Subject: Resolution 15-2014

The introduction of this resolution is of great concern to our citizenry. Our residents
have little to no background on why such a large expenditure of funds ($189,000.00) is
being considered. There exists no public records, ordinances, resolutions, or any other
documents explaining the genesis of the requested expenditure and deliberations as to
when, how, and by who(m) decided that eventually Madison Village would be
responsible to pay such an obligation to the Madison Fire District.

Therefore, I believe it incumbent upon those members of council, the administration,
and the mayor to fully explain, IN WRITING, as to all the particulars leading up to the
necessity of passing resolution 15-2014.

I believe the public is entitled to the following questions being answered:

1) When was it first discussed, and between who(m), that the Village would
pay for any addition(s) to Village Fire State #1?

2) Why werent these discussions done in a public forum and memorialized
in a written public document?

3) What legal basis supports the Village paying the fire district as outlined in
Resolution 15-2014?

4) What factual basis supports the Village paying the fire district as outlined
in Resolution 15-2014?

5) In the News Herald article of July 22, 2014 Councilman Takacs stated
Village officials like himself assured people and township leaders that the
Village wouldnt merely take back their property after the district paid to
construct an addition to Station 1 in 2009.

Questions:

Besides Councilman Takacs, who(m) were the other Village officials
that made such assurances and when were these assurances made; and
what were the specific assurances?

Name the people and township leaders that were assured?

Why werent these assurances memorialized in public documents?

6) When did you first read the 1982 lease?

7) What is the specific background and what were the decisions that were
made on the fire board as well as in the village, per the above stated News
Herald article, that leads you to believe the village is obligated to pay the
fire district $189,000.00?
