DAC committee Privacy Officer and Citywide Privacy policy Recommendation
========================= 1st DRAFT June 23, 2014 ======================== The DAC Committee recommendation of the Proposed Privacy policy is conditioned on the creation of a Privacy Officer function AND a citywide privacy policy. Specifically:
Privacy Officer Function
The city must create a Privacy Officer Function to be the advocate for the privacy rights of the citizens. Define and constantly enhance the city’s definition of Privacy Define and improve the citywide Privacy Policy framework Evaluate the privacy implications of new technologies and policies introduced into the city and enhance existing privacy policies accordingly. Arbitrate privacy disputes Promote public awareness and understanding of Privacy issues Investigate complaints Conducting audits into city compliance of Privacy rights Pursuing court action to enforce privacy policy The DAC committee feels that such a function should not be a financial burden on the city nor should it be a time/resource burden on elected officials. The DAC committee recommends that the city appoints a standing committee that is to meet once a month to perform the Privacy Officer Function.
Citywide Privacy Policy
The city must implement a citywide Privacy Policy Framework that covers all aspects of the city’s use of Personally Identifiable Information (PII) The Privacy policy framework should be made by the Privacy Officer Function. Initial area to be covered by the new Privacy Policy framework are all the systems sharing data and information with the DAC (both input and output) including but not limited to :
