SECTION
2.
Findingsand
Declaration
of
Purpose.
I.Investingin
our
children'seducationisthemostimportantthingwecandofortheirfutureandthefuture
of
our
State.2.Astable,reliablesource
of
revenueisneededtofund
our
publicschoolsandstatecolleges.3.Californiaschoolsandstatecollegesaredrasticallyunderfunded.FundingforK-12educationinCaliforniahas
been
wellbelowthenationalaverageformorethanadecade.
Our
stateuniversityandcommunitycollegeshavecutbacktheirofferingsandincreasedtuition
to
thepointwheretheyarenolongerviableoptionsformanyCaliforniastudentswhosefamiliescannotafford
to
helpthemwiththeireducation.4.Because
of
thestatebudgetcrisis,educationspendinginCaliforniahasbeencut
by
morethan$17billionfromtheK-12schoolsystem.Thesecutshaveresultedinlayoffs
of
morethan20,000classroomteachersandeducationalsupportstaff,fewertextbooksandotherclassroommaterials,andenormousclasssizes.SimilarcutshaveleftourcommunitycollegesandstateuniversitysystemwithoutthefundstheyneedtoprovideaqualityeducationtoeveryCaliforniastudentwhowantsone.
We
needtorestorethesecutsandensurethatourclassroomsareadequatelyfunded.5.Asaresult
of
chronicunderfunding,Californiaclasssizesareamongthelargestinthenation,denyingchildrentheindividualizedlearningtheydeserve.6.California
must
improvestudentperformance
by
increasingfundingtoreduceclasssizes,provide
new
instructionalsuppliesandmaterials,offerteachertrainingandincreaseteachercompensationinordertoattractthebestandbrightestintotheteachingprofession.7.Awell-educatedworkforceincreasesproductivity
and
qualityforCaliforniabusinesses.Withoutaffordableaccesstohighereducation,studentsinCaliforniawillbeunabletoobtaintheskillstheyneed,andCaliforniabusinesseswillbeunabletohiretheworkerstheyneedinordertocompeteina
world
economy.
8.
Educationprogramsshouldbefundedwithoutraisinghomeowners'propertytaxes
or
reducingimportantservicessuchaspoliceandfireprotection.9.Homeowner'spropertytaxexemptionshaveremainedthesamesince1968,withnoadjustmentforinflation.Homeowners'propertytaxesshouldbereduced
by
doublingthe

homeownerpropertytaxexemptionfrom$7,000to$14,000.Qualifiedrenterswillalsoreceiveanincreaseintheirtaxcredit.10.California'spropertytaxsystemcontainsagiganticloopholethatallowscorporationsandcommercialpropertyownerstoavoidpayingtheirfairshare.Thatloopholeoftenallowsbusinessestochangeownershipwithoutbeingreassessed,whichhomeownerscannotdo.Asaresult,theburden
of
payingforthingslikepoliceandfireservicesnowfallsmoreheavilyonhomeowners.11.Unlikesingle-familyresidences,commercialbuildingsproduceincomefortheirowners.Furthermore,Californiacommercialrealpropertytaxratesareamongthelowestinthenation.
It
makessense,therefore,totaxcommercialrealpropertyatahigherratethanprivatehomes.Theincreasedrevenueswillbeusedtoimprovethequality
of
California'spublicschoolsandcolleges.Smallbusinesseswillbeprotectedbynewexemptionsfromthepersonalpropertytax.12.Toreducewasteandprotectagainstmismanagement,none
ofthe
fundsforeducationwillbeusedforadministrativeoverhead.
It
alsoprovidesforcriminalpenalties,loss
of
credentialsand/orfinesforadministratorswhomisuseschoolfunds.13.Theannualauditrequiredbythisinitiativewillensurethateverypennygoesintoourclassrooms,where
it
is
neededmost.14.Wemustensurethatthesefundsareusedforimprovinglearning.Thefundsinthisinitiativewillbeused
to
supplement,andnotreplace,existingfunding.
SECTION3.PurposeandIntent.
1.
Thismeasureisintendedtoreducepropertytaxesforhomeownersonthedwellingtheyoccupybydoublingthehomeowners'exemptionfrom$7,000to$14,000.2.Thismeasureisnotintendedtoalterorrepealanyotherexemptioncurrentlyapplicabletotaxesonrealpropertyortoincreaseorinanywayaffectthepropertytaxespaidbyhomeownersonnoncommercialproperty.3.Inaddition,thePeopleenactthismeasuretodothefollowing:
a.
Ensurethatcommercialpropertypaysitsfairshare
of
propertytaxes.
b.Provide
fortheexclusion
of
$1
,000,000inpersonalpropertytaxforbusinesses,inordertogivesmallbusinessestaxrelief.c.Provideadditionalfundingforschooldistrictsandhighereducation.
