Background
 The Parish of Christ King of the Universe (CKUP) located at Bagbag, Novaliches-QCis composed of 13 distinct communities (with 2-3 developing town houses withinthe subdivisions) in between Tullahan River and Quirino Avenue (at the back of HolyCross and San Bartolome) cut in the middle by Katipunan Avenue. Of the 13, 9communities are urban poor. They belong to the classic category of communitiessurrounding and/or between villages and subdivisions. Their elders are the firstresidents in the area either as tenants or caretakers of the “absentee” landowners. The residents multiplied by propagation and immigration of relatives andacquaintances from various provinces. As owners or claimants sold or developedthe land into subdivisions, the original residents were pushed aside. Most of themoccupied nearby “un-owned” areas like excess lands or marsh lands and eventuallyencroached upon the easement of Tullahan River. The river and the surroundingcreeks gradually diminished as settlers expanded.

In the event of relentless hard rain or negligent regulation of water release from thereservoirs, the river gets to reclaim its lost portions and flood in nearbycommunities ensues. Six (6) of these communities (namely: Francisco Compound,Bicol Compound, Oro Compound, King Nicholas, Pinera Compound and CaliforniaRiverside) along Tullahan River were seriously hit by the recent flooding duringOndoy. .)It must be noted that most communities composed of informal settlers found in theparish reside in private lots. Francisco compound (around 75 families) is a privateland although several houses are already encroaching the 3 meter danger zone of the river. Bicol Compound (around 450 families) is also a private lot, with theoriginal settlers mostly belonging to the ethno linguistic grouping of the BicolRegion. They are in the process of negotiating with the landowner regarding theirintention to purchase the land. Oro Compound (around 200 families) sits on two (2)titles, one belonging to Bank of the Philippine Islands (BPI) and another belonging to

a certain Dela Torre. Both are under negotiation by the community with saidowners. King Nicholas is also a private lot in between Oro Compound andKingspoint Subdivision. The land used to be a rice farm which the Dela Cruz familytilled until it was sold out to a developer. The Dela Cruz family sought the help of the Department of Agrarian Reform Adjudication Board (DARAB) but lost the case. The land is now under negotiation and contention by the Dela Cruz family and aclaimant by the name of Doña Juanita. The California Riverside is also a private lot.Preliminary inquiry shows that the residents have already negotiated with therecognized owner and have entered into a mortgage program. However, most of the affected families in the riverside are already at the bank of the river withseveral houses already hanging over it. This particular area in the parish is the onemost severely hit. Since they are located along the boundary in between parishes,and most of them within a “no man’s territory,” they are also the ones mostneglected and the largest poorest community.
The Ondoy Survivors
 The devastation caused by Typhoon Ondoy (International Codename KETSANA)brought havoc to otherwise peaceful communities in the parish. Around 1,000houses went under water including those in “middle class” subdivisions. Most of thebelongings in these houses were damaged by the flashed floods and around 450houses were partially/completely washed away rendering families homeless. Thesefamilies were housed in the parish church for the first few days and thentransferred to Kingspoint SB Park, the designated evacuation center where foodand relief goods were continuously provided by the government, church and otherNGOs. Those in Bicol Compound were housed and supported by a nearby privatefamily. Also provided were medical missions with medicines by Medical team of Holy Trinity Parish; and group counseling/debriefing by Psychosocial Support andChildren's Rights Resource Center (PST CRRC) for children and by the Center for
