 BOARD OF CHOSEN FREEHOLDERS MAY 14, 2014
A regular meeting of The Board of Chosen Freeholders of the County of Morris, State of New Jersey, was held on May 14, 2014, at the Public Safety  Training Academy, 500 West Hanover Avenue, Parsippany New Jersey. The meeting began at 7:00 p.m. Clerk of the Board Diane M. Ketchumannounced that adequate notice of this regular meeting held the 14th day of May, 2014 has been provided through resolution adopted by this Board at its Regular Meeting held at the Parsippany-Troy Hills Municipal Building on April 23, 2014, to the Star Ledger, the Daily Record, and the Record through posting on the County website and by filing a copy of same with the Morris County Clerk and the Clerk of this Board.

April 9 Regular Meeting Minutes, and April 23 Work Session and Regular Meeting Minutes. On motion by Freeholder Lyon and seconded by Freeholder Krickus the April 9 Regular Meeting Minutes, April 23 Work Session and Regular Meeting Minutes were approved.

COMMUNICATIONS
1. Confirming and ratifying the action of the Freeholder Board to approve the request of the Montville Township First Aid Squad to use Changebridge Road (CR 621) at the intersection of Horseneck Road to hold a coin drop fund drive on Saturday. May 10 from10:00 a.m. to 1:00 p.m. 2. The MendhamBusiness Association is asking permission to hang a banner across Main Street (CR 510) in MendhamBorough fromJune 6 through June 14 to advertise the town-wide sidewalk and garage sale scheduled for  June 12-14. 3. The Pastime Club is asking permission to hang a banner across Main Street (CR 510) in MendhamBorough fromJune 10 - June 17 to advertise their Circus Fundraiser. (the MendhamBorough Municipal Clerk will work out dates between the above two organizations) 4. The Stanhope-Netcong American Legion Ambulance Corps is asking permission to use the intersection at Allen Street (CR 631) by Ledgewood Avenue on the following dates for a coin drop fundraiser: -

Saturday, June 14, from8:00 a.m. to 3:30 p.m. (rain dates June 20 and  June 21) - Friday September 5, from2:00 p.m. to 7:30 p.m. - Saturday September 6, from8:00 a.m. to 3:30 p.m. (rain dates September 19 and 20) 5. The Randolph Education Foundation is asking permission to close a portion of Millbrook Avenue (CR670 - County jurisdiction Schoolhouse Road to Carroll Road) from8:15 a.m. to 10:00 a.m. on Saturday, June 14 for the community 5K Run/Walk to raise funds for innovative programming. 6. The Rutgers Cooperative Extension of Morris County is asking permission to hang a banner across Main Street in Chester Borough (CR 513) from  July 3 -21 to announce the 4-H Fair. 7. The Milton First Aid Squad is asking permission to use Berkshire Valley Road (CR 699) at the intersection of Ridge Road for a coin drop fundraiser on Saturday August 30

The Brookside Community Club is asking permission to hang a banner across Main Street (CR 510)in MendhamTownship fromNovember 10 to November 22 for the annual Holiday Boutique fundraiser. 9. The Borough of Mount Arlington is asking permission to close a portion of Howard Boulevard and Altenbrand Avenue from9:30 a.m. to 2 p.m. on May 26 for the annual Memorial Day Parade. 10. Schooley’s Mountain Fire Company in Washington Township is asking permission to use Schooleys Mountain Road (CR 517) at the intersection of Springtown Road on Saturday, June 14 from8:00 a.m. to 2:00 p.m. and Saturday, September 20 at the same time for a coin drop fundraiser. 11. The Flanders Fire Company No. 1 and Rescue Squad is asking permission to use Flanders-Bartley Road (CR 612) and Flanders-Netcong Road (CR 613) where they intersect with Route 206 in Mount Olive Twp. (1) Director Mastrangelo stated: “We will now consider the introduction by title an ordinance.Freeholder Krickus stated: “I would like to introduce by title an ordinance entitled, CAPITAL SURPLUS ORDINANCE APPROPRIATING $116,000 FOR THE PURCHASE OF SPECIALIZED VEHICLES FOR THE MORRIS COUNTY SHERIFF’S OFFICE.Freeholder Lyon stated: “I second the motion. The Clerk called and recorded the following vote:  YES: Freeholders Cabana, Cesaro, DeFillippo, Krickus, Lyon, Scapicchio, and Director Mastrangelo (7) Freeholder Krickus moved that the Clerk be authorized to publish the Ordinance in summary formin the local newspaper together with the notice of public hearing and consideration of final passage of this Ordinance which will take place at the Freeholder meeting to be held in the Township of Chester, 1 Parker Road, Chester, New Jersey, on May 28 at 7:00 p.m. Freeholder Lyon stated: “I second the motion,” which passed with seven  YES votes. -- (2) Director Mastrangelo stated: “We will now consider the introduction by title an ordinance.

Freeholder Krickus stated: “I would like to introduce by title an ordinance entitled, CAPITAL IMPROVEMENT FUND ORDINANCE APPROPRIATING $142,000 FOR THE PURCHASE OF SPECIALIZED SUVS FOR THE K-9/EMERGENCY UNIT IN  THE MORRIS COUNTY SHERIFF’S OFFICE.Freeholder Lyon stated: “I second the motion. The Clerk called and recorded the following vote:  YES: Freeholders Cabana, Cesaro, DeFillippo, Krickus, Lyon, Scapicchio, and Director Mastrangelo (7) Freeholder Krickus moved that the Clerk be authorized to publish the Ordinance in summary formin the local newspaper together with the notice of public hearing and consideration of final passage of this Ordinance which will take place at the Freeholder meeting to be held in the Township of Chester 1 Parker Road, Chester, New Jersey, on May 28 at 7:00 p.m. Freeholder Lyon stated: “I second the motion,” which passed with seven  YES votes. -- (3) Director Mastrangelo stated: “We will now consider the introduction by title an ordinance.Freeholder Krickus stated: “I would like to introduce by title an ordinance entitled, BOND ORDINANCE PROVIDING FOR THE ACQUISITION AND UPGRADES OF SECURITY CAMERA EQUIPMENT FOR THE MORRIS COUNTY SHERIFFS OFFICE ADMINISTRATION DIVISION IN AND BY THE COUNTY OF MORRIS, NEWJERSEY, APPROPRIATING $121,000 THEREFOR AND AUTHORIIZING THE ISSUANCE OF $115,000 BONDS OR NOTES OF THE COUNTY TO FINANCE PART OF THE COST THEREOF.Freeholder Lyon stated: “I second the motion. The Clerk called and recorded the following vote:  YES: Freeholders Cabana, Cesaro, DeFillippo, Krickus, Lyon, Scapicchio, and Director Mastrangelo (7) Freeholder Krickus moved that the Clerk be authorized to publish the Ordinance in summary formin the local newspaper together with the notice of public hearing and consideration of final passage of this Ordinance which will take place at the Freeholder meeting to be held in the Township of Chester, 1 Parker Road, Chester, New Jersey, on May 28 at 7:00 p.m. Freeholder Lyon stated: “I second the motion,” which passed with seven  YES votes. -- (4) Director Mastrangelo stated: “We will now consider the introduction by title an ordinance.Freeholder Krickus stated: “I would like to introduce by title an ordinance entitled, BOND ORDINANCE PROVIDING FOR THE REPLACEMENT OF AND UPGRADES TO VARIOUS BRIDGES IN AND BY THE COUNTY OF MORRIS, NEWJERSEY APPROPRIATING $1,665,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,585,000 BONDS OR NOTES OF THE COUNTY TO FINANCE PART OF THE COST THEREOF.Freeholder Lyon stated: “I second the motion. The Clerk called and recorded the following vote:  YES: Freeholders Cabana, Cesaro, DeFillippo, Krickus, Lyon, Scapicchio, and Director Mastrangelo (7) Freeholder Krickus moved that the Clerk be authorized to publish the Ordinance in summary formin the local newspaper together with the notice of public hearing and consideration of final passage of this Ordinance which will take place at the Freeholder meeting to be held in the Township of Chester, 1 Parker Road, Chester, New Jersey, on May 28 at 7:00 p.m.
