 August 5, 2014 In September, 2013, our organizations
 Bridge House, Boulder Outreach for Homeless Overflow (BOHO) and Boulder Shelter for the Homeless
 initiated discussions on how we could increase our effectiveness as the major providers of services to the adult homeless population in our community. As the discussions ensued, we were joined by the Community Foundation Serving Boulder County and engaged the Burnes Institute to analyze the services and operations of the three organizations to identify opportunities for collaboration and cooperation among us
 all aimed at improved service delivery to homeless men and women. The Burnes Institute report contains an analysis of and information about the three organizations, interview and survey results from Board members, staff, volunteers, civic leaders, elected officials, donors, the faith community and clients. The report endorses the programs and services of our organizations while at the same time, as we asked, makes recommendations for changes to increase our effectiveness, including optimizing the utilization of scarce resources. The recommendations are now being assessed as to their feasibility, systemic impact, and alignment with the Boulder County Ten Year plan. This process will take some time as several of the recommendations are major changes to current practices and many are interdependent. The process will explore and weigh the structural and financial implications to the organizations individually and collectively, with a strong commitment toward improved efficiency and effectiveness for the clients we all serve. The boards of all three organizations view these recommendations as possibilities only, an excellent catalyst to joint analysis and decision making, and are deeply supportive of the discussion. The final decisions may differ from the recommendations as they currently exist and while all recommendations will be considered, some recommendations may not be implemented at all. Our three organizations are committed to working together in this process to improve services to homeless adults. Thanks to all who participated in or funded this report, and we look forward to sharing with you the results of the ensuing assessment process.
