need to grow the companies that are both improving environmental
quality and providing quality jobs to Philadelphians. Now we've
begun to lay our foundations and the real work, as The Inquirer
reported Saturday, "to fully capitalize on the business growth and
employment potential of the nascent green economy" begins.

NEWS

Philadelphia Receives $14.1 Million in EECBG


Funding

On Friday Mayor Nutter announced that the City of Philadelphia will


receive $14.1 million in funding through the U.S. Department of
Energy's Energy Efficiency and Conservation Block Grant
(EECBG). These funds will be invested over the next 12-18 months
in reducing energy use and costs, community development, and
furthering the City's sustainability priorities.

Specifically, the EECB Grant will: help City government green itself
with building retrofits, target energy budgets, a pilot solar project,
led traffic lights, and a greener building code; help green our
communities with more big bellies and bike racks; and green our
businesses with loans and grants structured to help businesses of
all sizes make improvements to their buildings.

The City will be looking to business organizations for advice and


support as they go through the process of finalizing and
implementing these initiatives through some round tables, info
sessions and feedback sessions.

RFP for Youth Industry Pipelines

The Philadelphia Council for College and Career Success, a


subcommittee of the PWIB, is announcing the release of a Request
for Proposals (RFP) seeking qualified, committed and innovative
organizations to develop and implement an industry pipeline model
and a youth continuum model for 21st Century Skill building.

There will be two Bidders' Conference sessions held on Thursday,


October 15, 2009 at the offices of the Philadelphia Youth Network,
714 Market Street, Suite 304, Philadelphia. The times are as
follows: Industry Pipeline applicants: 1:00 - 2:30 PM, 21st
Century Skills Continuum applicants: 2:30 - 4:00 PM.

(www.pyninc.org) under the In-School Youth RFP posting.

Applicants are required to submit a Letter of Intent to Apply by 4:30


p.m. on Monday, October 19, 2009. The LOI should be faxed to
267-502-3868.

Proposals are due Friday, November 13, 2009 by 12:00 p.m.


Please note that late or incomplete applications will not be
accepted. The RFP will be available on Thursday, October 8, 2009
by 4:30 p.m. and will be available at www.pyninc.org,
www.philadelphiacouncil.org, and www.pwib.org.

$52 million for green energy generation projects

"PA Green Energy Works!" is a competitive grant program that is


funded by the American Recovery and Reinvestment Act and
managed through the Pennsylvania Department of Environmental
Protection. All projects must create jobs and be ready to begin
work within 6 months of the grant award and be completed within
24 months or prior to April 30, 2010.

Eligible applicants include: businesses, non-profit corporations,


colleges or universities in Pennsylvania, an economic development
organization, a political subdivision, municipal electric utilities, rural
electric cooperatives, and municipal authorities.

Emerging Industries Project Chapter 4: Green


Infrastructure and Stormwater Management

Sarah Francis, SBN's current policy fellow is beginning her work on


the next chapter of the Emerging Industries Project dealing with
Green Infrastructure and Stormwater Management. As she is
beginning to convene a working group for this chapter, she wants to
extend an invitation to GETF Stakholders to join the forum. If this is
your area of expertise and you are interested in participating,
please contact Sarah at sarah.francis@gmail.com .

U.S. stimulus funds in Philadelphia

"In the seven months since Congress passed President Obama's


$787 billion stimulus plan, $303 billion has flowed from it. So has
immeasurable controversy. Is it delivering real economic recovery?
Are enough jobs being created? Is money reaching those in need?
While political partisans vehemently debate, some questions are
already answered for Philadelphia workers suddenly in the path of
the Philadelphia Housing Authority money stream."

Landmark Green Jobs Bill Passes New York State


Senate

The New York State Senate passed the historic Green Jobs-
Green New York bill yesterday after more than a year of hard work
from the WFP and a broad coalition of environmentalists,
businesses, community groups, labor unions and key Senators and
members of the Assembly. The bill - which had already passed the
Assembly unanimously and is supported by the Governor - would
make energy efficiency upgrades to one million homes and
businesses across the state over the next five years and create
tens of thousands of badly needed jobs.

Obama Administration Contemplating Employer Tax


Credits for New Hires

The Obama administration and Democratic leaders in Congress are


discussing extending several safety net programs as well as
proposing new tax incentives for businesses to renew hiring. One of
the options under consideration would give employers a $3,000 tax
credit for each new hire they make.

Green Careers Workshop for Women in Philadelphia

The Department of Labor's Women's Bureau and SBN will be


hosting an upcoming program, "Green Careers Workshop for
Women in Philadelphia" on Friday Oct. 23rd. This half-day
workshop, being hosted by Drexel University, will inform women
about green job resources, opportunities, and training programs in
the Philadelphia area.

The event will involve presentations by companies in various


sectors of the Green Economy. There will also be a peer
roundtable discussion with women who currently hold green collar
jobs at companies such as: Gamesa, Energy Coordinating
Agency, and SEPTA.

ESL Resource for the Public Workforce System

The Home Builders Institute (HBI) the National Association of


Home Builders (NAHB), Retention Education, and Lowes have
partnered to offer a webinar to introduce the workforce system to
an English as a Second Language (ESL) tool that is designed to
help members of the Hispanic construction workforce master basic
English literacy and job site safety skills called Sed de Saber.

Designed to provide job skills as well as safety and English as a


Second Language (ESL) training, Sed de Saber empowers
members of the Hispanic community in their efforts to secure
meaningful employment in a number of sustainable industries.
Presenters on the Webinar will include a representative from the
workforce system that has worked closely with the Sed de Saber
product and Retention Education to describe the tool's impact on
outreach, placement, retention and career promotion.

350Philly! International Day of Climate Action

On October 24th, 2009 join 350philly, the local chapter of 350.org,


on Independence Mall where they will be holding an International
Day of Climate Action.

350 is the safety zone for planet earth. 350 parts per million is what
many scientists, climate experts and progressive national
governments are now saying is the safe upper limit for CO2 in our
atmosphere.

In December of 2009 in Copenhagen, Denmark, delegates,


businesses, and non-governmental organizations, from every
nation will meet to finalize a new global climate change agreement.

Six weeks before this crucial event, on October 24th the


International Day of Climate Action, 350philly and its supporters will
meet at Independence Mall at 1pm to make the 350 message
heard. Attendees will hear inspiring messages of local and global
sustainability from Katherine Gajewski, Director of the Philadelphia
Mayor's Office of Sustainability, and their keynote speaker, Ray
Anderson, radical industrialist and environmental heavyweight.

Solar Installation Training Program Opens in Philly

Approved by the Philadelphia Workforce Investment Board,


Maxwell Education Group is providing an innovative training model
for dislocated workers for entry level Photovoltaic (PV) Solar Panel
Installers, Designers, and Solar Sales/Estimators. They can be

sales/estimators. Externs are also available.
NGA Publishes State Green Economy Profiles and
Rankings

The National Governors Association Center for Best Practices


(NGA Center) has commissioned Collaborative Economics Inc.
(CEI) to prepare a profile of each state's "green" economy.

Pennsylvania is ranked 6th for Overall Venture Capitol Investment


in Clean Technology and 9th in Overall Green Patents.
