TO THE REPUBLICAN VOTERS OF THE UNITED STATES OF AMERICA:
In compliance with
The Rules of the Republican Party
adopted by the 2004 RepublicanNational Convention on August 30, 2004, in New York, New York, the Republican NationalCommittee hereby directs that a national convention of delegated representatives of theRepublican Party be convened in Minneapolis – Saint Paul, Minnesota, no earlier than 9:00a.m. and no later than 7:00 p.m., Central Daylight Savings Time, on Monday, September 1,2008, and to continue thereafter from day to day for so long as may be necessary, for thepurpose of nominating candidates for President and Vice President, to be voted for at thepresidential election on Tuesday, November 4, 2008, and for transaction of such otherbusiness as may properly come before it. The Rules of the Republican Party
as set forth herein.The voters of the several states, American Samoa, the District of Columbia, Guam, theNorthern Mariana Islands, Puerto Rico, and the Virgin Islands, who are in accord with theprinciples of the Republican Party, believe in its declaration of policies, and are in sympathywith its aims and purposes, are invited to unite under this call in the selection of delegates tosaid convention.
CONVENING OF THE NEXT NATIONAL CONVENTIONRule No. 13Membership in Convention
Subject to the provisions of Rule No. 16, the membership of the next nationalconvention shall consist of:

(a) Delegates.(1) Ten (10) delegates at large from each of the fifty (50) states.(2) The national committeeman, the national committeewoman and thechairman of the state Republican Party of, each state and American Samoa, the District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands.(3) Three (3) district delegates for each Representative in the United StatesHouse of Representatives from each state.(4) Six (6) delegates at large from American Samoa, sixteen (16) delegates atlarge from the District of Columbia, six (6) delegates at large from Guam, six (6) delegates atlarge from the Northern Mariana Islands, twenty (20) delegates at large from Puerto Rico,and six (6) delegates at large from the Virgin Islands; provided, however, that if Puerto Ricoshall become a state prior to the next national convention, the number of delegates fromPuerto Rico shall be calculated in accordance with the same formula used for the other states.(5) From each state having cast its electoral votes, or a majority thereof, forthe Republican nominee for President of the United States in the last preceding election: fourand one-half (4 1/2) delegates at large plus a number of the delegates at large equal to sixtypercent (60%) of the number of electoral votes of that state; provided, however, that if PuertoRico shall become a state prior to the next national convention, it shall be presumed that itwould have cast its electoral votes, or a majority thereof, for the Republican nominee in thelast preceding election. (In the computation of the number of delegates at large, any sum of the four and one half (4 1/2) plus the sixty percent (60%) representing a fraction shall beincreased to the next whole number.) In addition, one (1) delegate at large shall be awardedto a state for any and each of the following public officials elected by such state in the year of the last preceding presidential election or at any subsequent election held prior to January 1
