FOREWORD
 A bilingual edition of the Brochure on Central Civil Services(Classification, Control & Appeal) Rules, 1965 was published in 1993.Several provisions of the rules have been amended and a number of clarifications have been issued afterwards. Therefore, it has been decidedto bring out an up-to-date edition.The Brochure is, however, intended to serve only as a guide and in so far as the actual application of the Government orders mentioned under various Rules are concerned, the relevant O.M. may be consulted.

In exercise of the powers conferred by proviso to Article 309 and Clause (5) of Article 148 of the Constitution and after consultation with the Comptroller and Auditor-General in relation to persons serving in the Indian Audit and Accounts Department, thePresident he reby makes the following rules, namely :-
 
PART I
 
GENERAL 
1. Short title and commencement
 
(1)
 
These Rules may be called the Central Civil Services (Classification, Control andAppeal) Rules, 1965.
 
(2)
 
They shall come into force on the 1
st
December, 1965.
 
2. Interpretation
 
In these rules, unless the context otherwise requires, -
 
(a) "appointing authority", in relation to a Government servant, means -(i) the authority empowered to make appointments to the Service of which theGovernment servant is for the time being a member or to the grade of the Service inwhich the Government servant is for the time being included, or
 
(ii) the authority empowered to make appointments to the post which the Governmentservant for the time being holds, or
 
(iii) the authority which appointed the Government servant to such Service, grade orpost, as the case may be, or
 
(iv) where the Government servant having been a permanent member of any otherService or having substantively held any other permanent post, has been incontinuous employment of the Government, the authority which appointed him tothat Service or to any grade in that Service or to that post,
 
whichever authority is the highest authority;
 
(b) "cadre authority", in relation to a Service, has the same meaning as in the rulesregulating that Service;
