PREFACE
Data quality is an important determinant of the quality of research on small business andentrepreneurship. Historically, data collected on U.S. businesses have focused almost exclusively on largefirms (typically those with at least 250 employees); the number, quality, and richness of data sources on smallfirms, while improving, remain limited. This document describes the main government and private datasources currently available or under construction for research on small business and entrepreneurship. Thepaper also provides a listing of resources researchers can use to gain more information about each data set.This information should be of interest to researchers, but also to policymakers at both the state andfederal level who use research to inform their decisionmaking. The work was completed under the auspices of the Kauffman-RAND Institute for Entrepreneurship Public Policy and was funded by the Ewing MarionKauffman Foundation.
The RAND Institute for Civil Justice
is an independent research program within the RANDCorporation. The mission of the RAND Institute for Civil Justice (ICJ), a division of the RANDCorporation, is to improve private and public decisionmaking on civil legal issues by supplying policymakersand the public with the results of objective, empirically based, analytic research. The ICJ facilitates change inthe civil justice system by analyzing trends and outcomes, identifying and evaluating policy options, andbringing together representatives of different interests to debate alternative solutions to policy problems. TheInstitute builds on a long tradition of RAND research characterized by an interdisciplinary, empiricalapproach to public policy issues and rigorous standards of quality, objectivity, and independence.ICJ research is supported by pooled grants from corporations, trade and professional associations, andindividuals; by government grants and contracts; and by private foundations. The Institute disseminates its work widely to the legal, business, and research communities, and to the general public. In accordance withRAND policy, all Institute research products are subject to peer review before publication. ICJ publicationsdo not necessarily reflect the opinions or policies of the research sponsors or of the ICJ Board of Overseers.
The Kauffman-RAND Institute for Entrepreneurship Public Policy
, which is housed within theRAND Institute for Civil Justice, is dedicated to assessing and improving legal and regulatory policymaking asit relates to small businesses and entrepreneurship in a wide range of settings, including corporate governance,employment law, consumer law, securities regulation and business ethics. The institute's work is supported by a grant from the Ewing Marion Kauffman Foundation.
