EACONS
Deacons diakoneo (dee-ak-on-eh'-o): from the word “serve” seen in Acts 6:2, 3. Diakoneo: Deacon - to be an attendant, i.e.wait upon (menially or as a host, friend, or [figuratively] teacher). Appointment: Acts 6:3 gives us proof that deacons were to beappointed and it is the multitude of disciples that is to carry thisout. Note: the twelve instructs other disciples, not the multitudeof saints but disciples. At the ascension of Jesus the Disciples were numbered over Onehundred and twenty. Shortly after the revelation of The HolGhost the multitudes of souls that was added to the church wasover three thousands.What this reveal is that the multitude of disciples were really amultitude as needed for the nurturing of the multitude of souls.
 
1.Qualification: Acts 6:3 gives a foundational basis on their qualification. The deacons were not just supposed to be honest but have honest report; they were to show evidence of being fullof the Holy Ghost; they were to be wise (full of Godly wisdom).This is for the purpose of being over the business of the body (local assembly).

Qualification: 1Timothy 3:8-13. This passage shows us that a deacon should be grave (inspiring; reputable; dignified), not double tongued (two-faced, deceitful in one's words; saying onething and meaning something else) nor greedy of filthy lucre (A person who is eager to gain even if such gain degrades his moralcharacter.). They (Deacons) should hold the mystery of the faithin pure conscience.It is commonly felt that ladies in the church are to be placed inthe position of deacons. This is due to Phebe being mentioned asa servant. For this to be true it would contradict 1Tim 3:12(husband) and Acts 6:3 (men) which clearly states that a deaconmust be a male. All believes should live in a manner that they can be used of God (serve), this does not mean that they are tobe place over the business of the body (1Tim. 2:12).E
LDERS
There are different levels of an Elder/overseer. It starts with onewho is at a basic level in a local assembly; then with the level of a pastor; then a bishop and perhaps higher. This can be seen in1Peter 5:1, where Peter address himself as an elder in hisaddress to elders that are lower than he. Appointments: Titus 1:5 shows the apostle Paul giving instructionto Titus (who would now be an overseer) to ordain elders in every city. This is not for the body to do, but for Titus as an overseer todo, base on the instruction of Apostle Paul and not the body. Acts 14:19-22. Here is provided additional info as to the rule of God concerning the appointment of elders.
