1. LECTURER - 11 POSTS.

(a) Required Qualification

(c) Duties and Responsibilities

(i) Develops curriculum and participates in its implementation.
(ii) Carries out lectures, conducts tutorials, seminars and practicals for undergraduate students.
(iii) Conducts seminars for Postgraduate students.
(iv) Assesses undergraduate students coursework and academic progress.
(v) Invigilates students during examinations.
(vi) Sets and marks assignments, tests and examinations and submit results on time.
(vii) Prepares manuals and case studies for training.
(viii) Participates in multi disciplinary research projects.
(ix) Provides close supervision and guidance to undergraduate students.
(x) Participates in developing and managing various university activities.
(xi) Participates in writing Research Grants.
(xii) Participates in research, and publishing/disseminate of results.
(xiii) Participates in consultancy and community services.
(xiv) Attends/organizes workshops, conferences and symposia.
(xv) Participates in Continuing Education and Professional (CEP) and faculty development activities
to improve teaching skills including facilitation.
(xvi) Provides specialized clinical and Community services where applicable for in-patients and out-
patients.
(xvii) Supervises case presentations and participates in training other staff.
(xviii) Performs any other duties that may be assigned by competent authority

2. ASSISTANT LECTURER 1 POST

(a) Required Qualifications
(i) Appropriate Master Degree with a GPA of at least 4.0 and an average of B+ grade/ or
equivalent in the area of specialization.
(ii) GPA of 3.8 in the first degree from a recognized reputable University.

(b) Areas of Specialization.

(c) Duties and Responsibilities.
(i) Assists in conducting lectures, prepare case studies, and assist in tutorials and seminars
to undergraduate students and other continuing education courses.
(ii) To work in co-operation with senior faculty on specific projects such as research and
consultancy.
(iii) Understudies senior faculty to supervise special projects, conduct, publish and
disseminate research results.
(iv) Participates in training, research and consultancy.
(v) Marks and grades of examination and tests.
(vi) Supervises students during seminars, examination, tests, practical, fieldwork and
tutorials.
(vii) Participates in writing of teaching manuals.
(viii) Participates in curriculum development.
(ix) Invigilates students during examinations.
(x) Attends workshops, conferences and symposia.

(xii) Promotes excellence in all service programs of the department.

(d) Salary Scale PUTS 2-3

N.B. Assistant Lecturer is a training post, candidate shall be required to
join PhD Training within two years after their employment.

3. TUTORIAL ASSISTANT 4 POSTS.

(a) Required Qualification
(i) First Degree in the appropriate field.
(ii) G.P.A of 3.8 in the first degree.

(i) Understudying senior faculty by attending Lectures, seminars, tutorials and practicals where
applicable.
(ii) Studies and acquire skills and knowledge in training, research and consultancy.
(iii) Assists in research and consultancy projects.
(iv) Develops training proposals conducted by Senior Faculty.
(v) Participates in curriculum development.
(vi) Assists on other service programs of the department.
(vii) Performs any other duties that may be assigned by a competent authority.

(d) Salary Scale: PUTS 1-2

N.B. Position of Tutorial Assistant is a training post. Successful candidates shall be required to join
Postgraduate Training within a short time after employment.


4. SENIOR ADMINISTRATIVE OFFICER II - 1 POST

(a) Required Qualification
Holder of Bachelors Degree in Human Resources Management, Sociology, Law or Public
Administration from a recognized University or equivalent qualifications with at least four (4) years
working experience in similar position

(b) Duties and responsibilities
(i) Organizes, supervises and manages the administrative assignment of the School, Directorate or
any other Unit of the University
(ii) Compile lists of applicants for admission into various training Undergraduate Programs
(iii) Coordinates the completion of annual budget proposals.
(iv) Controls disbursement from operating budget.
(v) Taking and upkeeping minutes of Directorates and Management committee meetings.
(vi) Resolves with finance office discrepancies in periodic budget reports.
(vii) Compile lists of applicants for admission into various training Undergraduate Programs.
(viii) Follow up the implementation of teaching and the examination timetable for students and report
to the Director / Dean accordingly.
(ix) Undertake students statistics as per needs of the Directorate.
(x) Prepare documents for University Senate and Senate Undergraduate Education Committee
(SUEC).
(xi) Responsible for students records of any kind as per the needs of the Directorate.
(xii) Analyze annual and periodic characters and trends of students entrants e.g. nationality, training
program, gender, age, etc.
(xiii) Deal with graduation ceremony affairs and orientation of freshers.
(xiv) Coordinates and assists in performance appraisals of supporting staff.
(xv) Proposes policy governing work priorities.
(xvi) Recommends disciplinary action for administrative staff.
(xvii) Orients and trains new staff.
(xviii) Establish standards of quality of work of supporting staff.
(xix) Organize and supervise the activities / duties of supporting staff in the Directorate.
(xx) Provides a consultative service to the University on the administration and interpretation of the
University Service Regulations, the Public Service Act and Regulation and other directives .
(xxi) Performs any other duties related to his / her work as assigned by his/her superior.

5. ADMINISTRATIVE OFFICER GRADE II 2 POSTS.

(a) Required Qualification
Holder of First Degree in Human Resources Management, Business Administration, Public
Administration, Sociology or equivalent from recognized University.

(b) Duties and Responsibilities
(i) Coordinates the preparation of annual budget proposals for the Unit.
(ii) Takes and up-keeping minutes of the Directorate or School and Management cometee meetings
thereto.
(iii) Organizes and supervise the activities of supporting staff in the Unit
(iv) Participates in performance appraisal of the staff in the Unit.
(v) Establishes standards of quality of works of staff in the Uit.
(vi) Follow up the implementation of the teaching and the examination timetable for students.
(vii) Compiles the students progress reports from the department
(viii) Prepares students transcripts.
(ix) Compiles lists of applicants for admission.
(x) Deals with graduation ceremony affairs and orientation of freshers
(xi) Responsible for students records.
(xii) Analyses annual and periodic characters and trends of entrants e.g. nationality, training program ,
gender, age etc.
(xiii) Undertakes students statistics.
(xiv) Designs and develops criteria to be used for identification and estimation of training requirement.
(xv) Collects, analyzes and makes plans for human resources plans.
(xvi) Performs any other related duties as may be assigned by ones reporting officer.

6. PROCUREMENT AND SUPPLIES OFFICER II 1 POST

(a) Required Qualification
Holder of first degree/ advanced Diploma / Professional Level IV in Materials Management or
Procurement and Logistics Management or its equivalent.

(b) Duties and Responsibilities

(i) Responsible for management of all request letters from user departments including projects.
(ii) Responsible for preparation of standard Invitation for Quotations issued by Public Procurement
Regulatory Authority (PPRA) .
(iii) Responsible for preparation of Call off orders and keep records.
(iv) Responsible for preparation of Mini-competitions when common used items are procured using
frame work contractors under Government Procurement Service Agency when necessary.
(v) Responsible for preparation of Advance payments requests and keep records.
(vi) To prepare the procurement requisitions for official orders
(vii) Responsible for keeping records of all Requisitions including a list of requisitions that have no
sufficient funds/overdraft or suspended procurement.
(viii) Preparation of Purchase Orders using epicor accounting package after training.
(ix) Prepare monthly procurement reports, quarter reports , semi annual reports and annual reports as
per PPRA guidelines.
(x) Performs any other related duties as may be assigned by head of Procurement Unit.

7. INTERNAL AUDITOR I 1 POST

(a) Required Qualifications
Holder of University Degree in Accountancy or Advanced Diploma in Accountancy plus Module E
with not less than three (3) years of relevant working experience in similar position. Possesion of
CPA will be an added advantage.

(b) Duties and Responsibilities
(i) Drafts audit reports for executed audit programmes scrutinize and advise the management.
(ii) Examines and reviews annual financial statements for conformity with International financial
reporting standards, before being submitted to external auditors.
(iii) Controls and supervises audit team activities at the audit location.
(iv) Surveys functions and activities in assigned areas to determine the nature of operations and the
adequacy of the system of control to achieve established objectives.
(v) Reviews internal controls and submitting recommendations to superiors.
(vi) Coordinates the execution of audit programmes.
(vii) Ensures that internal control systems are adequate to avert perpetration of frauds,
misappropriation and embezzlements.
(viii) Reviews audit reports based on the audit findings, progress reports of special audits carried out
and effectiveness of managerial controls and implementation of systems, policies and practices
for the Institute.
(ix) Reviews the Developing and preparing internal audit programmes in accordance with generally
accepted audit standards and international audit standards.
(x) Provides technical guidance and assistance to subordinates.
(xi) Leads and directs special checks and investigations.
(xii) Organizes and Monitors audit work in order to ensure that works schedule are executed
efficiently.
(xiii) Developes operational procedures, policies and measures for safeguarding of assets and
inventories.
(xiv) Performs any other duties as may be assigned by ones reporting officer.

(c) Salary Scale PGSS 12-13


8. SENIOR ESTATES OFFICER I 1 POST

(a) Required Qualifications
Holder of Master degree in Civil Engineering or Architecture plus five (5) years working experience in
similar position and must have been registered by relevant Professional boards as practitioners.

(b) Duties and Responsibilities
(i) Provides specialized advice and service to the Directorate of Estates.
(ii) Formulates policies for Estates Management.
(iii) Develops objectives and plans, and installing Systems and procedures relating to Estates
Management.
(iv) Participates in the development and implementation of training programmes for estates staff.
(v) Provides consultancy service in Estates Management.
(vi) Makes feasibility studies and evaluates the viability of proposed projects in Estates
Management.
(vii) Maintains co-coordinative work contacts with building staff or the Estates Development.
(viii) Takes prompt corrective action on any MUHAS infrastructure and performing the Monitoring
and Evaluation of Reports and ensures adherence to national and international operating
standards.
(ix) Ensures that maintenance services are provided in accordance with international health
standards, regulations and equipment methods of investigations.

(x) Ensures that staff under the unit receives regular supervision and support in carrying out their
duties.
(xi) Enforces building rules and Municipal bylaws.
(xii) Takes full responsibility for supervising contractual building works undertaken by the
University
(xiii) Plans, coordinates, controls and supervises maintenance of the University premises, building
and equipments.
(xiv) Responsible for contract Management for works/ construction.
(xv) Coordinates the preparation of the physical master plan.
(xvi) Prepares annual budget estimates for repair of infrastructure and Capital Development projects.
(xvii) Performs any other duties as may be assigned by ones reporting officer.

(c) Salary Scale PGSS 16- 17

9. HEALTH LABORATORY SCIENTIFIC OFFICER GRADE II 2 POSTS.

(a) Required Qualification
Holder of Bachelor Degree/Advanced Diploma in Medical Laboratory Sciencesor B.Sc. Degree or
Advanced Diploma in relevant field of specialization from a recognized Institution. Registration as
Scientist/ Health Scientific Officer or Biomedical Engineer by a competent authority is mandatory.

(b) Duties and Responsibilities
(i) Organizes practical for undergraduate students.
(ii) Participates in consultancy projects under close supervision of senior staff.
(iii) Assists in consultancy, research and development in health field.
(iv) Assists Academic staff in their research and development activities.
(v) Plans and supervises maintenance of laboratory/ workshop equipments and facilities.
(vi) Prepares manuscripts, laboratory practical and other relevant needs.
(vii) Instructs undergraduate and postgraduate students during practical.
(viii) Develops and modifies students experiments and experimental rigns in consultation with
(ix) academic members of staff.
(x) Supervises and orients Technicians and Artisans in their duties.
(xi) Conducts on the job training for Technicians and artisans.
(xii) Guides technicians and Artisans in their daily activities
(xiii) Performs complex repairs and maintenance of laboratory facilities
(xiv) Performs any other related duties as may be assigned by ones reporting officer.

(c) Salary Scale: PUSS 6-7

10. PERSONAL SECRETARY II 3 POSTS.

( a) Required Qualification
Form IV certificate with credit passes in Kiswahili and English, plus 80 w.p.m. shorthand and 50
w.p.m. typing speed, tabulation and manuscript stage III, secretarial and office procedure stage II. Must
have sufficient knowledge in computers in at least word processing spreadsheet, database, e-mails and
internet. (Must have computer certificate). Possession of Diploma in Secretarial studies is mandatory.

(b) Experience
Working experience of at least three (3) years in secretarial duties.

(c) Duties and Responsibilities

(i) Handles confidential matters.
(ii) Co-ordinates office needs and requirements.
(iii) Receives and distributes letters to respective officials.
(iv) Receives and directs visitors.

(v) Keeps minutes/records of meetings.
(vi) Arranges and attends meetings where necessary and writes minutes.
(vii) Receives telephone calls and takes messages.
(viii) Handles travel arrangement on duty for senior officers and other members of the
unit/department.
(ix) Ensures expedient and accurate execution of duties.
(x) Ensures that copies of letters are properly filed.
(xi) Types confidential letters minutes, circulars, certificates, charts and stencils.
(xii) Co-ordinates and supervises junior staff.
(xiii) Ensures cleanliness of the office (s)
(xiv) Takes proper care of work facilities and equipment.
(xv) Ensures that the respective office is punctually open.
(xvi) Performs any other related duties as may be assigned by ones reporting officer.

11. ACCOUNTANT II - 2 POSTS

(a) Required Qualifications
Holder of First Degree/Advanced Diploma in Accountancy or Bachelor of Accounts and Finance (BAF) .
Must have been registered by NBAA


(b) Duties and Responsibilities
(i) Performs a variety of accounting tasks including receiving and paying out cash and cheques.
(ii) Maintains accurate accounts records.
(iii) Prepares trial balance.
(iv) Checks the correctness of claims and retirements ensuring that they are supported by
appropriate authority/evidence.
(v) Acts as custodian of accountable documents.
(vi) Prepares monthly trial balance and bank reconciliation statements.
(vii) Prepares monthly salaries and related returns.
(viii) Maintains debtors and creditors records.
(ix) Prepares financial statements.
(x) Checks accuracy of payment vouchers.
(xi) Prepares monthly trial balance and bank reconciliation statements.

(xv) Handles revenue collection.

12. MEDICAL ILLUSTRATOR II - 1 POST

(a) Required Qualification

Diploma in Fine Arts or Graphic Design with a bias in Medical Illustration Technology. He or She
must be knowledgeable in computer graphics and with not less than three (3) years experience in
similar field.

(b) Duties and Responsibilities
(i) To study the various working methods and systems of medical illustration applied within the
unit.
(ii) To learn the techniques for the mechanical reproduction of medical drawings and photographs
(reproduction photography)
(iii) Prepares visual aids for teaching, publication and research.
(iv) To use computer and to design and reproduce artworks for Health Professions teaching
research and publication.
(v) Designs independently and relatively artworks demanding high degree of Medical technical
skills
(vi) Prepares Illustration handouts and art for medical and othe health professions students.
(vii) Prepares medical drawings from specimen and photographs taken from theatre or autopsy
sessions for teaching, dissertations and scientific meetings.
(viii) Prepares graphic charts, maps and illustrations by using computer techniques.
(ix) Performs any other duties as may be assigned by ones reporting Officer.

(c) Salary Scale PGSS 7-8

13. JANITOR II - 2 POSTS

(a) Required Qualification
Holder of Diploma in Adult Education, Social works, Home Economics/House keeping or equivalent
qualification.

( b) Duties and Responsibilities
(i) Assists in supervising students hall of residence attendants.
(ii) Assists in enforcing students rules and regulations.
(iii) Assists in keeping and maintaining proper students residence records.
(iv) Assists in ensuring security in and around students halls of residence.
(v) Assists in administration of students halls of residence affairs.
(vi) In charge of stores and common rooms in a students halls of residence.
(vii) Enforces students rules and regulations.
(viii) Assists in answering questions from students, delegates and other visitors who may require
certain information.
(ix) Reports to Estate all items that need maintenance for the entire halls of residence, offices and
compound.
(x) Orders facilities needed for executing duties in the hall of residence.
(xi) Keeps records of the stores in halls of residence.
(xii) Performs any other duties as may be assigned by ones reporting Officer.

14. TELEPHONE OPERATOR II - 1 POST

( a) Required Qualification
Holder of certificate of Secondary Education with credit passes in English, Kiswahili and Geography or
form six who has principal pass in English and has attained certificate in telephone operation or from
desk/reception administration or equivalent qualification from recognized Institution.

(b) Duties and Responsibilities
(i) Operates switch-boards with at least 50 extensions.

(ii) Answers calling signals from subscribers within and distant exchanges.
(iii) Connects calls within the exchange area and outside and raises appropriate charges where
required.
(iv) Makes bookings for international exchange and prepares necessary records and report to his/her
Supervisor.
(v) Answers enquiries coming from subscribers
(vi) Prepares and maintains subscribers records.
(vii) Dispatches truck-call bills to Senior Telephone Operator.
(viii) Co-ordinates with, and assists the Telephone Supervisor in preparing the College Telephone
Directory.
(ix) Arranges telephone repairs/ servicing
(x) Performs any other duties as may be determined from time to time by ones reporting officer.

15. AUDIO VISUAL TECHNICIAN II - 1 POST

(a) Required Qualification
Possession of ordinary Diploma in Audiovisual technology or multimedia.

(b) Duties and Responsibilities
(i) Checks and maintain good working equipment for efficient use in teaching programs.
(ii) Prepares teaching aids.
(iii) Maintains various Audiovisual and computer.
(iv) Plans audiovisual service to seminars, workshops and conferences.
(v) Maintains records and supplies of materials of the various reproduction equipment of the unit.
(vi) Performs any other duties as may be assigned by ones reporting Officer

(c) Salary Scale PGSS 8-9


16. RECORDS MANAGEMENT ASSISTANT II - 3 POSTS

(a) Required Qualification
Form IV with at least two credit passes in English and Kiswahili OR form VI with two principal passes
in Arts subjects and must have a credit in English at O level or has obtained a Diploma in Record
Management or equivalent qualification from recognized Institution.

(b) Duties and Responsibilities
(i) Receives correspondence and files sent by dispatch book.
(ii) Receives and distribute official publications according to standing Instructions.
(iii) Sorts outgoing correspondence in accordance with instructions or established means of dispatch
and checks date and signature.
(iv) Records all outgoing registered correspondence and telegrams.
(v) Maintains a register of files sent out to or received from Schools or departments.
(vi) Dispatches mail going straight to Schools/departments, mail clearing center and Post office in
time according to instructions, classification and current dispatch timetables of mail clearing
center and Post Office.
(vii) Assembles flimsy copies and files them for circulation to listed Officers.
(viii) Re-addresses mail and answers questions on dispatch, postage and postal procedures and
regulations.
(ix) Performs any other duties as may be assigned by ones reporting Officer.

17. TECHNICIAN II 2 POSTS

(a) Required Qualifications
Holder of Full Technician Certificate (FTC) in Civil works or any other relevant Diploma from the
recognized institution.

(b) Duties and Responsibilities
(i) Caries out specified tasks connected with research, laboratory practical/tests, students' projects,
consultancy and services under supervision.
(ii) Handles operational repairs of machinery, facilities, buildings and infrastructure
(iii) Caries out specified tasks connected with electrical, Masonry Carpentry etc.
(iv) Assists in the repair and maintenance of Laboratory or workshop facilities
(v) Assists senior staff in relevant fields of operation.
(vi) Assists in taking samples for Laboratory Investigations.
(vii) Carries out specified routine technical tasks which require a higher degree of technical
knowledge and skills.
(viii) Implements specified maintenance plans for laboratory facilities and the University.
(ix) Implements specified technical plans and designs connected with research, students' practicals
and consultancy work.
(x) Performs any other related duties as may be assigned by ones reporting officer.
