There He Goes Again White Paper

David Dewhurst is using false personal attacks to hide from his record. The Austin American-
Statesman recently rated David Dewhursts attack pants on fire, calling it both incorrect and ridiculous
(Gardner Selby, David Dewhurst lofts ridiculous unsupported claim, Austin American-Statesman, 04/16/2014).
While Dewhurst launches personal attacks, Dan Patrick is focused on the issues important to Texans, such as
securing our border.
Under Dewhurst, the Senate passed an expansion of the in-state tuition program in 2005.
Dewhurst allowed the Senate to pass Senate Bill 1528 (79-R). This bill expanded the in-state tuition program
by changing the residency definitions. The bill allowed residency to be determined by the students status,
rather than their parents status. (Texas Tribune, 10/25/2011).
The Texas Senate passed healthcare for illegal immigrants under Dewhursts leadership. In
2003, the Texas Senate passed Senate Bill 309 (78-R) authorizing hospitals to provide non-emergency care for
illegal immigrants using local taxpayer funds. The bill was opposed by Texas Eagle Forum and Young
Conservatives of Texas. Opponents argued:
This bill would drive up the cost of care for undocumented immigrants and increase local tax
burdens. (House Research Organization, SB 309 Bill Analysis).
Dan Patrick has worked to secure the border. In his first session, Sen. Patrick co-sponsored House Bill
13 (80-R), which created the Border Security Council, and he authored Senate Bill 773 (80-R) creating an
offense of criminal trespass by illegal aliens. Sen. Patrick has consistently supported prohibiting sanctuary
city policies (81-R: SB 358; 82-R: HB 12, SB 124; 82-1: SB 9; 83-3: SB 14). You can learn more about Sen.
