t donne aux manuels pratiques, (en particulier ceux publis par lOMS), dans lesquels on trouve facilement la rponse aux problmes de sant et de gestion sanitaire auxquels le personnel mdical peut tre confront. Il a galement t tenu compte des diffrents niveaux de formation parmi le personnel mdical du district, cest pourquoi le mme sujet peut tre trait dans plusieurs ouvrages mais sous un angle chaque fois diffrent : celui du mdecin, de linfirmier(e), de laidesoignant(e) ou de lauxiliaire de sant.

2013 edicin Esta publicacin contiene las directrices adoptadas por la Conferencia de las. Estas directrices abarcan una amplia gama de disposiciones del Convenio Marco de la OMS para el Control del Tabaco, tales como: la proteccin de las polticas de salud pblica relativas al control del tabaco contra los intereses comerciales y otros intereses creados de la industria tabacalera; la proteccin contra la exposicin al humo de tabaco; el empaquetado y etiquetado de los productos de tabaco, y la publicidad, promocin y patrocinio del tabaco y las medidas de reduccin de la demanda relativas a la dependencia y el abandono del tabaco. la publicacin ha sido preparada por la Secretara del Convenio con el fin de fomentar la aplicacin del Convenio Marco. Las directrices tienen como objetivo ayudar a las Partes a cumplir sus obligaciones segn las disposiciones del Convenio, y reflejan los puntos de vista unificados de las Partes acerca de diferentes aspectos de la aplicacin, as como sus experiencias, sus logros y los obstculos que han encontrado. Asimismo, las directrices procuran reflejar y fomentar prcticas y normas ptimas de las que los gobiernos se podran beneficiar en el proceso de aplicacin del tratado.

Estadsticas sanitarias mundiales 2013

La coleccin Estadsticas sanitarias mundiales es la recopilacin anual que la OMS prepara a partir de los datos sanitarios de sus 194 Estados Miembros, e incluye un resumen de los progresos realizados hacia la consecucin de los Objetivos de Desarrollo del Milenio (ODM) relacionados con la salud y sus metas conexas. Este ao, incluye tambin sendas sinopsis sobre los siguientes temas destacados: la reduccin de las desigualdades sanitarias entre los pases ms favorecidos y los menos favorecidos del mundo, y las tendencias actuales de la asistencia oficial para el desarrollo (AOD) destinada a la salud. El responsable de su elaboracin es el Departamento de la OMS de Estadsticas de Salud y Sistemas de Informacin Sanitaria, del grupo orgnico Sistemas de Salud e Innovacin. Como en aos anteriores, Estadsticas sanitarias mundiales 2013 se ha recopilado a partir de publicaciones y bases de datos creadas y mantenidas por los programas tcnicos y las oficinas regionales de la OMS. Varias estadsticas demogrficas y socioeconmicas se han obtenido tambin a partir de bases de datos mantenidas por otros organismos. Todos los indicadores presentados se han incluido por su pertinenciarespecto a la salud pblica mundial, la disponibilidad y calidadde los datos, y la fiabilidad y comparabilidad de las estimacionesresultantes. En conjunto, dichos indicadores ofrecen un amplioresumen de la situacin actual de la salud y de los sistemas de saluda nivel nacional en una serie de reas fundamentales. La OMS presenta las Estadsticas sanitarias mundiales 2013 en elmarco de su continuo empeo por ofrecer un mejor acceso a datosestadsticos de alta calidad y comparables sobre indicadores bsicosde la salud de la poblacin y de los sistemas sanitarios nacionales. Salvo que se indique otra cosa, todas las estimaciones han sidoaprobadas previa consulta con los Estados Miembros y se publicanen este documento en calidad de cifras oficiales de la OMS.

Investigaciones para una cobertura sanitaria universal
Todos deberan tener acceso a los servicios de salud que necesitan sin verse empobrecidos al pagar por ellos. En el presente informe se afirma que la cobertura sanitaria universal junto con el pleno acceso a servicios de calidad en materia prevencin, tratamiento y proteccin contra los riesgos financieros no puede alcanzarse sin los datos objetivos que proporciona la investigacin cientfica. Se sostiene que todas las naciones deberan ser productoras de investigaciones tanto como consumidoras. El proceso de descubrimiento debera tener lugar no solo en los centros universitarios sino tambin en los programas de salud pblica en los que las personas buscan atencin sanitaria y utilizan los servicios proporcionados. Las investigaciones, desde los ensayos clnicos hasta los estudios sobre polticas de salud, pueden ayudar trazar el rumbo hacia la mejora de los resultados sanitarios y la reduccin de la pobreza, pero para tener xito es preciso que cuenten con el respaldo nacional e internacional.

Tres mensajes fundamentales del Informe sobre la salud en el mundo 2013: La cobertura sanitaria universal junto con el pleno acceso a servicios de calidad en materia de promocin de la salud, prevencin, tratamiento, rehabilitacin, cuidados paliativos y proteccin contra los riesgos financieros no puede alcanzarse sin los datos cientficos que proporciona la investigacin. La investigacin es un instrumento poderoso para resolver una amplia gama de interrogantes acerca de cmo conseguir la cobertura universal, y proporciona respuestas para mejorar la salud, el bienestar y el desarrollo del ser humano. Todas las naciones deberan ser productoras de investigaciones tanto como consumidoras. La creatividad y las competencias de los investigadores deberan utilizarse para fortalecer las investigaciones no solo en los centros universitarios sino tambin en el mbito de los programas de salud pblica, cerca de la oferta y la demanda de servicios de salud. Las investigaciones en pro de una cobertura sanitaria universal tienen que contar con respaldo nacional e internacional. Para hacer el mejor uso de los limitados recursos disponibles se necesitan sistemas eficaces para elaborar los programas nacionales de investigacin, recaudar fondos, reforzar la capacidad de investigacin y utilizar adecuadamente los resultados de las investigaciones.

La biblioteca de la Organizacin Mundial de la Salud ha creado la Biblioteca azul con el fin de dotar a los centros de salud distritales de frica de unos recursos que compensen la carencia de informacin actualizada sobre medicina y salud. Tras 14 aos de existencia, se han distribuido ms de 2280 bibliotecas en los distritos sanitarios de pases pobres del mundo entero, donde es difcil acceder a informacin sobre salud. Asimismo, durante ese periodo se han impartido talleres para capacitar a ms de 550 profesionales de la salud en el uso ptimo de la informacin que contiene la Biblioteca azul. La coleccin, organizada segn los principales temas de salud, comprende ms de un centenar de libros de medicina y salud pblica y recientemente ha sido revisada y actualizada con la ltima informacin disponible.

Entre las obras elegidas se ha dado prioridad a los manuales prcticos (en especial los publicados por la OMS) en los que se proporcionan soluciones simples a los problemas mdicos, de salud pblica y de gestin que ms a menudo se presentan al personal de salud. Se han tenido en cuenta tambin los diversos grados de formacin del personal mdico distrital. Un mismo tema se aborda en publicaciones distintas desde puntos de vista diferentes: el del personal mdico, personal de enfermera, personal auxiliar, o de los agentes de salud. Para facilitar el transporte y el almacenamiento, la coleccin se presenta en un bal de metal con dos estantes, y los libros se han ordenado en cajas de cartn por campos de inters.
