Select Benghazi Committee: On a vote of
232-186, the House GOP set up a select
committee with no fixed ending date to probe
U.S. government actions surrounding the
attack on the American consulate in
Benghazi, Libya, on Sept. 11, 2012. A yes
vote was to adopt H Res 567.

Business Tax Credits: The House voted,
274-131, to expand the research-and-
development tax credit for businesses and
make it permanent instead of subject to
renewal as it is now. A yes vote was to pass a
GOP-drafted bill adding $156 billion in deficits

Pay-As-You-Go Rule: The House defeated,
191-209, a Democratic bid to delay
enactment of HR 4438 (above) until its cost to
the Treasury, projected at $156 billion
through fiscal 2024, has been offset
elsewhere in the budget. A yes vote was to
add a pay-as-you-go requirement to the bill.

Charter Schools: The House authorized,
360-45, $300 million per year through fiscal
2020 for charter schools, which enroll about 5
percent of students in K-12 education in the
U.S. A yes vote was to send the Senate a bill
(HR 10) to fund learning activities and
classroom construction.
In the week of May 12, the House will be in recess, while the Senate
will resume debate on a bill to promote energy efficiency in all sectors of
the economy and the federal government.
