2. Four Why-s and How
1. Which sectors were chosen to collect indicator data and why:
Bandar Lampung: Water supply, drainage & waste management system //
Based from Vulnerability Assessment (VA) to assess the citys vulnerability:
water scarcity, flooding (caused by drainage and waste on the rivers)
Semarang: Clean water, public health and flood system // Based from VA to
assess the citys vulnerability: water scarcity, health risks and flooding and
to consider current intervention projects (rain water harvesting, health and
flood early warning system projects)
2. How were the indicators developed: internal discussions, feedback from
ISET, data collections & workshop with city stakeholders
3. Who was involved in this process:
Bandar Lampung: City Team, BAPPEDA (PDA), Environmental Agency,
Cleaning Agency, Public Water Company, Forestry Agency etc
Semarang: City Team, BAPPEDA, Public Water Company, Water Resource
Management Agency, Health Agency, Disaster Management Agency, etc
4. Who led the process:
1.Bandar Lampung: CRI team of Bandar Lampung, which are government
officials from BAPPEDA, Environmental Agency & Cleaning Agency
2.Semarang: CRI team of Semarang, which are academia from University of
Diponegoro (Semarang)
3. Lesson learned
5. What were the lessons from developing indicators:
Process to generate indicators has been iterative and
inclusive
Some data are not available at format that the team needed
Poor data management in government system, such as no
proper storage, no backup files etc
Data is not available in time series and poor accuracy
Some data are not accessible, such as: business plan of
Public Water Company
Determination on the range of scoring need to be consulted
and revise to reflect actual conditions
Linkage between vulnerability assessment and city
resilience indicators (?)
