S%mmary& The U.S. Army operates an arms depot near San Antonio' Te(as called the Camp
Stanley Storage Activity )CSSA*. In 2!!' it emerged that the CIA had a presence there. There
are some indications' tho%gh not concl%sive ones' that CSSA may +e the site of a facility called
Midwest Depot that the CIA has %sed for clandestine acc%m%lation and dissemination of arms to
vario%s parties from at least the early !,-s thro%gh 2! and pro+a+ly thro%gh 2!.
Comment& If the CSSA' esta+lished in !,",' has always +een the cover for Midwest Depot' then
the covert facility dates to the earliest days of the CIA and' spec%latively' may have +een created

&SS' /onsists of 40114 a/res of 2arying terrain. The boundary of &SS' is generally re/tangular with
appro3imately 4 miles north to south and 2 miles east to west.
&amp Stanley be/ame part of the ,ed ,i2er 'rsenal as &SS' in 545. .n addition to ammunitions storage0 the
installation had responsibility to test and o2erhaul ammunition /omponents. .n 5640 appro3imately 20141 a/res
were transferred from &amp 7ullis to &SS'. 'n additional 214 a/res were assigned to &SS' in 581 to bring
total a/reage to its /urrent 40114 a/res.
&SS' is a sub-installation of the 9.S. 'rmy #aterial &ommand:s ,ed ,i2er 'rmy ;epot <,,';=0 lo/ated in
Te3ar>ana0 Te3as.
The primary mission of &SS' is re/eipt0 storage0 and issuan/e of ordnan/e material as well as ?uality assuran/e

Tri/hloroethene <T&)= and tetra/hloroethene <$&)= are a signifi/ant part of the remediation at &amp Stanley.
T&) and $&) /ontaining /hemi/als were used at &amp Stanley primarily as a degreasing agent for metal and
ele/troni/ parts and two groundwater plumes e3tend off of the installation into se2eral doAen pri2ate water wells.
The health effe/ts from T&) differ depending on the amount of T&) to whi/h a person is e3posed and how long
the e3posure lasts. T&) e3posure /an be asso/iated with se2eral ad2erse health effe/ts0 in/luding neuroto3i/ity0
immunoto3i/ity0 de2elopmental to3i/ity0 li2er to3i/ity0 >idney to3i/ity0 endo/rine effe/ts0 and se2eral forms of
/an/er. $&) is a /entral ner2ous system depressant0 and $&) e3posure /an be asso/iated with li2er and >idney
damage. The 9S )n2ironmental $rote/tion 'gen/y <)$'= has set ma3imum /ontaminant le2els for T&) and
$&) at 6 parts per billion. &amp Stanley is regulated by both 9S )$' <under a 555 ,&,' 411Bh order
stemming from the sol2ent plumes= and the Te3as &ommission on )n2ironmental Cuality <T&)C=.
7e/ause of the T&) /ontamination0 se2eral spe/ialiAed s>ill set are re?uired. &amp Stanley installed a large bio-
rea/tor remediation pilot to treat T&) /ontaminated groundwater in 211B. 9nli>e most biorea/tors0 this one
treats deep groundwater <as deep as 411 feet deep in fra/tured )dwards >arst limestone=. Westbay wells are also
used. 'dditionally0 &amp Stanley uses soil 2apor e3tra/tion <SV)= te/hnology at se2eral sites. There are also
2apor intrusion study and prote/tion issues in buildings at &amp Stanley arising from the T&) /ontamination of
the groundwater.
&amp Stanley also re?uires e3pertise in S&';'0 a super2isory /ontrol and data a/?uisition system. .t is an
industrial /ontrol system: a /omputer system monitoring and /ontrolling water distribution on the installation0
in/luding water being inDe/ted into the biorea/tor .'W a T&)C 9nderground .nDe/tion &ontrol <9.&= permit.
'nother spe/ialiAed re?uirement is the need to address e3tensi2e lead /ontamination in soils from de/ades of
small army range operations0 whi/h are still ongoing. &amp Stanley has used $hosphate .ndu/ed #etal
StabiliAation <$.#s= to treat lead /ontaminated soils at many of its sites0 some in2ol2ing many hundred /ubi/
yards of soil0 and intends to use $.#S at more sites in the future.
&amp Stanley also re?uires une3ploded ordnan/e disposal ser2i/es as part of many of its remediation sites.
While only small arms <and some grenade and ro/>et= use is /ondu/ted now0 histori/ally0 many different
munitions had been used at &amp Stanley0 su/h as Sto>es mortars and a wide range of artillery shells. Finding 48
mm and 86 mm rounds at remediation sites is not un/ommon.
(astly0 another spe/ialiAed need is for all fulltime personnel and proDe/t managers to ha2e at least a se/ret
se/urity /learan/e. The installation stores large ?uantities of arms and ammunition and has sensiti2e missions0
thus a//ess to the installation and se/urity /learan/e re?uirements for long-term personnel are mu/h more
restri/ti2e than most military installations.

employee and his family sued the agen/y he wor>ed for0 saying it had pla/ed them in a mold-/ontaminated home
that made them si/> and re?uired nearly all their possessions to be destroyed.
7ut this was no ordinary /ase. The employee0 He2in #. Shipp0 was a 2eteran &entral .ntelligen/e 'gen/y
offi/er. Fis home was at &amp Stanley0 an 'rmy weapons depot Dust north of San 'ntonio0 in an area where the

;e/laring that its need to prote/t state se/rets outweighed the Shipps: right to a day in /ourt0 the go2ernment
persuaded a Dudge to seal the /ase and order the family and their lawyers not to dis/uss it0 and to later dismiss the
lawsuit without any hearing on the merits0 #r. Shipp said.
#ore than half a de/ade later0 #r. Shipp is going publi/ with his story. Fe /ontends that the e2ents bro>e up his

#r. Shipp re/ently /ompleted a memoir filled with un/lassified do/uments that he said ba/>ed up his assertions.
Fe says that he submitted the manus/ript to the agen/y for the re?uired prepubli/ation re2iew but that it bla/>ed
out swaths of information0 li>e a//ounts of his /hildren:s nosebleeds0 strange rashes0 2omiting0 se2ere asthma
and memory loss.
&iting a /onfidentiality agreement he signed with the go2ernment0 #r. Shipp would not dis/uss where the se/ret

Still0 he said0 he was free to say that he wor>ed at &...'. head?uarters in (angley0 Va.0 both before and after his

#r. Shipp:s e3-wife0 (orena Shipp0 and one of his sons0 Eoel Shipp0 now 2B0 said in inter2iews that the &...'.

mo2ed to an 'rmy-owned house at &amp Stanley in Eune 555 and left in #ay 211.

.n 5!2 .nterarms and 'F'& were together in/luded in a mysterious episode in2ol2ing the return to Finland of
42 million rounds of So2iet 8.!2 mm and 8.52 mm ammunition. The entire in/ident was hushed up: the story
found its way into only two lo/al /ountry newspapers.
.t appears that in ;e/ember 5!0 .nterarms had imported this material through the port of 7altimore and had
it shipped to the L'meri/an Firearms &orp.L of San 'ntonio for <as one newspaper reported it= Lpossible sale to
sportsmen.L Se2eral points should be /larified here. First0 the San 'ntonio telephone dire/tory listed no
'meri/an Firearms &orporation nor an 'meri/an Firearms and 'mmunition &orporation for 5!-!8. "o
/ompany that wants to sell 42 million rounds of ammunition to sportsmen hides its light under a bushel. Se/ond0
newspaper reports stated that the ammunition was also to be used for the 9. S. 'rmy #- and #-4 riflesK but
anyone in the gun business will ?ui/>ly point out that ,ussian 8.!2 mm and 8.52 mm ammunition does not fit
'meri/an weapons. Third0 most of the /rates had L#ade in ,ussiaL stamped on them along with the notation L6-
4-4!0L whi/h would indi/ate that the material was of postwar origin and thus te/hni/ally ineligible for
importation for /ommer/ial purposes. Fourth0 9.S. &ustoms agents were reported to ha2e tested the ammunition
and found it in good /onditionK yet the reason gi2en for returning the material was that it was Ldefe/ti2e.L .t so
happens that military standards for ammunition are higher than /ommer/ial standardsK &ustomsM Dudgment0
therefore0 was based on the assumption that it was for /ommer/ial use: it would not ordinarily pass Dudgment on
ammunition imported for military use. 'long the way0 howe2er0 the material be/ame Ldefe/ti2e0L whi/h would
indi/ate that it did not meet 9.S. military standards. This material was almost /ertainly destined to be used in
So2iet weapons owned by the 9.S. go2ernment.

railroad tra/>s and both hard surfa/e and impro2ed roads and the entire site was en/losed by a /hain lin> fen/e.
Sin/e mu/h of the terrain was una//essible and unsuitable for training purposes0 due to the marshy ground and
poisonous reptiles0 a limited area was used for a/tual training purposes. This area was lo/ated where the a/ti2ity
/ould neither be heard no obser2ed.
The base /losed on 'pril 20 5!0 and the training site was /ompletely steriliAed by 7ase and /leared "a2y
personnel after all demolition0 ammunition0 ordnan/e items0 and field e?uipment was steriliAed and air-lifted to a
#idwest depot. #aterial on loan from the military was restored to original /ondition and returned to the
appropriate military /omponent.
e. 'ppro3imately 411 &ubans were trained at the site o2er a si3 wee> period. The only >nown list of trainees
