NGATI KAHUNGUNU TOBACCO STRATEGY
Stage One
An initial meeting was held with Ngahiwi Tomoana (25 January) to discuss future possible inclusions of Smokefree/Auahi Kore messages within future NKII correspondence, using Auahi Kore/Smokefree branding alongside NKII branding in collaboration with HSC.
Once the Strategy is nearimg final draft and preparation for printing/distribution a process for informing the Kahungunu wheneu and national/local media will be instigated. Draft media templates will need to be consulted on with NKJI.

TRM will be guided by NKII for subsequent meetings with stakeholders. TRM was initially going to present at various hapu huibut this did not occur because of Board elections.
The final meeting held on 17 December 2007 was supposed to discuss the consultation process etc for 2008. This will now be discussed at the January 2008 meeting.
Meetings with NKII in 2007 have occurred on: 25 January, 18 April, 14 September, 24 October, 17 December 2007.
Discussions
The NKII Tobacco Strategy has been raised at the National Auahi Kore/Smokefree Group meetings as part of information sharing. TRM has also discussed with the Strategy at various regional meetings. The possibility of a Strategy has been greeted with some enthusiasm as people see possible avenues for other respective iwi.

Serve and protect
The notion of serving and protecting the people from tobacco use from a leadership perspective has been discussed at all meetings. The leadership displayed by Ngati Kahungunu already on this issue is in alignment with this concept. When further consultation occurs with the wider Kahungunu whanau this will be in the forefront of the discussion.
Development of strategy:
• Develop draft strategic plan
The initial draft copy was first developed by TRM as a base document. This document had many of the features associated with 'standard' tobacco control requirements e.g. Secondhand Smoke interventions. This document formed the basis of the meeting with NKII to advance the Strategy.
Draft One is available if required.
A meeting on 14 September enabled the development of the second draft and provided changes that NKII deemed necessary. Attached 'Draft Copy II' in Appendices. A further meeting (17Dec) with NKIi deferred discussion on consultation until January 2008.

Primarily the leadership of this Strategy will come from the NKII Board and Management structures. There are a number of other identifiable leaders that will also need to be informed e.g. MPs, DHB (CEO/Chair/MRS).
Serve and protect can be delivered at a future NKII Board meeting to bring key leaders up to speed with the concept and their required response, or role, to ensure the wider support of the Strategy.
Facilitate the establishment of provider support roopu:
• Identify key providers within the Ngati Kahungunu rohe
• Facilitate initial establishment hui
• Integrate within existing smokefree/auahi kore meetings/hui
In order to provide support to the Strategy identifying key providers has occurred in the process of developing the Strategy. A meeting is envisaged with key stakeholders via the Smokefree Coalition meetings for the Hawke's Bay. For groups outside of the HBDHS information will have to be shared with stakeholders identified below.

lntroduction
The Ngati Kahungunu Iwi Incorporated (NKII) Tobacco Use Strategy: 2008-2026 that has been developed and coordinated by Te Reo Marama (TRM) in consultation with NKII.
Tobacco use is a major impediment to achieving the aspirations and vision outlined in the Kahungunu 2026 Vision Plan.

One regularly hears that the most important thing of all is the people. Yet tobacco claims over 800 Maori each year. The benefits of reducing then eliminating tobacco from Ngati Kahungunu will be far-reaching. The health, economic and cultural benefits provide for a healthy and prosperous people.
An overarching comprehensive tobacco strategy provides focus on a preventable public health issue that requires a well planned and executed response.
How to use this Strategy
This document can be used as a guide for iwi, hapu, whsneu and individuals.

Introduction:
For Maori to live well and be healthy is a fundamental given established in our whakapapa and tikanga.
Throughout our history our people lived by the story of whakapapa and the whakapapa of stories. Through them we learned the certain truth that everyone and everything was interrelated in some way, and that a whakapapa could be both a record of human relationships and a storehouse of knowledge that we could use to identify a whanau or find where a phenomenon fitted in the broader scheme of thinqs.
Whakapapa was (and is) the central tenet of what it is to be Maori. To be well in its fullest sense was essential if the relationships, and hence the people themselves were to survive. Indeed the notion of good health includes the physical, spiritual, and cultural well-being of Maori as individuals and as a collective - a well collective ensures a healthy individual, and an individual strong and fit enough to contribute to the collective ensures its strength and vibrancy.
