Since establishing the Risk Management
Committee in September 2003, Bank BP has
been able to put a helicopter\u2019s perspective
on its bankwide risk management efforts.
This not only enhances the integration and
coordination of risk management at the Bank,
but also strengthens the scope of controls
that Management can exercise over risk
management.

The Risk Management Committee, chaired
by the Compliance Director as the chief risk
officer of Bank BP and whose members
include senior business and risk managers
across the Bank, serves as the executive
committee which reports to the Board of
Directors on all matters pertaining to risks and
their management. The Committee reviews
the major risk exposures of Bank BP, current
and evolving risk issues, as well as the overall
risk management framework of the Bank
including risk management policies, people,
and systems.

Along with the Audit Committee which
advises the Board of Commissioners on a
wide range of the Bank\u2019s activities including
risk management, the Risk Management

Pembentukan Komite Manajemen Risiko
pada bulan September 2003 memberikan
kemampuan untuk melihat segala aktivitas
yang berkaitan dengan pengelolaan risiko
dalam organisasi Bank BP dari suatu sudut
pandang yang lebih menyeluruh. Selain
dampaknya pada peningkatan keterpaduan
dan koordinasi pengelolaan risiko, Manajemen
kini juga memiliki kendali yang lebih ketat atas
upaya-upaya pengelolaan risiko di lingkungan
Bank.

Komite Manajemen Risiko diketuai oleh
Direktur Kepatuhan sebagai Chief Risk Officer
dan beranggotakan para manajer senior di unit
usaha maupun risiko di lingkungan Bank BP,
dan berfungsi sebagai suatu komite eksekutif
yang membantu Direksi dalam seluruh aspek
yang menyangkut risiko dan pengelolaan
risiko. Komite memantau paparan risiko utama
Bank BP, faktor-faktor risiko yang ada dan
yang sedang berkembang, serta kerangka
kerja pengelolaan risiko di lingkungan Bank
mencakup kebijakan, sumber daya manusia
dan sistem.

Bersama dengan Komite Audit yang berfungsi
membantu Dewan Komisaris melakukan

pengawasan atas berbagai aktivitas Bank
BP termasuk aktivitas pengelolaan risiko,
Komite Manajemen Risiko melengkapi mata
rantai pelaporan pengelolaan risiko antara
Komisaris dan Direksi serta di seluruh lini
organisasi Bank BP. Hal ini sesuai dengan
Peraturan Bank Indonesia No. 5/8/PBI/2003
tentang Pengelolaan Risiko oleh Bank Umum
Komersial di Indonesia, serta Surat Edaran
Bank Indonesia yang menyusul kemudian pada
tanggal 29 September 2003, yang antara lain
menekankan pada peran aktif para Komisaris
dan Direksi dalam memastikan tersedianya
perangkat kebijakan pengelolaan risiko yang
memadai serta implementasinya pada bank
yang dikelola.

Prosedur-prosedur pengelolaan risiko
dirancang untuk memberikan kerangka kerja
yang terpadu guna melakukan antisipasi,
identifikasi, pengukuran dan pengendalian
risiko secara sistematis dan kuantitatif oleh
Risk Management Group, serta dapat dipantau
secara efektif oleh Komite Manajemen Risiko.
Sesuai definisi Basel Committee mengenai
risiko untuk bank, Bank BP mengelola tiga jenis
risiko utama yaitu risiko kredit, risiko pasar dan
risiko operasional. Namun demikian, mengacu
pada peraturan Bank Indonesia sebagaimana
disebutkan di atas, Bank BP telah melakukan
pemilahan lebih lanjut menjadi jenis-jenis risiko
yang lebih spesifik mencakup risiko likuiditas,
risiko hukum, risiko reputasi, risiko kepatuhan
dan risiko strategis. Pengelolaan risiko di
lingkungan Bank BP mencakup ke delapan
jenis risiko tersebut di atas.

Risiko Kredit

Risiko kredit adalah risiko yang timbul
sebagai akibat kegagalancounterparty dalam
memenuhi kewajiban finansialnya terhadap
Bank. Risiko kredit dapat timbul terutama
dalam aktivitas kredit, trade finance dan tresuri
yang biasa dilakukan oleh Bank BP.

Tanggung jawab pengelolaan risiko kredit
terutama berada pada Komite Penelaahan
dan Penyempurnaan Kebijakan Kredit, Komite

This directly addresses the Bank Indonesia
Regulation No. 5/8/PBI/2003 on the
implementation of risk management by
commercial banks in Indonesia, and the
subsequent Circular Letter of Bank Indonesia
dated September 29, 2003, which among
other things underlines the importance and
active roles that Commissioners and Directors
should undertake in ensuring the adequacy of
risk management policies and implementation
within their respective banks.

The risk management procedures provide
an integrated risk management framework
by which risks can be systematically and
quantitatively anticipated, identified, measured
and controlled by the Risk Management
Group, and in a manner that allows for these
processes to be effectively monitored by the
Risk Management Committee. In line with
the Basel definition of bank risks, Bank BP
recognises the three main types of bank risks
comprising of Credit Risk, Market Risk and
Operational Risk. However, in response to the
guidelines of Bank Indonesia as referred to in
the above mentioned regulation on bank risk
management, Bank BP has further classified
its banking risks into other specific types of
risks comprising of liquidity risk, legal risk,
reputational risk, compliance risk and strategic
risk. These are the eight risk areas that make
up Bank BP\u2019s risk management scope of
coverage.

Credit Risk

Credit risk pertains to risks associated with the
failure of a counterparty to fulfill its financial
obligations to the Bank. Exposure to credit risk
arises primarily from lending, trade finance and
treasury activities that are normally undertaken
by the Bank.

The responsibility for the management of
credit risk rest primarily with the Credit Policy
Monitoring and Improvement Committee,

Cabang. Batasan dan konsentrasi kredit
ditetapkan berdasarkan nasabah, segmen
usaha, serta kelayakan pasar dan industri,
dibakukan dalam perangkat kebijakan dan
prosedur kredit yang tertulis, dan dievaluasi
secara berkala untuk penyesuaian dan
penyempurnaan. Secara harian, aktivitas kredit
dikaji untuk kesesuaiannya terhadap kebijakan
dan prosedur baku tersebut, disamping
pemantauan atas risiko portofolio kredit serta
risiko usaha maupun industri yang dapat
berdampak pada risiko portofolio tersebut.

Distribusi portofolio kredit di antara berbagai
segmen pasar perbankan dan sektor industri
dicapai dengan menetapkan batasan bagi
masing-masing segmen atau sektor. Tabel
distribusi kredit berdasarkan segmen pasar
perbankan serta sektor industri dapat dilihat di
pembahasan aktiva kredit di bagian Tinjauan
Keuangan tentang Hasil-Hasil Operasional dan
Kondisi Keuangan.

Di tahun 2004 Bank BP menuntaskan
penerapan prinsip \u2018empat-mata\u2019 yang menjadi
dasar prosedur pengkajian risiko kredit
yang efektif untuk aplikasi kredit di segmen
korporasi dan komersial, usaha kecil dan
menengah, serta segmen konsumer. Di tiap-
tiap segmen tersebut, fungsi pengelolaan risiko
kredit dilakukan secara terpisah dari fungsi
unit bisnis. Prosedur ini memastikan adanya
penilaian aplikasi kredit yang independen,
sekaligus meningkatkan kualitas pemantauan
kepatuhan terhadap aspek agunan,
dokumentasi dan administrasi kredit.

Melalui penyempurnaan terus-menerus dalam
infrastruktur pengelolaan risiko kredit, Bank
BP berhasil mempertahankan kualitas aktiva
kreditnya dengan baik.

Credit Committee at Head Office and Credit
Committee at branch office level. Credit limits
and target markets are set on the basis of
customer, business segment as well as market
and industry viability, established in formal
written credit policies and procedures, and
evaluated periodically for adjustments and
improvements. Credit activities are reviewed
on a daily basis for compliance to these
formal policies and procedures, along with the
monitoring of credit portfolio risk as well as
industry and business risks that may increase
the portfolio risk.

A well-balanced portfolio encompassing
different banking segments or industry sectors
is achieved by means of limits that are set
for respective segments and sectors. Tables
showing the distribution of Bank BP loans by
business segment and industrial sector can
be seen on the discussion of loan assets in
the Financial Review on the Bank\u2019s Results of
Operations and Financial Condition section.

In 2004, Bank BP completed the
implementation of the four eyes principle
that is mandatory to every effective credit
risk assessment, for credits provided to the
corporate and commercial segment, the
small and medium-size enterprise segment,
and the consumer segment. In all of these
banking segments, the credit risk management
group function separately and distinctly of
the banking business units. This ensures
independent credit approval assessment as
well as strengthens overall supervision on
compliance requirements with respect to credit
collaterals, documentation, and administration.

Continuous improvements in the credit risk
management infrastructure have enabled Bank
BP to maintain the high quality of loan assets.
