Charge Description: On or about June 26, 2014, in the County of Itasca, State of Minnesota, David
Vincent Thrasher intentionally obstructed, resisted, or interfered with a peace officer while the officer was
engagedintheperformanceofofficialduties.

STATEMENTOFPROBABLECAUSE

TheComplainantstatesthatthefollowingfactsestablishprobablecause:

On June 26, 2014, Investigator Weller and other law enforcement executed a search warrant at the
residence of Kevin John LeClair in Taconite. After entry, law enforcement noted three males, later
identified as LeClair, aka Rat; David Vincent Thrasher, aka Flash; and D.J., aka Tapper, sitting at the
kitchen table. Law enforcement later located B.K. sleeping in a bedroom, J.J. sleeping downstairs, and
H.M. outside at the clothesline.

Law enforcement made multiple orders to the males in the kitchen to get on the floor. Law enforcement
noted that Thrasher continued to advance toward officers despite these orders, and was forced to the
ground. Thrasher was arrested and later transported to jail. Thrasher was searched, and Investigator
Morse located a ziplock bag in his pocket that contained three pills later identified as Adderall, a Schedule
II controlled substance.

LeClair was removed from the residence and placed in a chair that was searched prior to LeClair being
seated in the chair. Law enforcement later removed LeClair from the chair, and noted a brown prescription
bottle that contained 30 pills later identified as Adderall.

Law enforcement searched the main floor of the residence and located a baggie containing multiple one
ounce baggies containing suspected Spice, which is a street name for synthetic cannabinoids, on a living
room coffee table. Law enforcement searched LeClairs bedroom and located multiple small amounts of
Spice and a smoking pipe containing suspected methamphetamine residue. The pipe later field-tested
positive for methamphetamine. Law enforcement searched a room adjacent to LeClairs bedroom and
located a rock tumbler containing Spice residue, a funnel, a scale, and multiple empty baggies in and on a
dresser, a cardboard box containing Spice residue with the phrase 9.071 lbwritten on it, a can of
acetone, multiple duffle bags/backpacks containing Spice residue, flavored tobacco drops, and a tote
containing about 3.5 pounds of suspected Spice. The substance contained in the tote later field-tested
positive as a synthetic cannabinoid. The confiscated Spice has a street value of about $3,200.

Law enforcement spoke with D.J. D.J. refused to provide a statement.

Law enforcement spoke with J.J. J.J. stated that he has lived in the downstairs part of the residence for
about eight months. J.J. stated that Rat gave him Spice on multiple occasions and bought an ounce of
Spice from Rat for $50.

Law enforcement spoke with H.M. H.M. stated that she is J.J.s girlfriend, and that she bought an ounce of
Spice from Rat for $50.

Investigator Morse noted that a female, later identified as P.B., came to the residence during execution of
the warrant. Said Investigator spoke with P.B. P.B. stated that she buys Spice from Rat at his residence,
that she came over to buy Spice from Rat, that she has bought six times from Rat, that she pays $10 for a
dime bag, which typically contains one quarter ounce of controlled substance.

On April 18, 2014, law enforcement had contact with S.S., and seized two one ounce bags of suspected
Spice from S.S. Law enforcement noted that the substance later field-tested positive as a synthetic
cannabinoid. Law enforcement spoke with S.S. S.S. stated that she bought the Spice from Rat at Rats
residence.

Records indicate that LeClair has been convicted of the following felony offenses:

Records also indicate that LeClair has violated his probation on multiple occasions regarding these
offenses.

Records indicate that Thrasher was convicted of the felony crime of Controlled Substance Crime in the
Third Degree on May 17, 2004.
