Of the $7 billion resolution,
$4.5 billion will be paid to settle
federal and state civil claims by
various entities related to RMBS:
Citigroup will pay $4 billion as a
civil penalty to settle the Justice
Department claims under FIRREA,
$208.25 million to settle federal
and state securities claims by the
Federal Deposit Insurance
Corporation (FDIC), $102.7 mil-
lion to settle claims by the state of
California, $92 million to settle
claims by the state of New York,
$44 million to settle claims by the
state of Illinois, $45.7 million to
settle claims by the
Commonwealth of
Massachusetts, and $7.35 to
settle claims by the state of
Delaware The resolution includes a
$4 billion civil penalty the largest
penalty to date under the Financial
Institutions Reform, Recovery and
Enforcement Act (FIRREA). As
part of the settlement, Citigroup
acknowledged it made serious mis-
representations to the public
including the investing public
about the mortgage loans it securi-
tized in RMBS. The resolution
also requires Citigroup to provide
relief to underwater homeowners,
distressed borrowers and affected
communities through a variety of
means including financing afford-
able rental housing developments
for low-income families in high-
cost areas. The settlement does not
absolve Citigroup or its employees
from facing any possible criminal
charges.
This settlement is part of the
ongoing efforts of President
Obamas Financial Fraud
Enforcement Task Forces RMBS
Working Group, which has recov-
ered $20 billion to date for
American consumers and
investors.
This historic penalty is
appropriately given the strength of
the evidence of the wrongdoing
committed by Citi, said Attorney
General Eric Holder. The bank's
activities contributed mainly to the
financial crisis that devastated our
economy in 2008. Taken together,
we believe the size and scope of
this resolution goes beyond what
could be considered the mere cost
of doing business.
Citibank to Pay
$7 B in Penalties

he Justice Department, along with federal and state partners, on
July 14 announced a $7 billion settlement with Citigroup Inc. to
resolve federal and state civil claims related to Citigroups conduct in
the packaging, securitization, marketing, sale and issuance of residen-
tial mortgage-backed securities (RMBS) prior to January 1, 2009.
The settlement includes an
agreed upon statement of facts that
describes how Citigroup made rep-
resentations to RMBS investors
about the quality of the mortgage
loans it securitized and sold to
investors. Contrary to those repre-
sentations, Citigroup securitized
and sold RMBS with underlying
mortgage loans that it knew had
material defects.

T
hat is, can your genes make a differ-
ence to your career? This is one of the
oldest questions associated with leader-
ship. As the saying goes, some are born
great, some achieve greatness, and some
have greatness thrust upon them.
A study in 2013 by leading military
academic researchers claimed to have
proven the theory that great leaders such
as Sir Winston Churchill or Margaret
Thatcher are all born and not made.
In that study eighty-seven officers
were defined as being more psychologi-
cally complex if they had a more diverse
sense of their own abilities and accom-
plishments as leaders. The researchers also
tested leadership and decision-making
abilities in in these officers.
The officers had to lead their unit to
interact with hostile and nonhostile civil-
ians, enemy forces, the media, and, even-
tually, the shooting down of a US helicop-
ter during an international humanitarian
relief mission in Africa.
Former military officers with signifi-
cant experience in these types of situations
rated the officers responses to the sce-
nario based on them being able to adapt,
being aware. Leaders who had a more
complex sense of their leadership skills
and greater neurological complexity were
found to be more adaptable and effective
leaders in these scenarios. As such, it is
believed they were born leaders.
On the other hand, you will find many
individuals who believe that leaders are
made. The slogans of some top organiza-
tions state that that they can make you a
leader. I believe that leadership potential
exists within each of us.
That potential can be sparked by out-
side events, or it can be learned by explor-
ing ourselves from within. Once you learn
the techniques of true leadership, you will
be able to gain the confidence it takes to
become a leader.
The mark of a true leader is not a posi-
tion or title held, but how many people are
willing to follow you. As long as there
have been leaders, there have been those
who tried to determine how and why they
were successful.
Leadership itself has not changed, but
our understanding of it has. It is important
to understand why very different leader-
ship styles can be effective, why the same
leadership style will not work in every sit-
uation, and which leadership style best fits
your personality or communication style.
Everyone has leadership potential within
them, but understanding these concepts
will help you maximize your leadership
skill.

he act of engaging or agreeing or
offering to engage, in sexual conduct
with another person in return for a fee is
called prostitution-the worlds oldest so-
called profession.
Several hundred young ladies are
lurking on our streets all hours of the day
seeking any susceptible men or women
who are willing to pay for their services.
It would appear that prostitution is on
the increase in our communities to the
extent that during the past few weeks dur-
ing several undercover operations some
fifty men were arrested and charged with
patronizing prostitutes in Mount
Vernon/Westchester.
While, several countries have strict
laws against prostitution, the United
States including New York state classified
prostitution as a class B misdemeanor.
New York also administers harsher penal-
ties for the offenses of compelling prosti-
tution, sex trafficking, and promoting
prostitution in the first degree, each of
which is classified as a class B felony. For
these crimes, the state imposes a term of
at least 3 years and up to 25 years in
prison. The court may also impose a fine
of up to $5,000 for a felony offense.
Nonetheless, despite the severe
penalties it would appear that people
(especially men) are in need of more sex
and are also willing to pay for the servic-
es.
Due to the underground nature of the
illegal commercial sex industry, summing
up the exact statistics on prostitution are
always very difficult. However, prostitu-
tion is becoming a very big business with
thousands of people participating at vari-
ous levels.
People including the prostitutes,
pimps and their clients are adamant that
its their human right to trade sex as in
the case of homosexual lifestyle. It is
none of the Government business to
determine who you have sex with or if
you get pay for sex, they claimed.
However, as Christians, we dont
endorse prostitution. But, it is extremely
clear that persons engaged in prostitution
are not happy with their unfortunate
choice of profession.
Countless studies report that over
80% of prostitutes say they wish to get
out of prostitution. This information does
not explain why women do not get out of
prostitution.
Several studies have pointed to a
direct correlation between poverty and the
increased act of prostitution in most com-
munities.
Therefore, we must grow our local
economy and improve the living standard
of the people if we want to curtail or stop
prostitution.

Focusing on our Health
This week, I sat down with Department of
Health Commissioner Dr. Mary Travis
Bassett to discuss the issues facing our dis-
trict and the city at large. We discussed
methods of combating the summer mos-
quitoes, reducing obesity city wide by
revisiting the ban on large soda and sugary
drinks, and laying the foundation for
smoke free housing with a focus on subsi-
dized units. I also brought DOH cases our
office is currently dealing with to her
attention, just to ensure we get these
resolved as quickly as possible.
Summer Noise Task Force
Last year, I sat down with the 105th Police
Precinct and community leaders to discuss
combating the higher levels of noise pollu-
tion during the summer months. In
response we created and launched the
Summer Noise Task Force, a coalition of
community leaders, local police officers
and my office. This week, I was proud to
stand in front of Laurelton Library as we

ronx Borough President Ruben Diaz Jr.
recently announced that his office has
provided more than $9 million in capital
funding to worthy Bronx organizations as
part of his FY2015 capital budget alloca-
tions.
This critical funding helps keep our
cultural institutions vibrant, our schools
strong, our parks clean and our neighbor-
hoods safe. Funding like this is critical to
our New Bronx agenda, and I am proud to
have funded so many important projects in
every corner of our borough, said Bronx
Borough President Ruben Diaz Jr.
For FY2015 Borough President Diaz
has provided $9,135,000 to 25 projects.
Since taking office in 2009. Borough
President Diaz has provided more than $126
million in capital funding to 362 total proj-
ects.
This year, Borough President Diazs
largest allocations went to housing, $2.75
million, representing 30 percent of his total
capital budget. These funds will support the
creation of over 600 new units of housing
across five projects, keeping in line with
Borough President Diazs commitment to
keep the boroughs housing stock diverse
and affordable.
Borough President Diaz also provided
$2 million to parks projects, the second
highest percentage of his total capital fund-
ing for the year at 22 percent. This will
include the renovation of the pool at
Edenwald Playground and the construction
of a new comfort station at Fort Four
Playground, among other projects.
In addition to these projects, Borough
President Diaz has also put funding into two
New York City Housing Authority develop-
ments, including $440,000 to install new
security cameras at the Forest Houses.
Just last week, I stood with Mayor de
Blasio as he announced his proposal to make
our citys NYCHA developments safer. I
have funded cameras and security upgrades
in the past, and will continue to do so as we
work to make our public housing develop-
ments safer for their residents, said
Borough President Diaz.
KING SEES HIS EDUCATION BILL SIGNED INTO LAW:
Mayor Bill de Blasio recently signed Introductory Number 12-A, requiring the Department of Education to report on demo-
graphic and academic information on co-located schools. These reports will be submitted to the Council annually, begin-
ning on August 30, 2015 and posted to the DOEs website. The demographic data will include a comparison of race, eth-
nicity, English Language Learner status, special education status, and percentage of students eligible for free or reduced
lunch in charter and non-charter schools that are co-located. These reports will allow parents and community members to
more easily review and assess how co-located schools are performing. The bill was approved by the City Council at the
Stated Meeting on June 11. In his remarks, the Mayor thanked the City Council, including the bills sponsor Council Member
Andy King. Todays signing of Intro 12 signifies the beginning of a conversation on how do we establish one education
system for all of our children. The comparison of co-located schools allows us to assess best practices and strategies, as
well as increase parental involvement that will help us better educate our children. I am thankful to Mayor De Blasio,
Speaker Mark-Viverito, the Councils Education Committee under the leadership of my colleague Council Member Dromm,
and the City Council District 12 Staff for helping Intro 12 become a reality, said Council Member Andy King, Co-Chair of
the Black, Latino & Asian Caucus.

Kenneth P. Thompson, together with
New York City Police Commissioner
William J. Bratton, on Monday announced
that eight people have been variously
charged with selling firearms to undercov-
er officers over the past 10 months during
an undercover operation at Lafayette
Gardens in Clinton Hill.
District Attorney Thompson said,
The honest and hardworking people who
live in Lafayette Gardens should not have
to share their sidewalks with gun dealers,
whom we will now hold accountable
despite their young ages.
The District Attorney said that the top
defendant in the case, Aneudy Cruz, 19,
who is charged in connection with 25 of
the alleged gun sales, is accused of enlist-
ing, among others, 16 and 17 year-old boys
and girls to deliver the handguns to cus-
tomers, who were in fact the under covers.
Cruz, who faces up to 25 years in prison if
convicted, was arraigned yesterday in
Brooklyn Supreme Court and ordered held
without bail.
The District Attorney said that the
investigation, which began in September
2013, included undercover police officers
making multiple purchases of weapons,
ranging in price from $600 for a Charter
Arms Undercover .38 caliber revolver to
$800 for a Hi-Point C9 9mm handgun to
$1,100 for a Walther PK .380 caliber hand-
gun. The under covers were able to pur-
chase 30 operable guns, often in broad day-
light, in the vicinity of Lafayette Gardens,
which is bordered by Lafayette, Classon,
DeKalb and Franklin Avenues.
The defendants, who were picked up
by police are variously charged with first-
degree criminal sale of a firearm, a B
felony punishable by up to 25 years in
prison; second-degree criminal sale of a
firearm, a C felony punishable by up to 15
years in prison; third-degree criminal sale
of a firearm, a D felony punishable by up
to 7 years in prison.
Bronx Organizations Get $9 M
ASTORIA, Queens:
A
storia has long been one of New Yorks
most diverse, vibrant and affordable
communities, but concerns that a proposed
mega development on the communitys
waterfront may displace low and moderate
income residents was part of a protest and
hearing at the Queens borough presidents
office on Thursday.
Right now, most of the northeastern
section of the Hallets Point section of
Astoria is a collection of garages, warehous-
es and other industrial buildings along the
East River waterfront. If developer Alma
Realty has its way, however, by the next
decade, the area north of 27th Avenue and
east of 4th Street will be a complex of high
rise, luxury buildings.
Despite the fact that the project general-
ly has wide support, protestors packed the
conference room at the Queens borough
presidents office. Most of the demonstra-
tors, who wore orange Build Up NYC t-
shirts and carried signs calling for affordable
housing and well paying jobs, were from the
coalition of labor groups called Build Up
NYC.
Thats why were fighting for good
jobs, right? said Jessica Ramos, spokes-
woman for the organization. [To] provide a
path into the middle class to let Astorias
middle class strengthen and grow.
Her group says that one of its missions
is to ensure that the 1,700 unit Astoria Cove
project get built with union labor, and then
be run by union labor once the building is
complete.

besity rates are down among city public
school students. The Department of
Health says the new data shows a 9.5 percent
decrease in the number of severely obese
children in kindergarten through eighth
grade and a 5.5 percent decrease in obese
children in the same age bracket.
A severely obese child has a BMI that is
120 percent above the 95th percentile,
according to their gender-specific growth
charts.
Reports say while severe obesity among
children is decreasing in the city, it is
increasing nationally. The city continues to
take a multi-step approach in hopes of keep-
ing these rates down in schools.
Lilliam Barrios-Paoli, the deputy mayor
for health and human resources, said, "The
responsibility to address childhood obesity
does not only depend on our schools it
demands a multi-agency approach. Already,
efforts are underway to educate New Yorkers
about healthier options."

A
41-year-old former elementary
school teacher was sentenced on July
7 to 14 years behind bars, with an addi-
tional 18 years post-release supervision,
for raping one of his fifth-grade students.
Anthony Criscuolo, of 833 Kinsella
Street, the Bronx, pled guilty to one count
of Rape in the 1st Degree, a Class B vio-
lent felony offense.
The rape of the 10-year-old female
victim occurred June 17, 2013 in
Criscuolos car, evidence of that was
uncovered when her mother discovered
explicit emails he sent to the child.
In order to not further traumatize this
young victim, it was determined that this
plea agreement was in her best interest.
This determination became heartbreaking-
ly clear when the victim impact statement
written by this childs mother was read at
sentencing: My daughter used to love
going to school. She cries every time I try
to take her to therapyShe walks with
her head down because she feels like
everyone knows who she isshe asks me
to buy her sunglasses and hoodies to hide
her face from others. My daughter is tak-
ing her anger and frustrations out on her
younger sister. They used to be so close
but now its like she doesnt trust anybody.
Her therapist [says] when she
becomes a teenager it will be a bigger
issue because I dont know how she
willperceive the opposite sex when its
time for her to start dating. She doesnt
even want to interact with her dadIm
scared about the quality of life she is going
to have if she cant trust in herself or fam-
ily.
As part of his plea, Criscuolo will
have to relinquish his teaching license, and
he will also have to register as a sex
offender once he is released from incarcer-
ation.
Criscuolo was sentenced by State
Supreme Court Acting Justice Judith Lieb
in Part H 73.
The case was prosecuted by Assistant
District Attorney Gina Torres of the Child
Abuse /Sex Crimes Bureau.

ver this past holiday weekend the
Mount Vernon Police, partnering
with Westchester County Public Safety
officers, continued an initiative to com-
bats quality of life crime with an
omnipresence throughout the communi-
ty. State Liquor Authority violations,
prostitution, gambling and violations of
the Vehicle and Traffic Law were target-
ed.
Were cracking down hard on
quality of life crimes in Mount Vernon,
said Mayor Ernest D. Davis. The word
is spreading that Mount Vernon is not
the place to illegally gable, sell or buy
sex or engage in any other illegal activi-
ty that reduces the quality of life for res-
idents.
Plainclothes officers performed a
detail targeting prostitution on the citys
west side that resulted in 14 arrests.
Vehicles were impounded if solicitation
was made while in the vehicle.
Arrested and charged with patroniz-
ing a prostitute were Mount Vernon res-
idents Jessie Green, 68 and Richard
Powell Jr. 34. Also arrested were Bronx
residents James Schuler, 43; Shameer
Shahzaman, 43; Garfield Anderson, 45;
Staniloh Watson, 37; Jermaine Williams,
35 and Errol Hamilton, 44. Additional
arrests included Florida resident Trevor
Cummings, 33; Rackesh Brown, 31 of
Manhattan; Omar Freebourne, 23 from
Georgia James Pierre, 28 from New
Rochelle; Jason Crockwell, 27 from
Yonkers and Danval Martin, 57 from
Peekskill.
The Westchester County Police and
the Westchester Intelligence Center pro-
vide assistance in multi-agency opera-
tions that will continue within the city.

Obesity Rates Down Among Students
T
he City has begun its next round of aerial
spraying to prevent the West Nile virus in
in parts of Queens, Staten Island and the
Bronx.
It started Thursday night and will contin-
ue Friday and Monday between 6 a.m. and 7
p.m., weather permitting.
The Department of Health says the virus
has already been detected in Queens and on
Staten Island, but no human cases have been
reported.
Spraying will take place in several neigh-
borhoods, including Pelham Bay Park North
in the Bronx, Fresh Kills and Arlington on
Staten Island and College Point and Elsmere
in Queens.

KINGSTON, Jamaica:
I
n a shocking development Commissioner
of Police, Owen Ellington has tendered a
letter of retirement to Minister of National
Security Peter Bunting and the Police
Service Commission.
Ellington took over the reins of the
police force in November 2009 following
the departure of former head of the Jamaica
Defence Force-Rear Admiral Hardley
Lewin.
He served in various capacities of the
Constabulary for over thirty years. Ellington
was the Commissioner of Police during the
Limited State of Emergency in 2010 when
the security forces conducted what was said
to be a necessary operation in Tivoli
Gardens.
A release from the Ministry claimed
that Ellington in advising Minister Peter
Bunting of his desire to retire said his main
reason for retiring at this time is based on
the need to separate himself from the lead-
ership and management of the Force prior to
the commencement of the upcoming
Commission of Enquiry into the conduct of
the Operations of the Security Forces in
Western Kingston and other areas during the
limited State of Emergency in 2010.
Deputy Commissioner of Police in
charge of the Operations portfolio,
Glenmore Hinds will act as Commissioner
until a replacement for Ellington is found.

ormer Governor General Sir Howard
Cooke will be accorded a State funeral
on Friday, August 8.
On Friday, the Office of the Prime
Minister (OPM) said the state funeral, a
decision made by the Cabinet, will be held
at the Holy Trinity Cathedral in Kingston.
Interment will follow at the National
Heroes Park. An elected member of the
West Indies Federal Parliament in 1958, and
a member of the first Parliament of
Independent Jamaica in 1962, Sir Howard
served as Governor General of Jamaica
from 1991-2006.
Details of the period of the state
mourning, signing of condolence book and
lying in state will be announced.

Director of Tourism effective July 9, 2014.

ful hotelier, serving as President and Chief
Executive Officer of Couples Resorts
Executive Vice President of Sandals
Resorts, and First Vice President of the
Jamaica Hotel and Tourist Association.
Mr. Pennicook was also Air Jamaicas
Senior Vice President of Sales and
Marketing from 2006 to 2008.
Paul Pennicook is a solid choice to
lead the Jamaica Tourist Boards future,
commented Chairman Morrison. Paul
was selected for his highly accomplished,
well-rounded experience as a hotelier, an
airline executive and tourism director. He
will hit the ground running building on the
JTBs current momentum, thus propelling
Jamaicas success to the next level.

ussian energy companies, seeking to
gain a foothold in the region, concluded
a number of preliminary agreements with
Cuban and other Latin American govern-
ments during President Vladimir Putin's
recent tour of several countries in the hemi-
sphere. In Cuba, Russian state oil companies
Rosneft -- the worlds largest publicly traded
oil producer by volume -- and Zarubezhneft
signed an agreement with Cuban state oil
company CubanPetroleo to develop offshore
block 37.

mately US$80 million and the business
being acquired will be the platform for the
growth of GraceKennedys North
American business going forward. The
acquisition comes at a purchase price of
US$26 million.
This acquisition is a major step in
achieving our vision of being a global
consumer group, said GraceKennedy
Group CEO, Don Wehby.
La Fe was attractive to us for sever-
al reasons, including its distribution chan-
nels across the East Coast USA and its
strong relationships with blue-chip retail-
ers across the US. The company has oper-
ations in Moonachie, New Jersey; Miami,
Florida and Raleigh, North Carolina, with
brand and distribution presence in the
New York/Tri-state area, Florida, Georgia
and the East Coast. Our international busi-
ness started with the Jamaican Diaspora.
We have served them proudly for a
very long time, and we will now be able to
serve them even better, while catering to a
new market for GraceKennedy as well.
We are very excited about this acquisition,
which we anticipate will be a serious
game changer for our food distribution
network, he said.
This strategic acquisition gives
GraceKennedy the ability to own its route
to market in the US, and presents an
opportunity to reach out to consumers in
the Hispanic market.
GK Foods CEO, Michael Ranglin, is
also excited about the road ahead.
Among the advantages are La Fes
manufacturing and distribution capability
which can immediately be leveraged. We
have also long recognized that the

not express approval for
the use of marijuana and

as such. The policy will
not apply to those who
smoke marijuana in pub-
lic, or in the presence of
children. It will not apply
to 16 and 17-year-old
offenders, who instead
will be redirected on to a
healthier path through a
diversion program. It will
not apply to those with a
serious criminal history,
to those who are known to
act in a dangerous manner
while under the influence,
or to those who have a
history of selling drugs to
children, Thompson
said.
Circumstances under
which the Kings County
District Attorney will
decline to prosecute on a
charge of Criminal
Possession of Marihuana
in the Fifth Degree (P.L.
221.10 [1] or [2], a class
B misdemeanor, whether
they come into the district
attorneys office as arrests
or desk appearance tick-
ets, include the following:
If the defendant has
no prior arrests or crimi-
nal convictions, or has
only a very minimal crim-
inal record, and has pro-
vided the police with a
verifiable name and
address. Circumstances
that are an exception to
the KCDA policy change
include the following:
If the defendant is
smoking marijuana in a
public place, particularly
around children, such as a
park, playground, bus,
subway or school yard.
If the defendant is
16 or 17 years old, and
has only recently taken up
marijuana, he or she will
be directed to an adoles-
cent court part to be
diverted into a program
and provided with dis-
missals upon completing
the program, at which
time the police will be
directed to destroy the
defendants fingerprints.
If the defendant has
a criminal record support-
ing the inference that he
or she may act in a violent
or dangerous manner
while under the influence
of marijuana (e.g., domes-
tic violence, vehicular
traffic law violations,
etc.).
If the defendant has
an open warrant, if DNA
needs to be collected, if
the defendant must regis-
ter as a sex offender, or if
the case involves a search
warrant.

on July 8 announced that, under most circum-
stances, his office will no longer prosecute first-time
offenders arrested for low-level misdemeanor marijua-
na possession in an effort to make better use of limit-
ed law enforcement resources and to prevent offenders
who are disproportionately young men of color
from being saddled with a criminal record for a minor,
non-violent offense.

n enthusiastic Jamaica Tallawahs
cricket team continued their win-
ning start to defend their Caribbean
Premier League crown, when they
crushed Antigua Hawksbills by eight
wickets.
The Tallawahs led by Captain Chris
Gayle were asked to bowl first and bun-
dled out the hosts for a measly 96 off
18.3 overs, and then cantered to their tar-
get off 14.3 overs, at the Vivian Richards
Cricket Ground.
Gayle was at the head of the run
chase once again, smashing 37 from 31
balls, including three fours and three
towering sixes. He shared an opening
stand of 62 off 51 deliveries with
Chadwick Walton who was unbeaten on
43 from 34 balls, when victory was
achieved. Seamer Carlos Braithwaite
was the best bowler with two for 11.
The victory was the Tallawahs sec-
ond straight, after they easily dismissed
St Lucia Zouks by seven wickets in Gros
Islet last weekend.
For the Hawksbills, it was their sec-
ond loss in as many games following
their two-wicket defeat at the hands of
last years losing finalists Guyana

he winning run of the national women's basketball team continues at the
Caribbean Championship in the British Virgin Islands. The Group 'B'
winners defeated the U.S Virgin Islands 49-46 on Friday, to book their
place in the final. The Jamaicans now have a chance to win their first title since
2006. They will play the winner of the evening's other semi-final between the
Dominican Republic and Trinidad and Tobago who Jamaica had defeated en
route to topping their group.

Though there were no goals in regu-
lation, there was plenty of action, and

The Germans were dominant
throughout this World Cup, and though
this game won them the title, they may be
remembered more for their 7-1 shellack-

Asafa, Sherone Are Back!
KINGSTON, JAMAICA:
J
amaican sprinters Asafa Powell and
Sherone Simpson had their appeal to the
Court of Arbitration for sports (CAS)
upheld this morning as the court reduced
their bans to six months.
The athletes appealed their 18 months
bans handed down by the Jamaica Anti-dop-
ing Commission (JADCO) in April this year
and after a two day hearing in New York last
week, CAS handed down the ruling.
According to a release from Powells
publicist Tara Playfair-Scott, CAS ordered
that JADCO pay all costs involved.
CAS has not just reduced the sen-
tences of both athletes but it also awarded
ALL costs associated with arbitration for
the CAS hearing as well as additional
monies in legal fees to be paid by JADCO.
It is believed to be one of the largest awards
in the history of CAS, the release said.
Following the ruling, Asafa and
Sherone are eligible to run immediately and
will both be back on the track tomorrow
July 14, 2014 at Luzern

all along this is the sanction the case law
interpreting the World Anti-Doping Code
demanded. The Code requires that sanctions

tioned before them was at the low end of the
0-24 month range under Article 10.4 of the
Code. The real shame of this is that we cant
go back in time to December 22, 2013 when
they should have been competing. Had the
JADCO Panel followed the IAAF rules
Asafa and Sherone would have had a hear-
ing within 3 months and been able to com-
pete all of 2014. The nearly historic cost
that JADCO will be required to pay is a sign
from the CAS that JADCOs failures in han-
dling their cases are unacceptable.

ou should know that last year, 38,833
unaccompanied minors were appre-
hended by the U.S. Border Patrol. This
year, as many as 74,000 unaccompanied
children from Mexico, El Salvador,
Guatemala, and Honduras are expected to
be caught at the United States border.
Whoever is organizing this movement
of undocumented migrant children is very
effective.
You should know that when Mexican
citizens are caught illegally crossing the
U.S. border, they are quickly sent back -
but when citizens from other countries are
caught illegally crossing the U.S. border,
they are processed through America's
immigration court system.
You should know, The William
Wilberforce Trafficking Victims
Protection Reauthorization Act is a federal
law that passed in 1998 by a bipartisan
voice vote in Congress and was signed by
President George Bush before he left
office.
The law requires that undocumented
children must either be put in the care of
family members who live in the United
States of America, or be processed through
the Office of Refugee Resettlement. This
law also allows migrant children to seek an
asylum hearing before an immigration
judge.
You should already know that for
many, many years, El Salvador, Guatemala
and Honduras have been plagued with
poverty, and the families and children have
suffered tremendously. While Americans
have been very generous with relief aid,
there has never been a time when children
were sent in the tens of thousands to live in
the United States. I have to wonder who
pays for all of the specifics involved in
transporting thousands and thousands of
children through dangerous countries to
arrive on the border of the USA.
My dear reader, does anyone else
think that aside from rumors that have
given expectations to people in Central
America that they will be given a "per-
miso" and be allowed to stay in the United
States of America - that there are other fac-
tors involved?
Are there any investigative journalists
here who can report less about the coyotes
who are shipping children off to live in the
United States - and find out if our govern-
ment and the governments in Central
America are cooperating to put this togeth-
er? Can anyone in the media find out if -
like efforts to bring Peter Pan children here
from Cuba - there are groups of Americans
who are paying for and orchestrating any
of this? I find it hard to believe that all of
a sudden, thousands and thousands of chil-
dren in Central America are showing up at
our border.
You should know that as thousands
and thousands of children continue to flee
the poverty and violence in Central
America, news reports will continue.
There will be stories in the news about
immigration and stories about busloads of
children met with angry anti-immigration
protesters.
There will be stories in the news about
children in Central America being tortured
and used as drug mules and assassins. And
there will be stories in the news about why
President Obama needs to fulfill his 2004
campaign promise of comprehensive
immigration reform.
Ladies and gentlemen, I will read all
of those stories, but I will also look for any
news reports about who else is involved in
this movement of undocumented children -
because whoever is behind this is master-
ful.

ave you ever felt like you never meas-
ure up? Or that you are not pretty
enough, smart enough, holy enough...basi-
cally just not good enough? Well you are
not alone.
Last night I was talking with my
cousin in Canada and as we usually do, we
were sharing our feelings and what we are
going through, 'LIFE'.
As we were encouraging each other
"in the Lord" I felt the Holy Spirit (in that
still small voice) saying "You have been
weighing yourself in the wrong scale."
As someone always struggling with
weight (I am presently on my thousandth
diet) He had my attention. He said, "You
have allowed the devil to once again trick
you.
He has made you place yourself in his
scale where he weighs your self worth,
your value, your emotions, your future.
On every score you have come up
lacking." I started sharing this revelation
with my cousin and she confirmed this, as
I could also attest to the same thoughts.
We began discussing how sometimes
there is a heavy feeling and even the begin-
nings of depression about our circum-
stances.
The Holy Spirit began speaking again,
he said, "the devil's scale is unbalanced, you
will never measure up. It has been preset by
him, to keep you off balance. It is like going
to a market and placing your vegetables on
the scale of a vendor to weigh.
However, he is dishonest and the scale
has been rigged to cheat you. Then, to fur-
ther deceive you, he skillfully places his fin-
ger on the scale to rob you even more. This
the vendor does while slyly distracting you.
That's also what the devil does; he
keeps you focused on trying to achieve per-
fection in the physical life, while cheating
you out of a balanced, and spiritually
blessed life." WOW... That made perfect
sense. God always uses simple illustrations
so that we can get it!
He then went on to say, "place yourself
on My scale of TRUTH, it is balanced by
My Word and My promises. I cannot lie. I
never look at your righteousness, but at My
Son's righteousness that was freely given to
you when he traded it for your sins.
You are balanced in my scale because
on the other side of the scale sits Jesus."
This was an eye opener for me.
I never realized that I was being cheat-
ed; I just racked it up to being a part of life.
Well no more! I will make sure I keep on
the right scale...what about you?

Communication is key
Choosing a stylist is creating a relationship.
You are hiring someone to create your vision
of yourself and they need to be able to under-
stand your requests to deliver them. Make
sure you can communicate clearly and openly
with them.
There should always be an initial consul-
tation where you both just sit down and talk
about what you want. If they dont think that
what youre asking is a realistic expectation,
they need to tell you why ahead of time.
Presentation
Ask yourself: How does the stylist look? Are
they dressed to my expectations? Or are they
sloppy in a pair of sweatpants? How does
their hair look? If they look like a mess, that
means that they dont care enough about their
appearance so dont expect them to care more
about yours.
Also, if they look the part but dont know
the difference between a follicle and a cuticle,
run! If they didnt take the time to educate
themselves on their industry of choice, dont
trust that they are informed enough to make
your hair as beautiful and healthy as it can be.
Education-Yours!
Your connection with your stylist should not
be relegated to the salon chair. Creating a
beautiful hairstyle is only half the job. They
should also tell you how to maintain what
theyve given you and educate you on caring
for your hair at home so it stays healthy. Also,
be sure to get a reasonable timeframe for
when to return to the salon for maintenance.
The Environment
How is the salon? Is it clean enough for your
standards? Were you greeted? Do you feel
comfortable there? Your relationship to the
environment where you get beautified has a
tremendous affect on your overall experience.
Referrals-To Give and To Receive
The best way to get the truth about a stylist is
through a referral. That way you can ask the
tough questions like: Are they happy with
how their hair is styled? Is their hair healthier
since visiting the salon (as a result of advice
from the stylist and their own haircare prac-
tices)? Do they end up waiting often for the
stylist to appear? Referrals from existing
clients can help give you a fair and balanced
view of the stylist before you spend any hard-
earned money.

host of family and friends. He was laid to
rest on Saturday July 12th 2014.

stupidity. When my daughter,
"Robin," began to reach her teen years,
her father - in an attempt to be funny -
advised her that she could keep from
becoming pregnant by putting an aspirin

My stupidity was assuming that sex
education and pregnancy prevention were
taught in her school.
I never broached the subject with her.
Robin became pregnant at 15. The young
man she was seeing told her she couldn't
get pregnant in a swimming pool because
the chlorine would kill the sperm.
Have you heard that before? Needless
to say, the inevitable result was a baby. I
love my grandson dearly. God did not
make a mistake even though we adults
were all dummies in the advice depart-
ment.

the facts and fictions about teen pregnan-
cy and prevention.

Why do people gain fat and become
unhealthy? Well, there are several reasons,
but one of the main reasons is because some
people tend to eat low volume high calorie
foods. They should instead be eating high
volume low calorie foods.
The main reason why a person ends up
gaining fat is because they are in a consis-
tent calorie surplus and/or are not very
active. However, it's important to under-
stand how they got into a calorie surplus in
the first place. Yes, things like metabolism
play a role, but I will not dwell on that sub-
ject in this particular article.
Eating foods that are higher in volume
with fewer calories significantly reduces
the chance of being in a calorie surplus.
Eating these types of foods also leaves a
person filling more satisfied, thus, the per-
son will likely eat less overall.
Fruits and Vegetables are an excellent
example of high volume low calorie foods.
Many of them also contain many essential
vitamins. These are the types of foods that
will leave a person filling more full and sat-
isfied.
They can also eat more of these types of
foods because they are lower in calories.
Why are they lower in calories? Because
they are made up of mostly carbohydrates
and have less fat. 1 gram of fat equals 9
calories, whereas, 1 gram of a carbohydrate
equals to only 4 calories. That may not
sound like a big difference, but when you
account everything a person eats through-
out the day/week/month it can make a sig-
nificant difference.
According to a complaint filed last
month, the defendants violated the
Federal Food, Drug, and Cosmetic Act
(FDCA) by manufacturing and distribut-
ing dietary supplements that were adul-
terated. Under the FDCA, dietary sup-
plement manufacturers are required to
have systems in place to ensure that their
products meet specifications for identity,
purity, strength and composition.
The governments actions resulted
from a series of inspections of
Triceuticals manufacturing facility in
Farmingdale, which revealed, among
other things, that Triceutical failed to
ensure that components, dietary supple-
ments, packaging and labels were not
mixed up, contaminated or deteriorated.
In conjunction with the filing of the
complaint, the defendants agreed to settle
the litigation and be bound by a consent
decree of permanent injunction that pro-
hibits them from committing violations
of the FDCA.
The consent decree requires the
dietary supplement manufacturer to
cease all operations and requires that if
the defendants wish to resume manufac-
turing dietary supplements in the future,
the FDA first must determine that
Triceuticals manufacturing practices
have come into compliance with the law.
The consent decree was filed with the
complaint in June and docketed yester-
day.
Triceutical was the manufacturer of
Joint King dietary supplement, which
was found to contain high levels of
Vitamin D. A consumer of Joint King
experienced headache, confusion and
kidney failure resulting in hospitalization
due to Vitamin D toxicity.
The FDA referred this matter to the
Department of Justice. The Consumer
Protection Branch of the Justice
Departments Civil Division, together
with the U.S. Attorneys Office for the
Eastern District of New York, filed this
case on behalf of the United States.

Yonnie returns to radio. Unlike his last
two stints- co-host of Yonnie and Dillion,

solo-act, with occasional commentary
from his board operator.

captivating personality, Adromeda
Thompson, 23 is called the Honey Diva
of Jamaican dancehall reggae music.
With over 100 songs and other poet-
ic expressions and a dozen records to her
credit, Adromeda has been described as
one of the most talented, energetic and
aggressive female performers to watch.
Her two biggest hits to-date Knock
Dem and Nah Leff which also feature
Zodiak are on the play charts of several
radio stations in New York City, Jamaica
and Canada.
The multi-talented actress, dancer
and model performed and released other

The Aries Jamaican-born talent has
been writing music since age 13 while
attending the Happy Grove High School
in Hectors River, Portland where she was
living with her parents and four siblings.
Known for her hardworking attitude and
