authority to makecontributions to the state treasury (Part B);to amend chapter 56 ofthe laws of 2009 relating to providing forthe administration ofcertain funds and accounts related to the 2009-10 budget, in relationto authorizing the state comptroller to transfercertain monies to thegeneral fund (Part C); to amend the civil servicelaw and the statefinance law, in relation to allowing theNew York state employeehealth insurance plan to have the option to beself insured; and toamend the parks, recreation and historicpreservation law, in relationto the health benefit plan for employees (PartD); to amend section 1of part D3 of chapter 62 of the laws of 2003constituting the TobaccoSettlement Financing Corporation Act, inrelation to bonds of thecorporation (Part E); to amend chapter 43 of thelaws of 1922 relatingto the development of the port of New York, inrelation to authorizinga contribution to the state treasury (Part F); toamend the tax law,in relation to the hours of operation of videolottery gaming (PartG); to amend the environmental conservation law,in relation to theuse of ultra low sulfur diesel fuel and bestavailable technology bythe state (Part H); to amend the state financelaw, in relation toestablishing the "annual spending growth cap act"(Part I); and creat-ing a legislative commission on governmentalrestructuring, andproviding for the repeal of such provisions uponexpiration thereof(Part J)

This act enacts into law majorcomponents of legislation2 which are necessary to implement the state fiscalplan for the 2009-20103 state fiscal year. Each component is whollycontained within a Part4 identified as Parts A through J. The effective datefor each particular5 provision contained within such Part is set forthin the last section of6 such Part. Any provision in any section containedwithin a Part, includ-7 ing the effective date of the Part, which makes areference to a section8 "of this act", when used in connection with thatparticular component,9 shall be deemed to mean and refer to thecorresponding section of the10 Part in which it is found. Section three ofthis act sets forth the11 general effective date of this act. 12 PART A 13 Section 1.
