Track 1: Public Personnel Administration

Track 2: Managing for Quality
Focus: To provide essential information concerning thepractice of building quality into public and non-profitorganizations. Practices such as Re-engineering, TotalQuality Management (TQM) and Strategic Planningwill be explored in detail. The course will also focuson how a systems approach can help publicadministrators to understand the way in whichorganizations can improve their operations.
Track 3: Organizational Communication
Focus: To provide essential information concerning thepractice of communication within the organization.Topics include communicating with governing andoversight bodies, barriers to effective communicationand dealing with disagreement, conflict and groupthink.Improving oral and written communication skills willalso be covered in this track.
Track 4: Public Finance and Budgeting
Focus: To provide essential information concerning thepractice of public finance and budgeting. The basicsof finance, budgeting and public sector accounting andauditing will beinclude cut back management and economic development.explored in detail. Additional TopicsTX StateSan Antonio

Track 5: Productivity and Program Evaluation
Focus: To provide essential information on how toconduct public administration research leading towardthe evaluation of public and non-profit sector programs.Benchmarking, program evaluation and the tools andtechniques of public administration research will beexplored. In addition, the basic principles of legalresearch will be covered in this track. 
Track 6: Information Systems for Managers

Track 7: Applied Projects Practicum
Focus: To provide students with the opportunity andtools necessary to prepare a major applied project /projects related to their organization or area of interest.This track is the "capstone" of the CPM Program andwill incorporate lessons and information provided inthe other six tracks. CPM courses can be taken in any order. For eachcourse, participants will receive a certificate of Continuing Education Credit from Texas State formanagement training and education. Academic creditat no additional cost may be granted to those studentswho are registered through the Texas State Office of Correspondence and Extension. Registration foracademic credit will be conducted on the first day of the course. To learn more about qualifying for universitycourse credit, please contact the director of the WilliamP. Focus: To provide essential information aboutmanagement information systems used by public sectorand non-profit sector managers. Tools and systems suchas the Internet and on-line federal and state data baseswill be identified and discussed in detail. Addi-tional topics include geographic information systems,and radio frequency identification technology.Each of the tracks is team taught by a combination of academic and practitioner faculty. Academic facultyare on the regular faculty of Texas State University,The University of Texas at Austin, Texas A&MCorpus Christi, Stephen F. Austin Stat University, UTPan American, The University of Texas at Arlingtonand other major Texas universities. Practitionersinclude city & county managers, state agency depart-ment heads, and school district administrators. Theseprofessionals come from a variety of positions in city,county, schools, state and federal government. Practi-tioner faculty are also drawn from the non-profit andprivate sectors.All seven tracks will have a faculty member responsiblefor organizing and coordinating each course. Eachcourse will include practitioner faculty assigned todevelop and deliver the track. Practitioner faculty havesignificant input into the design and delivery of allcourses in the CPM curriculum.Offered by the Texas State University’s William P.Hobby Center for Public Service, the CPM program isa sequence of seven courses offered over a 14-21 monthperiod. Each of the seven courses normally meets 1or 1 1/2 days a month. Courses are currently offeredin San Marcos, at the Texas State University campusand in the following locations: San Antonio, Arling-ton, Nacogdoches, Austin/Round Rock, CorpusChristi, Longview, Houston, Abilene, San Angelo,Texas, Edinburg and McAllen Texas.For information about CPM Schedules in the cities listedabove go to the CPM website at www.txstate.edu/cpm.The CPM program consists of the following seven tracks(courses): personnel administration; managing forquality; organizational communication; public finance;productivity and program evaluation; informationsystems for managers; and applied projects practicum.Each track is organized to include seminars, workshopsand field-based projects. The program is designed toenhance the skills and abilities that participants needto deal with "real world" problems and situations.Persons may sign up for the CPM courses individuallyor for the entire Program. Class size is limited to 30.Individuals signing up for the entire program will beguaranteed a slot for the entire seven track programs. in Texas CPM program provides participants witheligibility for membership in the Texas State Societyof Certified Public Managers and the AmericanAcademy of Certified Public Managers. CPMgraduates may be provided a one year mem-bership in the American Society for PublicAdministration (ASPA).

- Texas CPM studentsare eligible for Texas State university benefits suchas computer accounts on the Texas State mainframe.The CPM program is endorsed by the Texas Chapters of the American Society of for Public Administration(ASPA) and has been approved for continuing educationcredit by the County Commissioners EducationCommittee as mandated by the Texas State Legislature.The Texas Commission on Law Enforcement Standardsand Education (TCLOSE), the Public Texas StateBoard of Accountancy and The County Treasurers’Association have also endorsed the CPM Program forcontinuing education credits.
