Because of the natureof OPRreports,we generallydirect that theybe closely'h~ld.'Inthi~ case,however,we anticipatethatsenior department managementin the components thatare responsiblef orthe preparationandreviewof FISAapplications,includingOIPRandFBI foreign intelligencesections, will have aninterest inreviewing the report to understand how these errors occurredand how errorsmight be minimizedinthefuture. Accordingly, weauthorize you to distribute thereport to thosesenior Department managers whoyou believehaveaneed to review ourf indingsandsuggestions.
