their requirement. The Total available VO with the department 149 in numbers in
which 42 position are vacant and all these VOs are posted at various Hospitals,

department cannot spare the VOs for Mobile Veterinary Clinic activities. Therefore
it is recommended to sanction the required position of 24 Veterinary Officer per

each district according to the SNE submitted by the department for the specific
activities toward the achievement of the department goal.
ii. The sanctioned position of Veterinary Assistant with the department are 751
numbers in which 710 position are filled and they are also working at various Civil
Veterinary Dispensaries as well already established station and could not spare for
the subject activities therefore recommended for approval. Similarly the
Department has only one driver at each district and the available vehicles for
mobile activities are without driver therefore it is also recommended to sanction
24 drivers for the smooth running of activities.
iii. The position of Junior Clark and Office Assistant as well as other class IV like
sweeper etc may not be sanctioned and it is recommended that the department
arrange already available staff for the this purpose.
iv. During the meeting with Department they explained the activities carried out
under the project in detail. According to the department Officials the project has
got popularity amongst the rural livestock farmers in providing animals health,
Livestock production and extension services in remote areas especially most
beneficial for nomadic farmers. No doubt that the activities concept is very clear
towards the improvement under the sector focusing far-flung area of the province.
v. The Divisional Monitoring Officer Kohat has submitted two monitoring report on
the scheme ie Kohat and District Karak where he observed that no proper rate of
vaccine and deworming of livestock has been fixed by the department and the
activities are conducting on monetary terms instead of animals numbers
vaccinated or dewormed. The DMO concerned recommended fixed price for
deworming as well as vaccination to improve the quality of service delivery.
vi. The DMO report also revealed that no proper record was provided in district Kohat
by the department which shows weak area of the project. Similarly he
recommends hygiene measures for deworming and vaccination avoid outbreak of
livestock diseases due to unhygienic condition.
vii. In the monitoring report of District Karak, the DMO concerned recommended to
educate the people regarding the activities through Campaigns/ demonstration.
The DMO also recommended encouragement of female staff to participate in the
activity for further enhancement and to provide veterinary tips to local females at
doorstep as most of the female community of the district are actively involved
with livestock.
viii. Both the monitoring reports submitted by the Divisional Monitoring Officer are
satisfactory and the activities are smoothly running.

Similarly to provide an opportunity of service delivery to those areas which are for
flung or ignored .The department is mindful of the threat therefore submitted the
PC-I of ADP schemes for approval with the aim to provide the services at various
levels to control livestock diseases, increase the quality production of livestock in
the province.
The staff positions properly analyzed during various meetings with department and
it has been concluded that the 24 posts of Veterinary Officers, 24 Livestock
Assistants and 24 drivers are required to the department to perform the services
as proposed in the SNE already submitted to the Finance department.
The Positions of Office Assistant, Junior Clerk, Naib Qasid, and Sweeper which are
required at Directorate level and included in the SNE already submitted to the
finance Department are not recommended due to the reason that the department
has sufficient supporting staff, and they are advised to fulfill the required
positions from the available lot.
Furthermore a huge amount of Rs.70million has been spent over the scheme where
vehicles and other equipments have been purchased. It is therefore recommended
that the project may be converted in to regular side to implement the activities
according to the desired level.
