INTRODUCTION
The Standard Operating Procedures SOPs articulated
in
this document areintended
to
provideguidance
on
the conduct
of
ollow-up activities
by
the Government
of
Canada with respect
to
detainees transferred by the CanadianForces
in
Afghanistan pursuant to the 2005 Arrangement concluded between Canada and Afghanistanand the supplement
to
that arrangement concluded
in
May 2007. These should be viewed as part
of
an
iterative process which can
be
adjusted
to
respond
to
new requirements as required.One of Canada's

CANADIAN ROLES AND RESPONSIBILITIES
The Department
of
Foreign Affairs and International Trade (DFAIT),
in
consultation with partnerdepartments including the Correctional Service
of
Canada (CSC), the Royal Canadian Mounted Police(RCMP), the Department of National Defence (DND), the Canadian International Development Agency(CIDA) and others as required, leads
in
the
implementation
of
these SOPs. This remains, however, a'whole of government effort and will require continued contributions and expertise from a variety ofCanadian departments.The following lists the primary roles and responsibilities
