D. History: There is a two (2) lane bowling alley in
the Eisenhower Executive Office Building (EEOB). The alley
was relocated from the White House to the EEOB during
President Nixons administration. Another one (1) lane alley
was re-installed in the White House. The lanes, components
and other functional equipment are used quite frequently. It
has been fifteen (15) years since these lanes have had any
professional, industry standard maintenance, modifications,
repairs or attention. They are now irreparable.

II Objective : The objective here is to replace the current,
damaged and out dated lanes, approaches, pin setter platform
(or pin deck) and gutters, including flat gutter in back of lanes
with new and modern products. Specifically for the lanes,
approach and pin deck, installing phenolic synthetic (or
green) material. Any and all replacement items will meet
industry standard specifications, including variance tolerance
set forth by the USBC (United States Bowling Congress).
Contractor shall ensure proper repairs are made to the sub
structure (as needed to meet USBC specifications), if any are
found.

Jobsite - anywhere the contractor works and travels within the building, including to
and from location of parking, restrooms, elevators, etc.


Names, titles and contact information shall be provided at the start of this project
and updated as necessary


III GENERAL
1 The contractor and employees used at the above stated site must
obtain USSS (United States Secret Service) security clearance
7. Contractor and employees hired to perform work at the above stated site must pass
and secure USSS security clearance, and be escorted by a GSA provided escort, while on the
Complex


2 The contractor will provide all labor, materials, equipment, environmental compliances (In
accordance with GSA environmental policies and the Sustainable Facility Tool
www.sftool.gov) and qualified, experienced supervision and personnel to provide the
new lanes and other associated equipment listed below.

2.5 The contractor shall utilize industry standard equipment needed to safely and properly
remove and re-install lanes with adequate, safe measures and equipment.

3 Materials and supplies will not be used which the CO (contracting Officer) or his /her
representative determines unsuitable or unacceptable for this project.

4 The contractor will comply with all applicable Historic approvals, and all applicable Local,
State, Federal and USBC laws, codes, specifications and regulations.

5 Work stoppages: Delays and work stoppages are to be expected during the course of
construction. Accordingly FAR 42.13 states The Government will have the right to
stop work in progress at any time without prior notice or be subject to any penalties,
specifically financial obligation, by the contractor. Only the GSA CO and Operating
official from the agency work being performed for can stop the job.


6. The contractor will be responsible for: a) all field verifications of all measurements, b)
compliance with all applicable specifications, jobsite/OSHA conditions, codes , and environmental
regulations, including measurements and clearances of any and all equipment needed for this job's
completion. Contrctor is responsible for returning the jobsite back to the condition it was before job was
performed

8.The contractor will provide the new tools / equipment within (4-5) four to five days of NTP.
(A working day consists of 8 hours)


IV COMPLEX

1 The contractor will perform all work in a manner that does not disturb the occupants of the
building, and will not interfere with traffic (vehicular or pedestrian) within the building
or the parking area.
2. The contractor will perform all work in a good and workmanlike manner. The contractor
will take all necessary steps to ensure the safety of the building and its occupants. In
the event of any damage to property or equipment the contractor is to reimburse GSA.

2 This is a line of site job. You will be escorted at all times by GSA personnel while in the
White House Complex.

3 The building and equipment that are in close proximity to the specified jobsite shall not be
affected in any detrimental way, which includes but is not limited to: minor scratches,
dings, chipping, and scrapes. The contractor shall return the jobsite in the same
condition as it was before the work began. The contractor will provide protection to all
surroundings where they are working or traveling. The jobsite will be kept, on a daily
basis, clean and debris free (unless otherwise notified by the CO) at the end of each
workday. The jobsite is to be at MINIMUM broom swept clean.

4. The Jobsite consists of anywhere the contractor works and travels within the building,
including to and from location of parking, restrooms, elevators, etc.

5. The contractor will enter the complex at designated entrances ONLY. The CO will
inform the contractor of which entrance is to be used.

6. The contractor is responsible for removing all trash, tools, equipment from and ONLY
pertaining to the Jobsite.


7. Contractor shall supply GSA the following information, along with completely filling
out a Form 1888, for each individual / employee expected and needed onsite for this job
GSA will provide this form to the GC and/or the contractor. This information is needed for
USSS approval. It is also required one (1) working week ( minimum 5 work days) prior to
starting the job.

Contractor vehicle information (tags, make, model, color and driver information,
including contact(mobile) phone number. The vehicle will be inspected by USSS, at a
designated location, and the driver must adhere to all USSS requirements.

Onsite parking is NOT guaranteed for Contractors vehicles at any time, with the exception of
deliveries and pick ups. With advanced schedules, GSA MAY be able to provide the ability for
One (1) vehicle. TBD
The Government shall not be responsible in any way for delays caused by security
clearance procedures or parking issues.

V QUALITY ASSURANCE

1 Contractor Qualifications:
The contractor is a firm of established reputation (or if newly organized, whose personnel
have previously established a reputation in the same field), which is regularly engaged
in, and which maintains a regular force of workmen skilled in supplying bowling alley
synthetic material within the same field, and shall have performed this work on
previous projects.


2 The contractors and its personnel are licensed, insured and bonded to do such work in the
District of Columbia. The contractor will comply with any/all licensing regulations.

3 Contractor is to provide and submit a detailed plan of the procedures proposed for use in
complying with the requirement and regulations included in this specification. The
plan shall include the location and layout of the effected areas, the sequencing of
demolition and installation of the above stated work, the interface of trades involved in
the performance of work, methods to be used to assure the safety of the building,
occupants and Government property. GSA will review and approve of the plan prior to
the start of work.


4 Use of Existing Facilities
Use of existing toilets and facilities of similar nature will be provided with a GSA escort
ONLY.

5 The following list are the ONLY authorized personnel able to request the contractor to
address worksite conditions; If anyone else besides the CO or the COR does direct the contractor then the
CO/COR should be notified immediately :


a) GSA Contracting Officer or Designated Representative

b) GSA Authorized Inspection Person

c) OA Personnel

d) Local Building Officials

e) Occupant's Authorized officials


6. The contractor will complete this job in __10_days. Complete is defined as:
Approval by the CO concurred by the COR and USBC inspection. ONLY then will the job be considered
officially complete.

V III SPECIFICATIONS

Contractor will provide the following :

Contractor will remove and demo existing bowling lanes and approaches (2 EA)
Contractor will remove and demo existing gutter system (4) - 2 gutters per lane
Contractor will inspect and repair the sub-structure as needed (based on findings)
Contractor will ensure the sub structure meets specification and requirements
Contractor will provide and install new, phenolic (synthetic) bowling lanes and
approaches (2 EA)
Contractor shall replace the pin deck and ensure proper adjustments are made
accordingly
Contractor will provide and install new comparable gutter system (4) 2 gutters per
lane
Contractor will ensure all new (including existing substructure as indicated previously)
equipment and materials meet USBC (United States Bowling Congress) specifications
Contractor will remove all excess debris
Contractor will separate and save certain sections of the alley material for use by GSA
as custom frames. This will be at the discretion of the project manager and
communicated on the 1
st
day of on-site work.

GSA will assist with removal of some debris into EEOB dumpster.
