The 2010 Commonwealth Games are the nineteenth edition of
the Commonwealth Games, and the ninth to be held under that name. The
Games are scheduled to be held in elhi, !ndia between " #ctober and 1$
#ctober 2010. The %ames will be the lar%est multi&sport e'ent conducted to
date in elhi and !ndia %enerally, which has pre'iously hosted the (sian
Games in 1)*1 and1)+2. The openin% ceremony is scheduled to take place
at the ,awaharlal -ehru .tadium inelhi. !t will also be the first time
the Commonwealth Games will be held in !ndia and the second time the
e'ent has been held in (sia /after 1))+ in 0uala 1umpur, 2alaysia3.
!n addition to the Commonwealth Games, the city
of 4une, 2aharashtra hosted the "rd Commonwealth 5outh Games between
#ctober 12 and 1+, 200+. The 5outh Games offered nine sports6 athletics,
badminton, bo7in%, shootin%, swimmin%, table tennis, tennis, wei%htliftin% and
wrestlin%.

!n ,anuary 200*, the Commonwealth Games Federation 'ice&president :a;a
:andhir .in%h e7pressed concern that elhi was behind schedule in formin%
and or%anisin% committee. #n 1+ ,anuary 200+, howe'er,
the Commonwealth Games Federation e7pressed its appro'al of elhi<s
pro%ress.

#n 1* #ctober 200), ,arnail .in%h, a former .ecretary of the Go'ernment of
!ndia was appointed as the Chief =7ecuti'e #fficer of the #r%anisin%
Committee.

!ndia<s .ports 2inister will head the ape7 committee for conductin% the
%ames while the !ndian #lympic (ssociation president .uresh 0almadiwill
head the or%anisin% committee. The Games will be held from the "rd to 1$
#ctober 2010.
The total bud%et estimated for hostin% the 1)th Commonwealth is >.? 1.@
billion and this amount e7cludes non sports related infrastructure
de'elopment in the city like airports,roads and other structures. This makes
the 2010 Commonwealth Games as the most e7pensi'e Commonwealth
Games e'er /compared to 2anchester 2002 & appro7. >.?$20 million,

The office of the #r%anisin% Committee is in Connau%ht 4lace. !t is a nine&
storey buildin%, built by the -ew elhi 2unicipal Council /-2C3 in front
of ,antar 2antar, where all information re%ardin% the Games can be
obtained.

To %et ready for the hu%e influ7 of tourists 'isitin% elhi durin% the Games,
the Go'ernment of !ndia has taken many steps to impro'e the city. This
includes city beautification, transportation de'elopment, and the reno'ation of
many old structures etc.

elhi proposed a four&lane, 2.2 km under%round stretch from 1odhi :oad to
trans&5amuna, linkin% the Games Billa%e to the ,awaharlal -ehru
.tadium and reducin% tra'elin% time for athletes tra'elin% between the Billa%e
and the .tadium by si7 minutes.
!n response to concerns o'er the lar%e number of trains that pass by the
elhi metropolitan re%ion daily, construction of road under&brid%es and o'er&
brid%es alon% railway lines has been started.
To e7pand road infrastructure, flyo'ers, clo'erleaf flyo'ers, and brid%es ha'e
been planned to pro'ide connecti'ity to the Games Billa%e, to sports 'enues,
to hospitals, and for intra&city connecti'ity. :oad&widenin% pro;ects ha'e been
under process, with an emphasis bein% placed on e7pandin% national
hi%hways. To impro'e traffic flow on e7istin% road, plans are underway to
make both the inner and outer :in% roads si%nal free.
To support its commitment to mass transport, nine corridors ha'e been
identified and are bein% constructed as Ci%h Capacity Aus .ystems /for
e7ample, one from (mbedkar -a%ar to :ed Fort3. .i7 of these corridors are
e7pected to be operational in 2010.

(dditionally, The elhi 2etro will be e7panded to accommodate more people
and boost the use of public transport durin% the 2010 %ames. Ay then it will
ha'e the second lon%est network in the world and later the lon%est, which will
be more than $20 km.

The co'era%e has been e7tended to the .atellite city
of -oida and another route is %oin% to soon open up from Gur%aon. To
achie'e this e7ponential increase in the network<s len%th, the elhi 2etro has
deployed 1$ tunnel borin% machines /TA2s3. The elhi 2etro reports that no
country in (sia has e'er put to work so many TA2s at the same time.

To further support air tra'el, the !ndira Gandhi !nternational (irport is bein%
moderniDed, e7panded, and up%raded. Ay the 2010 %ames, a new terminal
/Terminal "3 will ha'e been constructed at a cost of nearly >.? 1.)$ billion,
with the capability to cater to more than "E million passen%ers a year by 2010
and the planned e7pansion pro%ram will increase its capacity to handle 100
million passen%ers by 20"0. Terminal " will be a two tier buildin%, with the
bottom floor bein% the arri'als area, and the top bein% a departures area.
This terminal will ha'e o'er 1"0 check&in counters, ** aerobrid%es, "0
parkin% bays, E2 immi%ration counters, 1* F&ray screenin% areas, duty free
shops, and much more. The airport will also ha'e a new runway to cater
more than E* plus fli%hts an hourG the runway will be more than $$00 meters
lon% and one of (sia<s lon%est. The entire airport will be connected to the city
'ia a @ lane hi%hway /-ational Ci%hway +3 and the elhi 2etro.

To prepare for the ener%y&usa%e spike durin% the Games and to end
chronic power cuts in elhi, the %o'ernment is undertakin% a lar%e power&
production initiati'e to increase power production to E,000 2W /from the
current $,*00 2W3. To achie'e this %oal, the %o'ernment plans to streamline
the power distribution process, direct additional ener%y to elhi, and
construct new power plants. !n fact, the %o'ernment has promised that by the
end of 2010, elhi will ha'e a surplus of power.

!n preparation for the Games and to promote security at ma;or tourist
destinations, !ndian states will be deployin% a force of Htourist policeH far
before the Games be%in. These tourism police are re%ular state police forces,
but will be trained to handle tourist&related aspects. ( number of states ha'e

model within the end of the year.

reported that the %ames were at risk of fallin% behind schedule and that it was

other E0 nations of the Commonwealth and tra'ellin% throu%hout !ndia.The
Iueen<s Aaton :elay 2010 elhi will take the baton to the home of one third
of the world<s population, enablin% many millions of people across the %lobe
to ;oin in the celebrations for the Games.
The Iueen<s Aaton 2010 elhi is a fusion of handcrafted elements
interplayed with a precision en%ineered body, and ornamented with an
intricate hand layered soil pattern.The shape and desi%n of the baton is
created usin% a trian%ular section of aluminium which has been twisted in the
form of a heli7 and then coated with a di'erse ran%e of coloured soils
collected from all corners of !ndia. The interwea'in% of coloured soils,
includin% white sands, deep reds, warm yellows, dark browns and an array of
other hues creates a 'ery distincti'e desi%n, form and te7ture ne'er before
seen in the stylin% of a Iueen<s Aaton.
The 'ery essence of !ndia with its di'ersity and unrelentin% endea'our
towards a harmonious and pro%ressi'e nation has shaped the inspiration of
the baton. Culminatin% at the pinnacle of the Iueen<s Aaton 2010 elhi is a
precious ;ewellery bo7 containin% the Iueen<s <messa%e to the athletes<. The
Iueen<s messa%e has been symbolically en%ra'ed onto a miniature 1+ carat
%old leaf, representati'e of the ancient !ndian <patras<. 2odern laser
technolo%y known as micro calli%raphy has been used for the first time to
reproduce the Iueen<s messa%e in this method.
The IueenJs Aaton 2010 elhi stands at @@$ millimetres hi%h is "$
millimetres wide at the base, and +@ millimetres wide at the top and wei%hs a

from the Cindi word .her L meanin% lion. .hera truly represents the modern

The construction and reno'ation of the 'enues for the F!F Commonwealth
Games 2010 elhi are bein% undertaken keepin% in mind the Green 'ision of
the Games. 2easures in terms of ener%y efficiency, water conser'ation, etc.,
ha'e been taken to reduce the carbon emissions from Games related
acti'ities. #ne of the 'enues of the Games, the Thya%ara; .tadium, is %oin%
to be a model Green .tadium with world class facilities in !ndia. The Games
Billa%e which will house o'er +,000 athletes and officials for the Games is
also proposed to be settin% new standards for %reen infrastructure.
The strate%ic intention of hostin% Msustainable %amesK has been pursued by
si%nin% a 2emorandum of >nderstandin% /2o>3 with the >nited -ations
=n'ironment 4ro%ramme. This strate%ic intention has been initiated for
supportin% en'ironmental acti'ities by >-=4 related to plannin% and sta%in%
of the F!F Commonwealth Games 2010 elhi. >-=4 has a%reed to pro'ide
necessary technical support for the Games.

!n preparation for a rush of =n%lish&speakin% tourists for the Games, the elhi
%o'ernment is implementin% a pro%ram to teach =n%lish to low&income
indi'iduals who will ha'e a hi%h&freNuency of contact with tourists. This
subset includes city cab dri'ers, waiters, %atemen, and ser'ice staff. #'er the
past two years, the city has successfully tau%ht 2,000 dri'ers =n%lish, and is
continuin% the pro%ram to reach as many as possible before the Games. The
city plans to teach 1,000 people =n%lish per month, and hopes to reach
e'eryone necessary by 2arch 2010.
!n 'iew of the upcomin% Commonwealth Games 2010 in elhi, the Come
Guards and Ci'il efence irectorate has initiated a pro%ramme to train its
personnel in spoken =n%lish. Aritish 1in%ua, a elhi based =n%lish lan%ua%e
trainin% institution is aidin% the personnel to polish their spoken =n%lish skills.

for the tar%et audience for the purpose. The first phase of the .poken =n%lish
trainin% pro%ramme for the elhi Come Guards has recei'ed applause from

!n addition to physical preparation, !ndia and elhi will be offerin% a myriad of
amenities to all athletes. These include traditional Commonwealth
Games ser'ices, such as free accommodation for all athletes, a modern,
comfortable Games Billa%e, cuttin%&ed%e health facilities, security, a
pollution&free en'ironment, entertainment for non&competition times,
transportation, and other, uniNue amenities as well. elhi will also be offerin%
all athletes a free trip to the famed Ta; 2ahal and will pro'ide a reser'ed lane
for participants on selected hi%hways.

The elhi Ci%h Court is also set to implement a series of Hmobile courtsH to
be dispatched throu%hout elhi to relocate mi%rant be%%ars from elhi
streets. The mobile courts would consider each be%%ar on a case&by&case
basis to determine whether the be%%ar should be sent back to hisOher state of
residence, or be permitted to remain in %o'ernment&shelters.

The triathlon appears likely to be e7cluded from these %ames as there is no
suitable location for the swimmin% sta%e. The or%anisers ha'e also proposed
remo'in% basketball, but want to include archery, tennis,
and billiards and snooker for men. Cricket, althou%h in stron% demand, may
not make a come&back as the Aoard of Control for Cricket in !ndia were not
keen on a Twenty20 tournament, but the or%anisers did not want aone day
tournament.

The e'ents of archery, cyclin%, %ymnastics, and wrestlin% will take place at
the !ndira Gandhi (rena, the lar%est indoor sports arena in !ndia and the
second&lar%est in (sia, which seats 2*,000 people. 1ocated at the
!ndraprastha =state in the eastern re%ion of -ew elhi, the arena will be
connected to other 'enues 'ia dedicated bus lanes and mass transportation.
The arena will be reno'ated for the Games.
