About GMF
Te German Marshall Fund o the United States (GMF) strengthens transatlantic cooperation on regional, national, and global challenges and opportunities in the spirit o the Marshall Plan. GMF does this by supporting individuals and institu-tions working in the transatlantic sphere, by convening leaders and members o the policy and business communities, by contributing research and analysis on transatlantic topics, and by providing exchange opportunities to oster renewed commitment to the transatlantic relationship. In addition, GMF supports a number o initiatives to strengthen democra-cies. Founded in 1972 as a non-partisan, non-profit organization through a gif rom Germany as a permanent memorial to Marshall Plan assistance, GMF maintains a strong presence on both sides o the Atlantic. In addition to its headquarters in Washington, DC, GMF has offices in Berlin, Paris, Brussels, Belgrade, Ankara, Bucharest, and Warsaw. GMF also has smaller representations in Bratislava, urin, and Stockholm.
About FRS
Te Foundation or Strategic Research, based in Paris, is an independent French research institution in the field o security and deense. As a public interest oundation, it has a two‐pronged mission: promoting the national public debate on strategic issues related with security and deense; and carrying out research work and studies with the aim o providing an independent expertise to decision‐makers, rom the private or public sector. Te FRS has an interdisciplinary team o thirty researchers: experts in international and strategic matters, political scientists, engineers, scientists and ormer military, most o whom teach at major civil and military schools (Ecole Polytechnique, ENA, Saint‐Cyr, Sciences Po, etc.) and universities. FRS has established cooperation‐based partnerships with several o them around research programs, either independent or supported by international institutions.
