OFFICE MEMORANDUM

Subject: Issue of Concessional Customs Duty Certificate (CCDC) on items imported
for Solar Thermal and Photovoltaic Power Generation Projects procedure,
reg.

The undersigned is directed to refer to Ministry of Finance, Department of Revenues
Customs notification No. 30/2010Customs dated 27
th
February, 2010 on the above
mentioned subject and to hereby notify the following procedure for issue of the certificate
specified therein from this Ministry:

i. The Importers desirous of availing the concessional customs duty shall submit
their Application (in triplicate) immediately after dispatch of items being imported
with full details including list of items certified by the importer and chartered
engineer, and necessary Declaration/Undertaking thereof, as per the format
enclosed. The application(s) complete in all respects shall be routed through the
concerned State Department/ Designated Agency and submitted to the designated
officer in the MNRE.

ii. The Applicant shall submit the complete details of equipment, etc. to be imported
for setting up of the power project at one go and not in piece meal. In exceptional
cases, the request may be considered in installments.

iii. This Ministry will issue the Certificate(s) recommending the grant of concessional
Customs Duty after scrutiny, examination and acceptance of the aforesaid
Application(s).

iv. The aforesaid Certificates shall be issued by Dr. A. Raza, Director (Telephone:
011-24361738), for solar photovoltaic projects and by Dr. A. K. Singhal, Director
(Telephone: 011-24362488), for solar thermal projects who have been authorized
in the Ministry to do so as per the guidelines of above mentioned Notification.

Application format for issue of certificate for grant of concessional custom duty for the
machinery, equipments and components for initial setting up of a project on Solar Power
generation as per Ministry of Finance, Department of Revenue Notification No. 30/2010

Certified that:

(1) We M/s ----- are setting up a project for generation of solar thermal power for
capacity of ---- MW at village ------- district-------- State for export of power to grid
(2) The items of machinery / components as per attached list being imported shall be
utilized for initial setting up of a solar thermal / PV grid power generation project.
(3) We undertake that we shall submit a certificate to the concerned Deputy/
Assistance Commissioner of Customs that in case we fail to comply with the above
conditions we shall pay amount equivalent to the difference between the duty
leviable on the imported goods but for the exemption under this Notification and
the already paid at the time of importation.
(4) Statement indicating utilization of materials/components and parts imported will be
submitted within 30 days of the commissioning of the project
(5) We have not applied for concessional custom duty for any imports for this solar grid
power project through any other Department/ Ministry of Central Government.

import and having regard to proper technical norms of consumption and after technical scrutiny of DPR / relevant designs and drawings and the purchase orders, I hereby certify that they are correct in all

Pre-shipment Certificate


This is to certify that goods/items being supplied to M/s -------- (name and full

examined with regard to the technical description / specification and the quantity against
the packing list issued by Ms ---- (Name of the company exporting the goods) and that
the component / equipment / machinery being supplied through this order is new and
unused and has not been used in any solar power project/facility.
