When the brave new world of 'new Labour' was bedding in-or 'hitting the ground running' as it liked to think of itself--I provided the number two in the Number 10 Policy Unit, Geoff Mulgan, with a simple one-page 'map' of contemporary youth policy. It covered, at the top of the page, the famous Labour sound-bites ['education, education, education', 'responsibilities as well as rights', 'tough on crime, tough on the causes of crime', 'a hand-up not a hand-out'], and, at the bottom of the page, the generic and specific 'needs' of young people--from education and training to crime and delinquency, and from care leavers and those with special educational needs to substance misuse and homelessness. ...
