Freedom

Information
Acts 1997
and
2003,
of the
earlierdecision
of
this
Office
dated
13
October 2009
in
relation
to,
inter alia,
a
completebreakdown
of all
expenses claimed
by
each
TD and
Senator
for the
calendar years2001
and
2002.
I
note that
the
original decision maker
offered
to
release records relating
to
previouslyreleased Freedom
of
Information
requests
for
parts
of the
period
but you
appear
not to
have taken
up
this
offer
at
this point.
A
further
decision
has now
been made
by me on
your request.
I am a
more senior member
of the
staff
of
this
Office
than
the one who
made
the first
decision.
I
have decided today
to
vary
the
original decision
on
yourrequest. This decision
on
review
is an
entirely
new and
separate decision
on
yourrequest
and is
explained
as
such below.
I
am
refusing
access
to the
records
for
2001
and
2002
in
relation
to the
expensesclaimed from the Grants-in-aid in respect of inter-parliamentary activities and theBritish Irish Inter-Parliamentary Body
as it has not
been possible
to find the
records
in
question
-
which would have been created
in
hard copy
format
only. These
records
are
outside
of the
main electronic accounting system
for the
office
so
details
of
claims
paid
are not
available through this system.
I
should point
out
there
is a
general rule
that
permits the destruction of records, particularly hard copy records, relating to theaccounts
for a
particular year once those accounts have been audited
by theComptroller
and
Auditor General
and
reported
on by the
Committee
of
PublicAccounts. This
process
would generally conclude within 2/3 years of the end of aparticular accounting year.
I
have decided
to
grant
you access to all the
other records

which account
for the
