process.Withthe leadershipracebehindus,workmustbegintodayto shapeour party's
policyandvisionleadingup to the nextelection.

Thisprocesswillconsistof 4 phaseswhichare outlinedin the attached

Reference.The ProvincialExecutiveof the Partyhasbeenworkingon thisinitiative
and
Phase1 is nowunderway.

Withthe roll-outof Phase1, youare invitedto attendoneor bothof the


planning/organizational
meetingslistedbelow.Throughthesetwofacilitated meetings,
we willdiscussanddetermine the process,policytopics,modes/methods of
communication, anddraftan actionplanfor the nexttwo phases,whichinvolvea
province-wide approach.The sameagendawillbe usedfor bothmeetings.

Policy Renewal Process - 2009-2011


1. PURPOSE

The Policy RenewalProcess is to be a consultativeforum that will effectively


addressthe policy renewalprocessand integratethe thoughtsand opinionsof
membersof the pafty, key stakeholdersand progressivemindedpeople across
Saskatchewan.It witt assistwith developmentof our platformfor the anticipated
provincialelectionin Novemberof 2011. The renewalprocesswill consist,but
not be limitedto, four phasesand willseek to emulatebestpractices,including
those usedin achievingthe highly successful"New Deal For People"program
(1s71).

tt is ctear the party must re-establishits bonds with all Saskatchewancitizens.


We can no longer win electionspredicated on 30 seaf strategies. To be
successful,thisprocesswilt be drivenby a regulardialoguewith the membership
and progressiye thinkers at forums and conventionsto ensure the process
foltowedis democraticand inclusive.This policy process seeks to make this a
transparent"bottom-up"exercise with a practical balanced approach that will
draw on evidence-basedinformationof proven experts,guidedby the wisdomof
our membership and othermembersof the publicat varioussfages.

3. OBJECTIVES

To re-engage NDP supporters and grow the membershipthrough improved


communicationswith a new generationof members and activists.We believe
this witlstrengthenthe collectivepafty and help to shapean understandingof the
key issuesfacing the province.By doing this, we will create a menu of policy
options to articulatea 21"' century vision of socialdemocracywith the ultimate
aim of draftinga partyplatformfor victoryin 2011.

4. GONSTRAINTS

tt is imperativethe current four phases be completedin timely fashionso that


they can assisf with developingthe party platform for the provincialelectionin
November, 2011.

5. REPORTING

Phase t - Scheduledfacilitatedmeetingswill occur in Regina and Saskatoon


with identified members and supportersfrom around the province. At these
ptanningmeetings,the actionptan will be createdand formalizedfor the rollout
of a successfu/and dynamic province-widepolicy review process. Terms of
Referencewill be finalized.

participantswill asslsf in determininga comprehensivelist of policy djscussion
topics',speakersand experts,Iocationsand timing of meeting venues, and
methodsof communicationand engagementwith our membersand the public.
Feedbackfrom thesediscussions witl be recordedand madepublicallyavailable.
A newsconferencewill be coordinatedafter the completionof PhaseI to report
on the sfafusof the PolicyReviewProcess'
phase y - After the experts have been assrgtnedtheir policy topics and
presentedthem, and the iirst round of public input is received,a repoft will be
'completed
and submitted. This informationwill be collected and reported to
ProvincialConventionin March2010.
phase ltl - Widespreadengagementand consultationwith membersand the
public,includingbut nottimitedto face-to-faceand online "TownHall meetings".
Resulisand preliminaryfindingswitl be distributedby email and online.A report
willbe compiledon policiesand themes.
phase tV - A final report of the resu/fsfrom the Policy ReviewProcesswill be
presentedat the AnnualParty Conventionin Marchof 2011. Thesepolicieswill
assisf with platform development for the Provincial election scheduled for
Novemberof 2011.

6. METHODS

Alt methodsof media wilt be utilized with an emphasison reaching NDP


members,supportersand the public-at-largein a timely efficient fashion'
Findings witl' be shared with members through various methods, with an
emphasison websitePosftngs.

We wilt a/so use our growing databaseof members'emails and prinUinternet


advertisingto entice our supportersout to these forums and participate.Press
confereniesand eventswitt atsobe usedto inform the public of our current
progress,and further encourage their participation on key areas of policy
discussionand debate.

Web streamingwill be usedto make the processas fransparentand democratic


throughoutth; process with advertisinggoing in local papersin advance of
mee{ingsin various locationsthroughoutthe province. A communications
strategly shoutdbe developed in advance for any key spokespeopleand
tpealiing points,and directionsshouldbe issuedto our currentMLA'sto ensure
consistentmessaging.

Finalty,we wilt communicateour findingswith supportersthroughour website,


youTube, Facebook,Twitterand other electronicmedia forms in order to reach
as many peopleas possible, while alsoensuringthe smallestpossib/ecarbon
footprint.

7. SUCCESS

Theparty has seen an increasein itsmembershipdue to the LeadershipRaceof


2009. We want to see those numbersincrease,and demonstratethe growing
momentumfor a changeas morepeoplejoin our party. The party needsto grow
at all levels,notjust in membership.We want fo see record levelsof fundraising,
volunteers,and participationthroughall levelsof our structure.This will happen
as a resultof our transparent,inclusiveand democraticsocialmovementgaining
momentumand beingelectedto governmentin 2011.

8. DEPENDENCIES

We must ensurea solidconnectionis made with our supporters,party members


and activists,and the public to make this a successfulPolicy ReviewProcess.
Therefore,it is critical that this process be inclusiveand incorporateexcellent
two-way communication. By building the next party platform in public, it will
demonstrateparty unity and strengthand help to attract qualitycandidatesand
futurecivil servants.
