This current schedule of rates is approved by the Chief Engineer (Electrical) of
Public Works Department Mumbai vide his letter No.CE(Elec)/Desk-3/737,

STANDARDS AND SPECIFICATIONS


Current Schedule of Rates for the year 2009-2010 is prepared for short item specified in the CSR
booklet. Separate specification booklet is published for different items which should be thoroughly
read out. Estimation and Tendering procedure shall be as below:

1. All Electrical works shall be carried out as per:

a) Relevant standards set by Bureau Of Indian Standards
b) Indian Electricity Rules, 1956 (Amended up to date)
c) National Electrical Code
d) National Building Code
e) Chapter 16 of PWD Handbook
f) Mumbai Lift Act and Rules framed therein.
g) Specification for electrical works 2008 approved by PWD (Electrical)

2. The material having ISI mark / IEEE or approved by Chief Engineer (Electrical) PWD
should be used for Government Works. While using the material on works, Site in-
charge should check the validity and ISI mark / IEEE / approval of the makes used.

3. The list of approved material which is not bearing ISI mark is enclosed at the
end of CSR 2009-2010.

4. If necessary, the Engineer-In-Charge should get the material tested from ERDA, CPRI or
from any State / Central Government approved laboratory for conformation of its parameter
as per relevant BIS.

5. At the time of commencement of Major works, the details such as the name of work,
agency & agreement no. should be informed to Chief Engineer (Electrical) so as to depute
Vigilance Officer for inspection of the work.

6. The items having rating of Three star and above, standardized and labeled by
BUREAU OF ENERGY EFFICIENCY, SHALL BE PREFRABLY USED.

7. While tendering, following condition should be added in the special condition and
should be signed in for acceptance by the person accepting the tender:

8. I had gone through the detail specifications included in tender and fully conversant
with the specifications laid down for concerned items along with IS Code, IE Rules
1956 and NEC.

9. At the end of measurements following certificate shall be recorded; The above work has
been carried out as per specifications.

INSTRUCTIONS

1. As per circular no CEN/1091/CR/159/E2 dated 29/04/1991 of Public Department,the
concealed type wiring shall not be adopted normally. For carrying out the concealed
wiring in specific building, it should be considered as per arch.drawing / provision in
proposal/ as per requirement of user dept.

2. PVC conduit black in colour, should not be used in surface wiring in electrical
installation.

3. Electrical layout for major works shall be finalized in consultation with Government
Architect.

4. The quality of all electrical items to be used in electrical installations should be thoroughly
checked before actual use on work and necessary record be maintained in Electrical
Division / Sub Division and should be produced to Vigilance and Quality Control Unit, for
inspection.

5. For conservation of electricity, energy efficient and energy saving devices shall be used.

6. If this CSR is used by other Department, Municipal Corporations, or semi Government
body, it is binding on them to get inspected at least five works from Executive Engineer
PWD Electrical Division of the Area or Vigilance unit of Electrical Wing, under Chief
Engineer (Electrical) PWD, regarding quality of work and conforming with specifications
laid down in CSR items.

8. For VVIP / monumental / Important buildings; following A grade category fittings,
switchgears and lifts shall be used with prior approval of Superetending Engineer / Chief

9. The rates of items for machinery / systems are inclusive of full comprehensive
maintenance with guarantee for one year. If fully comprehensive maintenance period is
more than one year to be executed then annual maintenance cost for the same shall be
added in the estimate. However Annual maintenance cost shall be withheld in advance
through final bill or in the form of Bank Guarantee and to be released every after
completion of AMC period of concerned year.

10. The drawings attached in the CSR of 2009-2010 are for reference purpose only. However
at the time of execution same shall be confirmed from site engineer.


RATES OF ITEMS

A. The rates in the schedule are inclusive of all taxes, cesses, insurance, overhead &
transportation.

B. 1) The rates in the schedule are applicable to District Headquarters (Excluding tribal).

2) For EI works at places other than mentioned in B1 and falling in Tribal Areas, increase
CSR rates by 10% (Ten Percent) and in Non Tribal areas by 5% (Five Percent)

3) For EI works in Matheran, Mahabaleshwar, Panchgani, Pratapgad,Raigad Fort,
Chikhaldara, Toranmal, Dharni, Bhamragarh, Sironcha, Allapalli and Aheri, increase
CSR item rates by 20% (Twenty Percent). (Additional 5 % and 10% shall not be added
As per Note at Sr. No B1)

4) For EI work in occupied J ails, increase CSR item rates by 15% (Fifteen percent).
(Additional 5 % and 10% shall not be added as per Note at Sr. No B1)

C. Transportation charges for various items as are as under

For Price Variation Clause in B-1 and B-2 contracts, following percentage shall be adopted
