Why are City rules and regulations necessary anyway?
If you look around, you will nd that every organization, company,
business, hotel, sports groups, restaurant and every public transportation
system stands on the principles established by that individual organization
or business.
These rules and regulations also help a business organize the working
process, just like in our own businesses, restaurants or shops.
Rules and regulations are made to protect and provide security and comfort
to all those related to an organization. A good working culture requires rules

DDA History
The Downtown Development Authority was created in 1971 at the request and
unanimous vote of the merchants and property owners in downtown at that time.
The Florida State Legislature passed a law establishing the Delray Beach DDA
and authorized that 1 Mil of the property value is taxed to fund redevelopment
and promotional efforts in the specic DDA District.
The original District mirrored the City CBD Map (Central Business District) at
the time, basically including businesses from Swinton Avenue to the Intracoastal
Waterway. In 1993 the City held an election at the request of the DDA Board of
Directors and City to expand the DDA boundaries east to include properties along
Atlantic Avenue to A1A and north and south blocks along the original CBD area.
This District extends to the high tide mark as well.

once again held an election
requesting expansion west
from Swinton Avenue to I-95,
to include the newly designated
West Atlantic Redevelopment Area
as outlined by the City Planning
and Zoning Department.
The DDA has supported the designated District over these past two decades
by promoting the downtown in various ways, including creating the Downtown
Guidebook, the DowntownDelrayBeach.com website, merchant promotions,
tourism efforts, economic development through creating a Marketing Cluster
Study of the diverse areas within the DDA District, and by helping facilitate the
Clean & Safe Program with the Police Department, CRA and the City.
In the early 90s an overall vision was outlined which included four basic parts of
the redevelopment plan that could be accomplished over a 20 year period; using
special events to bring people back to Downtown, enticing the best restaurants
to open, encouraging shopping to stay Downtown, working to establish housing
Downtown to support the demand being created by visitors and nally, to
support and promote the retail component of the many small shops. This vision
includes the marketing efforts encompassing the Cluster Study highlighting the
eight separate clusters of business types within the DDA District.
The DDA continues to be relevant to all of the other organizations within the City, but
it is designated as the only organization with separate funding from the property
owners/businesses responsible for the specic downtown Districts success.

Business Exterior Maintenance
Decorative Street Lights, Twinkle Lights, Flood Lights
Maintenance of twinkle lights, rope lighting on Royal Palms and landscape up-
lighting outside businesses is handled by City Building Maintenance Electricians.
They are also responsible for the maintenance and repair of the decorative street
lights in the Downtown area. If any outages occur near your business, please
notify the DDA, 561.243.1077 or the City directly at 561.243.7334.
Dumpster Pickup / Cleaning
Each business located in the Downtown area is responsible for securing garbage
pickup for their shop or restaurant. In some cases, businesses share a single
dumpster, based on usage. Each business is responsible for ensuring that the
garbage is properly placed into the dumpster and the cleaning of the dumpster
surrounding area. Dumpsters are required to be surrounded by a fence, with
closing gates. These gates must be closed after each scheduled pick-up. If a
dumpster needs repair or replacement and for more information, call Community
Improvement at 561.243.7139. For any rodent issues, please call Parks
Maintenance at 561.243.7252.
Exterior Retail Displays City Ordinance
Its ne to display your merchandise in front of your store, but be sure its no
more than 10% of your shops total square footage. Make sure youre using
private property, with the exception of approved special events. Each business
property line is specic to the individual property. If you are not sure where your
property line is located, please call the City at 561.243.7040. In an emergency,
it could be tragic if paramedics couldnt get around your merchandise to give
medical care. So please, use common sense, respect everyones safety, and
keep your merchandise from blocking emergency access. Also, all transactions
must be conducted inside your store. If you have questions, call Community

Landscape Maintenance
The Citys Parks and Recreation Department is responsible for maintaining
the landscaped islands and green space on Atlantic Avenue from I-95 to A1A,
and in City-improved areas off Atlantic Avenue such as Pineapple Grove Arts
District. This includes plants and sprinkler systems. Any questions, call Parks
Maintenance at 561.243.7260.

Landscaping/Tree Trimming
City Parks & Recreation Team is responsible for the maintenance of the
landscaping in the public parks, street medians, landscaped nodes at
intersections along Atlantic Avenue, as well as scheduling all tree trimming in
downtown. Replacement of the owers in the downtown ower beds is also
their responsibility. Notication of any tree trimming scheduled will be sent
to the area involved with the trimming. If you are taking care of private ower
beds or planters, please keep plant heights low and tree canopies high. The
ideal crime prevention hedge height is between 2 and 3 feet. Keeping tree
branches trimmed up to a height of 8 feet from the ground also deters criminal
activity. These landscaping applications allow for maximum visibility and a safer

Lamp Posts/Benches/Garbage Cans/Compactors
The maintenance of Downtown amenities such as decorative lamp posts,
benches, garbage cans and recycling containers is taken care of by the City
Public Works Department. If any merchant notices maintenance issues that need
to be addressed, they should call the DDA for a notication to be sent to the City.
Regularly scheduled pressure spraying around trash cans and benches is the
responsibility of the City. For more information, call 561.243.7011.
News Racks
News racks should not display any advertising, except for the name of the
publication being distributed. Coin-operated news racks must have a coin return
mechanism for an immediate refund if the news rack is inoperable. A label
should give a 24-hour number that can be called to report a malfunction, or to
obtain a refund if the coin return mechanism fails to work. A news rack must
be kept clean and in good repair. For information about where news racks are

Cooking Oil Recycling
Each restaurant using cooking oil is responsible for the removal of the used oil.
There are several companies who provide this service, offer various service
levels and are responsible for the maintenance of the cooking oil containers.

Sidewalk Cleaning
Anyone who owns or occupies a property is obligated to clean the sidewalks
in front of their business regularly. When necessary, this includes steam-
cleaning the decorator-paver brick walks integral to the Downtowns distinctive
streetscape. The dark spots on the brick pavers are residue from chewing gum.
Removing this requires steam pressure spraying. Be sure to have a cleaning
arrangement with your landlord. Be aware that only certain approved ecological
chemicals can be used to clean the sidewalks and streets. Please check with the
City before using any chemicals or cleaning agents on your own. Contact Water
Sewer Network at 561.243.7302.
The DDA has arranged for the Atlantic High School Clean Team to work on
selected Saturday mornings to remove gum and clean sidewalks and areas
around dumpsters for a nominal fee. For information about signing up for this
service, call the DDA at 561.243.1077. Any other questions concerning pressure
cleaning of sidewalks, contact Parks Maintenance/Clean & Safe Team at
561.243.7260, call Public Works at 561.243.7334.
Sidewalk Caf Cleaning
Sidewalk Cafes are required to clean the sidewalk area up to the street; this
includes steam cleaning WEEKLY the decorator-paver brick walks integral to
the downtowns distinctive streetscape. DAILY sweeping and trash pick-up is
required per code for all businesses operating in the downtown including the
green space. This includes picking up cigarette butts. Any questions, call

Store Signs What Are the Rules?
Most signs will require a permit, so you can save time and money by getting
the permit before a sign is built. Installing your sign without a permit could
result in a triple permit fee, so plan ahead. For more information call Community
Improvement at 561.243.7138.
Sandwich Board Signs are not allowed. Restaurants are allowed to provide
a menu sign within the restaurant property line only.
Overhead Merchant Signs are allowed as a projection sign, on or under the
canopy attached to the building, as long as they are secured so they do not
move. Signage is allowed on the face of the awning as well. Window signs
are allowed but only at a size that represents 20% of the total window area.
No permit is required.

Street Sweeping
The City sweeps curbed streets three times a week from I-95 to A1A, and along
Pineapple Grove Way. Whoever owns or occupies your premises is responsible
for clearing away litter, including cigarette butts, from the front, rear and side
areas, the sidewalk, parking area and right-of-way. Any questions, call Public
Works at 561.243.7334.
Trash Container Pickup
Refuse trucks are labeled with the acronym WM (Waste Management) and their
responsibility is to pickup containers Monday through Saturday along Atlantic
Avenue, A1A and side streets. Parks Maintenance picks these containers up on
Sundays. Individual downtown merchants must make arrangements for trash
pickup by calling WM directly at 954.984.2010, or for Customer Service,
call 561.547.4000.
Merchants are free to choose any recycling rm available. Solid Waste Authority
(SWA) has located several cardboard and newspaper and recycling dumpsters
throughout downtown. The City is considering adding facilities for plastic

Alcoholic Beverage Consumption
(City Ordinance Chapter 113)
Alcoholic beverages may not be consumed within the City on public streets,
sidewalks, alleys and other right-of-way except for seated patrons at a sidewalk
caf (alcoholic beverages are not permitted on business property outside a
building, except for patrons seated at permanent tables provided by the business).
These beverages are not allowed on the beach or in public parks, except for
patrons of the Delray Beach Municipal Golf Course while golng, or at the
restaurant there, and those attending a special event in the Downtown District
I-95 A1A. An event producer may request an Open Container Waiver from the
City Manager for certain public functions or affairs. The City Manager will have
seven days to consider the request, and if denied, the decision can be appealed to
the City Commission.
Since we thrive on festivity and celebration, the City, by formal request, does
waive the Open Container ordinance during special community events for a
specic location during a specic time frame. Alcohol sales are prohibited between
the hours of 2 a.m. and 7 a.m., seven days a week, except Saturday, January 1,
when the closing-time is extended to 4 a.m. The law applies equally to the action
itself, as well as permitting someone else to sell, serve, consume, or deliver
alcoholic beverages during those hours. The operator of the premises where
alcoholic beverages are sold is responsible for the removal from those premises
of an intoxicated person. An alcoholic beverage establishment means any place
in the City where alcoholic beverages are sold for consumption on the premises.

Clean & Safe City Parks Maintenance Team
A Clean & Safe Parks Maintenance Team works every day Downtown to make
sure the Downtown is clean when the shops open for business. They are working
long before our customers and employees arrive for the day, working on general
landscaping needs, litter control, reporting safety issues in general, keeping the
Downtown up and running. This team also includes an electrician who maintains
the twinkle and rope lights, as well as the decorative lamp post lights.

Construction Updates
The redevelopment of the Downtown District is critical to the continuing economic
development efforts. For a City of our age (over 100 years old), the maintenance
of the infrastructure needs to be continually planned. In order for businesses
to make good purchasing and stafng decisions during construction projects
impacting their shop or business, it is critical that construction information be
shared with the businesses in a timely manner. The DDA staff is scheduled
to meet regularly with construction teams to share this information through
I-Contact notices sent by email to the affected areas. Please make sure the
DDA has correct contact information in the DDA Database. For more information,

Customer Service Importance
Downtown Delray Beach is really a resort, and it is important to realize that you
and your employees are the most critical rst-contact with your customers.
Imagine visiting a Five Star Resort and remembering the Hospitality that
welcomed you! That rst impression is so important how customers are
greeted, how your employees are dressed, that employees have a welcoming
attitude and greeting, and how the customer is treated while in your shop. These
customers are the most important part of our businesses they should always
come rst! In the DDA ofce, the following quote is posted regarding customer
service you might consider posting it in your business as well.

Downtown Historic Neighborhood Districts
Delray Beach is very proud to have historic Districts being promoted within the
Downtown District. It is important that everyone with businesses near one of
these Districts pay close attention to anyone or anything that could cause damage
such as grafti or vandalism. The Police Department should be made aware of
anything that seems out of the ordinary in these Districts call 561.243.7800.
West Settlers Historic District - north of Atlantic Avenue, west of Swinton Ave
Atlantic Avenue Historic Bridge - at the Intracoastal Waterway (ICW)
Marina Historic District - located south of Atlantic Avenue on the west side
of the Intracoastal Waterway (ICW)
Bankers Row located in Pineapple Grove Arts District,
east of Swinton Avenue, at NE 1st Street and NE 1st Avenue
Old School Square Historic District located at the intersection of Atlantic
Avenue and Swinton Avenue. For additional historical information, call the

Noise Ordinance Regulations
Here are some highlights of these complex, lengthy ordinances:
1. Outdoor musical entertainment and other noise is allowed as long as it cant
be heard more than 100 feet from the source. Indoors, the rule is 100 feet
from the building or property boundary.
2. Public address systems are not allowed outside.
3. Waivers to noise ordinances during special events are granted by
the City Manager.
4. To apply for a waiver, a written request must be sent to the City Manager,
identifying the location, event times and other related event details.

Recycling Downtown
The City Parks & Recreation Department is responsible for servicing the recycling
containers on downtown sidewalks and at Delray Beach Center for the Arts, in
Worthing Park and on Atlantic Avenue east of the Intracoastal Waterway Bridge to
A1A. This also includes the recycling container located at the Visitor Information
Center at the corner of Atlantic Avenue and A1A. For more information, call Parks

Solid Waste Authority (SWA Palm Beach County) is responsible for servicing
and cleaning of the recycling large white containers located in public parking
lots north of City Hall and between 4th & 5th Avenues south of Atlantic Avenue.

containers are used for cardboard products and ofce paper only.
Sidewalk Caf Regulations
Outdoor dining is part of our charm, so we encourage sidewalk cafs serving all
kinds of refreshments. Whether youre offering snacks or gourmet feasts, your
establishment must have a special permit and meet certain conditions. First, give
the Community Improvement Department an operation plan with a diagram of
where tables and chairs would be placed on the sidewalk. Second, provide proof
of liability insurance.
A clear pathway, parallel with the street, with a minimum width of ve feet (5)
shall be maintained for through pedestrian trafc. A greater width may be required
as a condition of approval. A clear distance with a minimum of ve feet (5) shall
be provided from any alley, crosswalk, re hydrant, tree or similar situation.

also means that the sidewalk is kept litter-free and be regularly steam-cleaned
by each restaurant.

Restaurant menu signs may be displayed within the private property. An
application for a sidewalk caf permit is available from the Citys Community

Policy on Commercial Trucks Downtown
Commercial trucks and trailers are NOT permitted on East Atlantic Avenue
between Swinton Avenue and SE/NE 5th Avenue (Federal Highway). Truckers
must use the Truck Routes, NE & SE 1st Streets and the alleys behind the stores
fronting East Atlantic Avenue.
It is the responsibility of the merchant to remind delivery personnel that they
will receive a uniform trafc citation in the amount of $166 for traveling in
East Atlantic Avenues No Trucking Zone (ne amount subject to change).

Special Events Downtown
Special Events have played a very important role in the revitalization of
Downtown Delray Beach. These events bring visitors and residents to the
shopping and dining District to enjoy the event, then to stay a while longer
and discover all of the wonderful shops and restaurants in our Village by the
Sea. Events are produced by different groups, some by the City, the Chamber
of Commerce, the Delray Beach Marketing Cooperative, Delray Center for the
Arts and many not-for-prot organizations and private companies. For specic

Zoning Considerations
A large zoning map is displayed in the lobby of the Community Improvement/
Planning and Zoning Departments at City Hall. Zoning classications allow
prospective business owners to evaluate locations best for them. Planning staff
members are available to answer questions about restrictions and proper zoning.

Business Safety & Crime Prevention
Youve probably heard the expression, Crimes of Opportunity. This means if you
take away the criminal opportunity, then the crime is less likely to be committed.
This will also make you and your business tougher targets.
HERE ARE SOME SAFETY MEASURES:
911 Calls
Dial 911 if you need police assistance in an emergency. Give as much detail as
possible: location of the problem, description of any suspect, vehicle, direction
of travel; or other pertinent information that would help ofcers catch the suspect.
If possible, take a photo with your cell phone that can be forwarded to the Police
Department. If you need police help but its not an emergency, call the dispatch
center, 561.243.7800.
Alarm Systems
You must complete an application form, annually renewed with the Citys alarm
registration unit, at 561.243.7212. Information about individuals to contact in
an emergency should be given to the Community Improvement Department at
561.243.7212, even if your business does not have an alarm system. The unit
needs regular updates as your emergency contacts change. Sign up forms are
available on the Citys website under the Community Improvement Department
www.mydelraybeach.com.
Ambassadors & Citizen Observer Patrol (C.O.P.)
The Delray Beach Police Department has taken a progressive stand in setting up
the Ambassador Program program that promotes a customer relations/visitor
information partnership between the police, merchants and the downtown
nighttime visitors.

Make friends with neighboring merchants, gallery owners, restaurant owners and
executives and watch out for each other. Together, youll create condence in the
areas safety that will be reassuring to customers.

Cell Phone & Handbag Safety
Many Patrons dont realize how easy it is to have a phone taken by a thief and
how difcult it is to actually get it back. Please help minimize this growing trend
by reminding customers to keep their purses and cell phones off the table and
out of the hands of thieves!
Clean & Safe Police Department Ofcers
The Clean & Safe Unit consists of six Police Ofcers and one Sergeant that
utilizes both traditional and community policing tactics to address issues that
arise within the entertainment district. The entertainment district for this Unit
encompasses East and West Atlantic Avenue and Pineapple Grove. These highly
skilled Ofcers patrol on foot, bicycles and in vehicles, interacting with the public
and business owners. The community policing and problem oriented philosophy,
which the Unit practices, enables the ofcers to develop strong partnerships
with the local businesses and public, ensuring that the Downtown area is safe to
work, play and live.
Code Requirements
If you select an older building and your business is a different use from the
previous tenant, code restrictions on zoning may apply. Preferred uses may
change, especially if the building has been vacant for six months or more.
Within the Downtown District, certain zoning options may not be permissible.

Counterfeit Bill Handling
Occasionally, businesses experience customers using counterfeit bills of varying
values. The Downtown Merchant Group has identied a superior detecting device
that identies these bad bills. When a bad bill has been identied, the merchant
is required to call the Delray Beach Police Department to report the incident.
The non-emergency number to call is 561.243.7800. The detection device can
be purchased from Hands Stationery Store on Atlantic Avenue. For information,

Hollow-core doors offer little protection. Invest in sturdy doors and solid door frames.
Use tamper-proof hardware on outside hinges. Also, remember to lock them!
Fire Code Compliance
The Fire Marshal makes random inspections of businesses throughout the year,
but you should arrange for a courtesy inspection prior to signing your lease. This
way, you can learn whether or not the site requires upgraded re suppression

Licensing
If youre doing business in the City, you need a Business Tax Receipt (formerly
called an occupational license) that must be renewed annually. To get one, apply
in the Community Improvement Department at Delray Beach City Hall, 100 NW
1st Avenue. The fee is generally $156.56, with a few exceptions. (A $25 safety
inspection fee is also required). Any questions, call 561.243.7209.
The Business Tax Receipt Specialist (561.243.7209) can help you with the details
about which businesses require additional licenses from the State or Palm Beach
County, and which of those are required prior to City licensing. For example,
restaurants need approval from the State Division of Hotels and Restaurants.
Contractors and certain professionals need a Florida State License.
You also need to register with the Business Tax Receipt Ofce if your business is
elsewhere but you provide a service, or do work in the City, such as landscaping
or construction. That fee is $11.08.
Remodeling of residences into commercial or mixed use near downtown is part of
our renaissance, but before you set up a home business, check with the Business
Tax Receipt Ofce to see if your work qualies as a home occupation, including
telecommunicating. If youre located in a neighborhood homeowner association,
they may have restrictions, as well. Rules regulate the type of business, square
footage used, equipment or process, signing and trafc your business will

Lighting
Light the exterior of your business, including the front and back entrances.
Inside, make lighting strong enough to eliminate shadows a burglar could hide in.
Put your window display lights on a timer until midnight. There are many visitors
and employees walking downtown late at night.

Bicycles / Scooters
City rules outline what is unlawful in the downtown area: roller skates,
skateboards, bicycles or riding in or by any means on any coaster, toy vehicle,
play vehicle or similar device:
With the exception of bicycles, to go upon any sidewalk along Atlantic
Avenue between State road A1A on the east and I-95 on the west
To operate these devices in the Old School Square Parking Garage,
in the Robert W. Federspiel Parking Garage or any parking garage owned
by the City
To operate these devices in a reckless manner on any public sidewalk.
No person shall ride a skateboard or roller skate on a sidewalk without
exercising due care for the safety of others using the sidewalk
If any of your employees use a bicycle as a means to get to work, be sure that
they park their bicycles in the back of the store, using the nearest bike rack
provided. If there is not a bike rack, call Public Works at 561.243.7294.
Customer Parking
Try to ensure convenient parking for you customers by encouraging your
employees not to park in front of your shop or any other place of business. All
of the public two-hour parking spaces and public parking lots must be reserved
for your customers. If customers are unable to park conveniently, they are more
likely to patronize different businesses or shop in other locations. Tickets will be
given out to all cars parked longer than 2 hours until 6:00 p.m. nightly. There will
be NO warning tickets given out. This ticket costs $35.
Downtown Pedestrian Waynding Signage
Delray Beach was instrumental in Palm Beach County as the rst community to
address the hospitality needs of new visitors by implementing our community
designed signage system throughout Downtown.
The Pedestrian Waynding Signage program has been designed and continues
to improve information for the travel ways within a geographic perimeter of the
Citys streetscape grid. It includes the following: gateway access, informational
/orientation and destination routing, route selection, parking access and
exit information. These signs are located on most street corners. All of this
information, when linked, provides for deductive and seamless information

Downtown Roundabout Trolleys
A FREE Trolley Ride is available throughout downtown from A1A to the Tri-Rail
station every day on an hourly schedule. The mission is to personalize our trolley
system to the needs of our riders moving downtown transportation to a higher
level; to accommodate commuter travel to and from work; to utilize the trolley
system in conjunction with special events in order to improve event trafc issues,
and the inclusion of out of the area visitors; to communicate effectively with the
merchants, businesses and residents about the benets of the trolley system
for both employees and potential customers. For trolley information call the
City of Delray Beachs Customer Service Line: 561.243.7000, Monday Friday,
8 a.m. 5 p.m.
The Downtowner
The Downtowner golf cart service is an easy transportation solution. Theyre
a fun, eco-friendly, free ride around Downtown Delray Beach. They operate 7

Employee Parking Guidelines
Downtown business owners and their employees should be parking in the
free 8 hour parking lots located throughout the downtown area. Parking is limited
to 2 hours on Atlantic Avenue between the hours of 8 a.m. to 6 p.m., and is NOT
to be used by store or restaurant employees. A typical parking ticket is $35.00.
The 8 hour FREE lots include: Railroad Lot (behind Hands Stationer, 191 spaces),
Gladiola Lot (Next to Mellow Mushroom 74 spaces), and Bankers Row Lot
(NE 2nd Street and NE 1st Ave. 29 spaces).
For all employees working east of the Intracoastal Waterway, a Beach Parking
Permit may be purchased for $95.40 per year (including tax), that allows parking in
metered lots in Sandoway Park 136 spaces, Ingraham Lot 38 spaces, Orange
Grove Lot 29 spaces (Marriott North lot), Atlantic Dunes 121 spaces and
Anchor Park 82 spaces. This permit cannot be used on Ocean Boulevard (A1A).
For employees working west of Swinton Avenue, parking is available in the
Monterey House Lot (NW 1st Ave behind Dunkin Donuts 82 spaces), the Sands
Lot NW 5th Ave 29 spaces, the Frog Alley Lot, SW 4th Ave 23 spaces and
the Court House Garage/Library Lot SW 1st and 2nd Streets just south of
Atlantic Avenue (some times are restricted) 162 surface and 371 garage
spaces. Many of the lots have 2, 4 and 8 hour parking locations identied by
signage. Be sure to park in the appropriate spot to avoid a ticket.

A Senior Beach Parking Permit may be purchased if you are 62 years of age
or older. This Senior Permit can be purchased for $100.70 (including tax), and
can be used in the beach parking lots listed above PLUS on A1A in the metered
spaces. Both of these permits may be purchased at the Utilities Customer Service
Window at City Hall, 100 NW 1st Avenue. Information, call 561.243.7000.
Handicapped Parking
Handicapped parking spaces are located throughout downtown, including on-
street spaces as well as within all of the public parking locations lots and
garages. These spaces are identied by blue markings on the pavement as well
as blue identication sidewalk signs. In order to use these spaces and not receive
a parking violation ticket, a handicapped rearview mirror sign must be displayed.

Kiosk Signs
Guidance Pathway Signs have been installed in seven (7) locations throughout
downtown: A1A at the beach pavilion; at Veterans Park, in the 400 block of East
Atlantic Ave; in Worthing Park, at the Tennis Center on West Atlantic and at both
entrances to the Old School Square Garage. These signs list all of the businesses
within the DDA District relative to accommodations, shopping, dining with a listing
of activities that visitors might take advantage of while visiting.

The listings are updated annually to promote downtown businesses. On the
backside of the kiosk signs, we tell the history of Delray Beach, complete with
before and after photos of many of the historic buildings. For more information,

Parking License Agreement Rules and Regulations
Although the rules and regulations for valet parking are embodied in the Parking
License Agreement, a summary of these rules and regulations is provided below
as a quick reference. Please review these regularly with your valet companies.
It is the Parking License Agreement holders responsibility to ensure compliance.
1. Parking of valet serviced vehicles in public parking spaces both on the
street and in lots is prohibited.
2. Parking of valet serviced cars in the publicly designated queue area
is prohibited.
3. Expansion of the queue area designated by the agreement is prohibited.
4. U-turns are prohibited.
5. Payment of queue space fees to the City is due by the 10th of each month.
6. It is the license holders responsibility to request license renewal approval
and to ensure updated insurance certicates and parking lot agreements are
provided to the City. Check expiration dates!!

How Merchants and Businesses Can Get Involved
All downtown businesses within the DDA district (I-95 to the Beach throughout
Pineapple Grove) can be involved in the following ways:
Block Leaders
The DDA district is made up of over 1500 businesses and over 350 acres
which is a big territory. In order to effectively communicate to all, it is imperative
that we have assistance. DDA Block Leaders are volunteer business owners
or managers that lead a block. They are the messengers of the DDA by
assisting with delivering monthly important materials to each business within
the block, such as meeting notices, brochures for customers, and calendars.
Block Leaders are the eyes and ears of the block providing information back
to the DDA of any issues, updates on business changes or any other items
that the DDA should be informed of to help assist in any way. For information

Discover Palm Beach County The Ofcial Tourism Marketing Organization
Discover Palm Beach County is the tourism organization for the county that works
closely with the DDA to assist in promoting the Downtown as a destination for
visitors. They will work with Travel and PR Writers who are interested in story
development and research in our Downtown. They will reach out to the DDA
to arrange a tour, book hotel rooms, or provide a luncheon for writers. A good
example is a recent UK Media Trip, where culinary writers from the UK and Ireland
visited Downtown Restaurants and enjoyed sample menu items. These programs
typically arise with little notice, so we act quickly, as we compete with many other
communities in the county and will work directly with the General Managers or
owners to make arrangements.
Visit Florida Tourism
The DDA works closely with VISIT FLORIDA, Floridas public/private tourism
partnership, to keep Downtown Delray Beach at a top-of-mind position with this
government agency as a place for visitors and vacationers. The DDA participates
through co-op advertising opportunities and will many times invite businesses
to co-op with us, as in the Horizon Travel Magazine promotions. The Delray
Beach Marketing Cooperative also works with Discover Palm Beach County and
VISIT FLORIDA to promote areas city-wide.
Event Participation
The DDA produces event programs that are created to drive economic growth
within the Downtown. Fashion Week highlighting the fashion and accessory
boutiques, Savor the Avenue and Tastemakers highlighting the restaurants. These
are open to all businesses and we encourage all to participate and/or sponsor.

Program and Event Sponsorship
The DDA invites the businesses to participate as sponsors within the marketing
programs and events where huge branding exposure is received through the
marketing and advertising for each program. An average of 200 million media
impressions are received annually through print advertising, digital billboards,
TV commercial spots, online, signage and posters, social media and email
database of over 5,000 businesses and customers. Sponsorships range from

Facebook Participation Facebook.com/delraydda
The DDAs Facebook page is the top Delray Beach page, with close to 20,000 Fans
and growing. This page promotes your business, events and happenings taking
place daily in Downtown Delray Beach. The DDA also wants to help you grow your
social presence, so participate with us by sending the DDA your promotion

Weekly Merchant Contests
The DDA will produce and highlight a Merchant each week and drive Facebook
Fans to your page. Provide the DDA with a gift certicate or item of $25-$50
value that we can use at the prize giveaway. We create the contest on our
page driving the fans to Like and comment on your page which will in turn
increase your Fan base. This program works - we have driven over 5,000 fans
to Downtown Merchant pages between 2012 and 2013. Ask the Chanti Om Spa,
Pure Cycle, Its Sugar, Deck 84, and many others.
Join the Chamber of Commerce
The DDA works closely with, and is a member of The Greater Delray Beach
Chamber of Commerce. We encourage businesses to join so they may expand their
opportunities to engage with the Delray Beach community.
Merchant Promotions
Monthly promotions and Giveaways: Night and Day Downtown Delray is the
DDAs marketing brand that was developed in 2010 as a marketing strategy to
drive business to the merchants through monthly themed programs such as
Shop Small Month, Holidays are Here, Beauty and Wellness, Fashion Week,
Love Delray. Etc. The DDA will post your in-store, restaurant or event promotion
on their website (DowntownDelrayBeach.com/promotions) which receives over
40,000 visits monthly and facebook page (facebook.com/delraydda) which has
close to 20,000 fans, reaching over 32,000 weekly.

Pineapple Grove Arts District Membership Organization
The PGAD is a membership organization that meets monthly to review City
projects and activities within the district and create plans for the future growth
and economic impact into the area. All meetings are held the last Wednesday of
each month at the Delray Beach Center for the Arts location. All are encouraged
to attend.
Responsible Hospitality Institute - RHI
The DDA works closely with this organization to share best practices, learn
and collaborate with other communities on developing a vibrant and healthy
Hospitality Zones. Delray Beach is designated a Sociable City by RHI for
its healthy balance of safety and nightlife vibrancy, and supports the social
experience of the Citys residents and visitors alike. For more information,

As a business within the DDA district you are part of the Downtown Business/
Merchant Association. This group is co-chaired by David Cook, owner of Hands
and Mark Denkler, owner of Vince Canning Shoes. The association meets every 6
weeks and notices are issued through email and hand-delivered notices from the

(WARC) is a nonprot organization that was created to advise the Delray Beach
Community Redevelopment Agency (CRA) and The City of Delray Beach on
redevelopment issues in the West Atlantic area, from I-95 to Swinton Avenue.
WARC was established as a 501(C)3 organization in 1996. Over the past 16 years,
the WARC Board has served to help promote West Atlantic merchants, maintain
the safety of the neighborhood, and serve in an advisory capacity to the CRA

Mission: The DDA Mission is to enhance and stimulate
balanced economic growth through position marketing
activities that engage Downtown businesses, residents and
visitors while creating a clean, safe, physical and experiential
place to live, work and invest.
Dependent Taxing District created in 1971
Governed by a 7-member volunteer board, appointed by
the City Commission
DDA District approx. 350 acres from I-95 to the Ocean along Atlantic
Avenue, including Pineapple Grove Arts District
Funded by 1 Mill tax on the property owners within the DDA District
What the DDA does: The DDA is the sole authority charged with the
responsibility of promoting the businesses within its boundaries. The three
areas covered include: Marketing / Promoting businesses; Place Making
which includes Security and Crime; Clean & Safe, Trafc, Parking and Noise;
Physical Improvements/ Economic Development keeping the merchants
and businesses successful.

Additional Information
Construction Updates
It is important that construction project updates are consistently made available
to all of the merchants and residents in the downtown District. Information such
as street closures, trafc detours, power outages and late night construction
noise is provided by the DDA for affected areas by iContact emails sent after
each construction meeting with City and staff. These updates are also available

DDA Annual Report
The rst DDA Annual Report was created for the scal year of 2011-12, and
will be produced each year annually going forward. This report documents the
achievements of the Board of Directors and Staff in an individual year, compared
to the goals and objectives set forth by the Board. The annual tax revenues and
expenditures are outlined as well as comments from both the Board Chairman,
Treasurer and Staff. The numbers highlighted reect the tremendous work and
accomplishments during that year. As more data is collected relating to our DDA
District, the numbers will be reected in each years report.
DDA Cluster Analysis and Retail Development Strategy
This report was prepared for the Delray Beach Downtown Development
Authority in 2004. The overall objective of this market analysis was to generate
recommendations to guide the ongoing retail revitalization of Downtown Delray
Beach. The goal of the cluster analysis was to match the most appropriate uses
with sources of consumer support within clusters and to identify instances where
the vitality of market support for individual clusters can be spread to adjacent
clusters to create greater economic opportunities. Plans are for this analysis to
be revisited in 2014-15 and adjusted for any market conditions that might have
taken place since this original report.
DDA Downtown Database
Beginning in 1993, DDA staff has been compiling and updating a database of all
properties within our District, and marketing area. This information allows staff
to contact and promote all of these businesses through social, print, and website
platforms. It also is crucial in decision making concerning parking, and other
employee issues.

Downtown Delray Beach Guidebook
The DDA produces over 50,000 Downtown Guidebooks annually, promoting
the businesses that are likely to be used by both locals and tourists. These
guidebooks are not only distributed to the merchants, but to the area Hotels.
the Palm Beach International Airport Information Center, Visit Florida Welcome
Centers located on major interstate highways into Florida, at the Visitors
Information Center at A1A and Atlantic Avenue and at the Discover Palm Beach
Organization opportunities throughout the county. This listing of DDA merchants

DDA Legacy Partners
Downtown revitalization doesnt just happen by itself. It takes many partners,
community leadership, personal encouragement and a unied vision to reach that
dream that was only once imagined. In 2012 the DDA recognized businesses that
understood that dream and stepped forward with encouragement and guidance to
help rebuild our beautiful downtown. These are our Legacy Partners. They have
given and continue to give nancial support and leadership for the promotion and
revitalization of downtown Delray Beach over the past decades, and for this we
are truly grateful!
DDA Pedestrian Counts
The DDA collects pertinent data that helps with decisions made concerning how
the Downtown District develops, and how our success and growth are monitored.
Pedestrian counts taken during season and the summer months were started in
2013, and plans are to continue monitoring these numbers on a consistent basis.
Pedestrian counts are also taken for selected special events in the DDA District,
which help with our Clean & Safe objectives for employees and customers.
Development Brochure
The DDA has worked with City and CRA staff to compile a list of new construction
projects planned approximately from 2013 - 2019. This brochure is available for all
interested parties and it includes both Public and Private Projects currently approved
by the City. It is available on our website at DowntownDelrayBeach.com.
Information Updates
DDA staff regularly distributes information that concerns the Downtown District
such as City ordinance changes, City Commission Meetings that are of interest
to the businesses and general passing along of information. These emails are
distributed by iContact and are titled Important News.

Place Making Issues
The DDA has been instrumental in creating the Downtown Ambassadors, an
evening program of Hospitality volunteers, managed by the Police Department,
who work Thursday through Saturday answering questions asked by visitors
and being helpful to the Clean & Safe Police Ofcers on duty those nights. DDA
staff works closely with City departments to make them aware of items that need
attention such as twinkle lights out, landscaping and general cleanliness issues.
Trolley Brochure
With the new Downtown Roundabout Trolleys now providing free service from
the Tri -Rail station through downtown, an updated brochure has been created
outlining the rules and regulations concerning the trolley. A schedule of hours and
routes is available on our website, as well as in the Annual Downtown Guidebook
available at all shops and restaurants.
West Atlantic Redevelopment Coalition WARC
and Pineapple Grove Arts District PGAD
DDA Staff and/or a Board Member are responsible for attending both of these
organizations monthly meetings as well as any planning or marketing retreats
scheduled. Both areas are still being redeveloped by the City and CRA and we expect
that the Osceola Neighborhood will create a similar committee in the near future.
