The incident is the first ofmany undisputedexamples of the SriLankan Army firing oncivilians in the camps. Ithighlights thecontroversial status ofthe camps, which theGovernment calls“welfare villages”, andappears to violate apledge by the army notto shoot if prisoners triedto escape.
