B77 Memorandum CITY OF DALLAS pare April 7, 2009 TO Meritorious Conduct Board Nomination for the April, Officer of the Month Award Police Officer Charles Pelts, #6119, is currently assigned to the South Central Patrol Division on Second Watch. I have had the pleasure of supervising him for the last four months. Prior to that, he worked in my sector and we worked together at the Southeast Division for 8 years. He is truly an exceptional individual and an outstanding Police Officer. Officer Pelts’ knowledge, maturity, judgement, leadership and instincts have ‘eamed him the respect of his friends as well as his peers and in the community. His exceptional interpersonal skills are on display as he demonstrates an uncanny ability to transfer the most elusive concept to the younger, less experienced officers on Second Watch. Officer Pelts also exhibits a high level of enthusiasm and making it apparent that he really enjoys his job, On a daily basis he instills in others a sincere sense of public and community service which is rarely seen today. Officer Pelts is currently on special assignment with the Burglary Task Force. Every ‘month he spends long hours in a covert capacity, canvassing the residential areas looking for burglars and car thieves. Since January 1, 2009, his unit has made $2 felony arrests. In addition to his covert responsibilities, he also serves as one of the Division's original Response Team Officers. He regularly trains to prepare for a large scale civil unrest. He is consistently rated as “Exceeds Objectives” in his performance evaluations, He is currently assigned to Element B776. He is an excellent example of an officer that is a “jack of all trades.” Some of Officer Pelt’s investigative arrests include the following Burglary of Habitations, Burglary of Motor Vehicles, Aggravated Assault, Aggravated Robbery and UUMV. All of these arrests have been conducted with the utmost professionalism and occasionally under hazardous conditions. His reports are concist highly descriptive and they contain all of the necessary information for detectives to make a complete and proper investigation which allows them to quickly and efficiently file prosecution reports with the Dallas County District Attorney. Officer Pelts has received 25 internal commendations and 4 external commendations. He has been commended for “quick action, quick response, observation and investigative skills, professionalism, theft reduction, high apprehension rate of criminals, dedication, positive attitude and a job well done.” Dallas, The City Tht Works Divers, Vira an ropes” san, Two Meritorious Conduct Board April 7, 2009 Officer Pelts’ work ethic that he brings to Second Watch has been a major fi contributing to the South Central Division's crime reduction. He is very consci about his work and is consistently trying to improve himself. He has actively sought out the advice and wisdom of older veteran officers. As a result, he has developed outstanding observation skills and investigative techniques which have enhanced his effectiveness in combating the crime problems in this Division. Officer Pelts is very modest about his job, His humility is a strength rarely seen but always is welcomed. When asked about an investigation or arrest he always gives credit to everyone but himself, Because of his dedication and talents, and his ability to gain information on suspects, many Oak Cliff residents feel safer about their city and theit homes in the South Central Dallas area. Officer Pelts is a contributing employee and stakeholder of the Dallas Police Department and the City of Dallas. He brings professionalism and integrity to his occupation as an officer. Iam very proud of the work he has accomplished. [am extremely proud to be his sergeant, because he is a textbook case of how an officer should do his job and requires very little guidance.
