FACILITY CONDITION ASSESSMENTSUMMARY

Introduction
MENG Analysis was commissioned for a 2014 update to the Seattle Public Schools (SPS)
comprehensive facility condition assessment (FCA).

Criteria for noting deficiencies were defined as any system with major maintenance
deficiencies greater than $3,000 raw construction costs and a remaining useful life of less
than 6 years.

The FCAs include qualitative condition assessments as well quantifying major maintenance
needs and deficiencies with their estimated costs for repairs to each of the systems.

Reports
The 2014 FCA Reports are contained in three Volumes:

Volume I Site Assessment Summary Reports & Project Cost Reports
Volume II Facility Summary Reports & Detailed Assessment Reports
Volume III Education Adequacy Reports

All cost estimates contained in Volume I reflect Project Costs for Backlogs in Maintenance
and Repair (BMAR), whereas cost estimates contained in Volume II reflect raw material and
labor construction costs.

FCA Analysis
The analysis of the FCA reports includes both qualitative and quantitative scoring. Qualitative
scoring is based on a scale from 1 through 5 using the following definitions:

1. Superior, <5% replacement
2. Adequate, 5-10% replacement
3. Needs improvement, 10-30% replacement
4. Needs improvement, limited functionality, 30-50% replacement
5. Needs improvement, system inoperative, >50% replacement

Quantitative data is based on quantities and cost estimates for deficiencies associated with
specific facility building systems. These are presented as a series of summary reports that
the SPS capital planning group can use to prioritize needs based on actual building system
conditions, as well as implementation costs.


Facility Backlogs of Maintenance and Repair Costs
To generate estimates associated with noted Backlogs of Maintenance and Repairs
(BMAR), each individual surveyor provided parametric estimates of quantities for
deficiencies during the course of each facility condition survey. Condition notes and
estimated quantities were entered into the assessment database. Basic unit costs to repair
systems deficiencies were included in the database and surveyors applied difficulty factors
to generate parametric estimates that would be reflective of current (i.e., J anuary 2014)
market costs in the Seattle area.

Raw Costs vs. Project Costs
BMAR cost estimates included in Volume II are for specific system deficiencies and
estimated as raw construction installation costs (i.e., labor and materials) and exclude

mark-ups for contractors overhead and profit. They also exclude any additional costs that
may normally impact other facility systems during the course of repair. The Total Project
Cost Reports included in Volume I include the following markups on raw construction costs:

20% mark-ups for contractors overhead and profit,
25% design contingency, and
46% soft costs.

Condition Survey Teams
Two multi-disciplinary architectural and engineering teams were assembled to perform
facility condition assessments for 106 of the 118 facilities owned by Seattle Public Schools.
Each team was comprised of two (2) specialists representing
Mechanical/Electrical/Plumbing and Civil/Structural/ Architectural disciplines. Both teams
were supported by a cost estimator.

Condition Survey Schedule
The condition surveys began on February 4th, 2014 with all surveyors participating in a group
training survey. This training addressed the survey methodology, associated survey forms, and
the database. After the FCA team had surveyed several schools, another training review was
conducted to address questions and to normalize the consistency of evaluations across each
of the survey team members. The condition surveys were completed the first week of April,
2014.

FCA Terminology

Facility Condition Assessment (FCA): A structured process to document the conditions of
site infrastructure and building systems. FCAs are typically performed by multi-disciplinary
teams as rapid visual assessments and do not include destructive testing. Facility
information and condition data should be maintained in a database for ease of
updating and reporting. The data should be renewed over time.

Current Replacement Value (CRV): The current replacement cost of the facility, including
construction and project cost markups. It is contained in the CRV models for each
facility use type. That base CRV is factored by geography, size, and type of construction,
specific to each facility to attain the facility specific CRV.

Facility Condition Index (FCI): A benchmark used to compare relative condition of
facilities within a portfolio of assets; derived by the following formula:

FCI =Backlog of Maintenance and Repair (BMAR)
Current Replacement Value (CRV)

There are a number of different methods used by various organizations to calculate that
backlog. For this reason, using FCIs to compare one organization to another
organizations is not always appropriate.

This study uses a parametric method that calculates BMAR based on the assessed
condition scores. The statistical basis is a study conducted by NASA on over 10,000
surveyed facilities that evaluated the backlog of repair items relative to qualitative
condition scores 1 through 5. The parametric backlog for each system is calculated
based on a statistical theoretical percentage of that system that would need repair or
replacement for each of the qualitative condition scores.

Parametric Costs: Parametric cost estimating is a technique that uses statistical
relationships between historical cost data and other program variables, such as system
condition or age. Historical cost data is typically used at a high level (e.g., cost per
square foot) and often represent conceptual, order-of-magnitude costs for initial
planning or discussion purposes.

Remaining Useful Life: An estimate of the years that a facility system may remain
serviceable or in operation before failure; Failure would then require system renewal or
replacement.

Subsystem: The term subsystem in this report refers to a UniFormat Level 3 building
systems category (e.g., B3010 - Roof Coverings; or B3020 Roof Opening; or B3030
Projections).

System: The term system in this report refers to a UniFormat Level 2 building system
category (e.g., B3000 Roofing)

Last Major System Renewal: The year in which a system was last renewed (substantially
repaired or replaced).
Original System Date: The year a system was originally constructed/installed.
Subsystem Assessed Condition Score: The field surveyors assessment of condition
assigned to each facility subsystem. The rating uses a scale of 1 through 5, where
1=excellent, 2=good, 3=fair, 4=poor, 5=unacceptable.
BMAR (backlog of maintenance and repair): This is an estimated amount that would
need to be spent to bring the facility up to good condition.
Subsystem Normal Life: Industry standard subsystem life between renewals or
replacement cycles.
Capacity 2020 Right Size: This is the capacity as of 2020. For the purpose of developing
attendance boundaries that are appropriate in the long term, capacities that are right
sized provide a dedicated teaching space for each PCP teacher. They also provide a
dedicated computer lab at each school and remove current portables about 15% of the
total classroom count.

Relatively new, although not fully to current Educational Specification or in line with reference school. Quality
facility with some early signs of finish wear in such things as exterior paint finishes and interior carpet. Storage is
an apparent space challenge throughout, as well as proper ADA access and would be exacerbated by full capacity
occupancy. As population has been increasing so will space challenges.
Adams is an older, moderate-sized two story, wood framed building that was originally built in 1970. It was added
onto and fully modernized in 1989. The roofing is over 25 years old and should be scheduled for replacement soon.
There are patches on both the flat and sloped roofs with signs for repaired leaks of past water intrusion at the
corridor adjacent to the gym entry and in the East end of the mechanical attic. Carpeting in the Library and
Administration has been replaced. The water source heat pump units and boilers are now 20 years old and at the
end of their expected life span. Cooling tower appears in fair condition. Some roof ventilation units appear to not
be functioning that support the admin areas, and should be evaluated to working condition. Most lighting has been
upgraded but is still a mix of older and newer fixtures.

This school sits majestically facing S Graham St, and is a fine example of 1950's school architecture. The building
looks important, and feels much like a high school inside. The school is large and sits on a very small site, so on-
site parking is minimal. Parallel street parking is available. First floor hallway floor finishes have been replaced
recently but in general the entire school needs modernization of its systems and finishes throughout. With full
modernization this school has great potential to be a showcase school.The school is bounded on the north by
Seattle Parks' Brighton Playfield which provides athletic fields for the school.
Aki Kurose was built in 1952 as a very large 2 story Junior High School. The building has held up well over the
years but needs major upgrades to it's mechanical and electrical systems as well as new exterior doors, classroom
flooring, casework and domestic water piping.

Older school on level site with connected community center and playfields. Facility is rigidly laid out in basic double
loaded corridor on first floor and has a second story portion that is not double loaded but rather fed by three
independent stair wells and one elevator. Intercommunication from stair to stair on the second floor entails going
through at least two occupied spaces. The elevator only directly serves one stairwell set of rooms. The site is well
suited to outdoor play with ample hard surface play area that is worn and much newer large play structure and lawn
playfields. Bus and parent drop off and most parking are on street. Some minor ADA issues around the site could
be easily addressed.
Alki Elementary is a 2 - story School constructed in 1954. The earthquake of 1965 destroyed the central portion of
the building which was then reconstructed. Except for the installation of copper water piping the building has not
seen much in the way of up-grades over the years. The building needs a lot of work including major replacement of
the mechanical and electrical systems, replacement of exterior windows and doors, interior doors, classroom
flooring and casework and completion of the roofing replacement.

School is a very poor fit between original school and added classroom wing. Both parts are rather rigid double
loaded corridor style but the newer addition is even more institutional and cool in feel. Site is very tight and mostly
hardscape with no significant landscaping, lawn or other green space. All site access for the public is from the
street and parking is very tight.
Arbor Heights was constructed in 1948 as a small 2 - story concrete building. In 1958 the East and West classroom
wings were added. The majority of the classrooms are "transportable" which were probably never meant to last this
long. Except for the roofing, all of the building systems and finishes are worn out and in need of major replacement.

Handsome renovated older school building with great public image and ample space with some exceptions for
specialties. Spaces are mostly generous, warm and hospitable to learning and community use. Lack of any
covered play area, only a small gym and no large multi-purpose space are serious drawbacks to facility. Playfields
quite ample with large park like field immediately adjacent. Hard surface areas next to school somewhat disjointed
into small areas due to having to work with sloped site. Limited on-site parking and on street drop off and pick-up
including buses. Exterior windows and trim paint peeling and unsightly.
BF Day is a large three story Elementary School that was originally constructed in 1892. It was mostly modernized in
1991, and all of the newer systems are in very good condition. The double hung single pane wood windows were not
addressed during the modernization and they are now in very poor condition. All of the asphalt areas of the site
appear to have received some attention and are in good to fair condition.

Older facility of handsome stately character. Space has been added that does support the program. Facility is very
stately but very worn in finishes and systems. Basic spaces only and almost no specialty support spaces exist and
no space meets current program. Site is largely accessed from street for bus and parent load/unload although joint
use parking lot has been added with neighboring church. Play area is largely hard surface with a bark area and play
structure. Two older portables exist on south end of building in use for child care and other specialty support
functions.
Daniel Bagley is a small two story school constructed in 1930 of brick clad unreinforced masonry with a wood roof
structure. Other than the electrical service which was replaced in the 1960's, the building has not had any major up-
grades or renovations. The major issues that need attention are replacement of the very old flooring and ceiling
systems, up-grading the old single glazed wood windows and wood doors, installation of new classroom casework,
replacement of the interior doors, expand the fire sprinkler system to cover the whole building, replace the
antiquated HVAC system with a new modern system, up-grade the electrical service and completely rebuild the
asphalt play area. All existing doors include non-compliant hardware.

Ballard High School was reconstructed as a new facility in 1999. The educational specifications (ed specs) and
resulting design serve as the District Standard so most of the spaces and general arrangement result in superior
educational adequacy scores. The school was constructed on a tight urban sight resulting in more vertical
circulation than ideally desired and some less than ideal adjacencies. Finishes and general environment are
holding up well (with the exception of some exterior elements).
Ballard High School is a large 2-story building constructed in 1999 of a steel frame with brick and CMU veneer. The
building is barely 10 years old and while some of the finishes are starting to show some aging, all of the major
systems are in excellent condition except the roofing and window systems.

This early 70's original building (similar plan to Maple) has undergone a major addition and partial remodel from four
years ago, but remains well under the District's guide school in overall appearance and functionality. It is also
substantially below the program area provided for the guide school for almost the same number of students,
although this is caused partly by the "open plan" layout which reduces the circulation spaces substantially within the
building. The original building, being of an "open plan" design has minimal exterior windows to the typical
classrooms. The open plan creates a great deal of visual and audio distractions which might work for some
students who can successfully filter out external input, but not for the majority. The ceilings in the older building are
relatively low, which tends to accentuate the "cave-like" feeling of the school in general. The newer wing is relatively
plain on the exterior and doesn't attempt to match the existing structure, yielding a two-building campus

This is very attractive historic school in an nice older Seattle neighborhood that has been well adapted to current

school, relative to the guide school, is that it lacks the large group instruction common spaces that accompany the
classroom clusters for the guide school. However, given the historic structural "givens" for this school and the
"compromises" that have already been made in the modernization to accommodate additional program square
footage, it would not be recommended to try to reconfigure this school in any way. It works very well the way it is
and is a great source of pride to its immediate community.
Bryant Elementary is a large 3 - story School originally built in 1926. The School was added onto and totally
modernized in 2001. All finishes and systems are in excellent condition and are wearing quite well. No major work
should be needed at this school over the next ten years.

School maintains a traditional look with a strong public image that fits well into the Queen Anne neighborhood. The

with overhead skylights. Spaces are mostly generous, warm, and suitable for learning and community use. No
grass playfields. Hard surface play areas and big toy areas are nicely sized and usable. There are approximately
20 on-site parking spaces. Drop off and pick-up including buses occurs on the street.
Coe Elementary School was constructed in 2003 as a replacement for the original 1907 school. The main building is
3-story and replicates the original building. The Gym building is a single story structure that houses a cafeteria,
kitchen and a central heating plant. All of the systems and finishes in the building are less than ten years old and are
in excellent condition. The Gym building is showing excessive wear on the exterior south facing building face.
There appear to be some issues with roof or roof flashing that have been repaired, but have caused additional
deterioration of the exterior skin.

date and adequate for contemporary educational programs.

recently (3 years ago) undergone a minor remodeling and two major additions. One addition is directly attached to
the main building and includes a gym/commons space, kitchen, special education classrooms (2) and a 5th grade
pod of 2 classrooms. The separate westerly annex building houses a pre-school facility and an art/science
classroom. The overall school is below the program area and building area of the District's guide school. This is
partly due to the open plan layout which reduces the circulation space somewhat within the building but also
because the typical classrooms are smaller. There are also some program areas that are reduced or missing, such
as only one pre-school, no computer lab, etc. The open plan school creates a great deal of visual and audio
distractions which makes teaching and learning difficult for teachers and students. Classroom windows are minimal
and the overall cluttered appearance of the classroom environment results from lack of visual barrier walls,
concealed storage space, and exposed utilities that have been retrofit into the building. The new east wing and
westerly annex building are attractive additions to the site.
Dearborn Park was constructed in 1972 with concrete and heavy timber as a mostly open landscape classroom
design. In 2006 a Gym, cafeteria and classroom wing was added and some modernization occurred in the original
building.

projectors. This reviewer attended junior high at this school shortly after it was constructed and it still looks almost
the same If there is a drawback to this school educationally, it is very large. Educational delivery strategies that
would help breakdown the long travel distances and help "cluster" students into smaller associations (as is done to a
degree at present) would help ameliorate this scale situation and probably improve its educational effectiveness.
This school is a great example of good original programming, design, and construction by all parties. The facility in
general continues to slip in terms of its overall aesthetics and appearance.
Eckstein Middle School was originally constructed as a Junior High School in 1950. It is a 2 - story building with a
concrete frame and a wood roof structure. The exterior walls have an excessive amount of glass block above a
shallow band of windows. This facility has not seen any major modernization or remodel work since it was built.
Many of the buildings systems are wearing out and will need some level of repair or replacement in the next 10
years. These systems include the skylights, classroom casework, Gym bleachers, VAT flooring, exterior window
system, exterior doors, the entire HVAC system, electrical convenience outlets and all of the asphalt parking and
play areas.

The Emerson School was originally built in 1909 as a small 3 - story Elementary School. In 2001 it was added onto
and fully modernized into a large Elementary School. All of the buildings systems and finishes are in excellent

This large historic school has been completely modernized in 1991. Most of that modernization configured the
school near current standards. The straightforward racecourse configuration is compact, but located on 4 floors with
a separate PE / athletic facility a block away from the main building. Many spaces are high volume with good natural
light, but many classrooms and labs have been placed inboard with no natural light. Corridors are generally dark
with lowered acoustical ceilings that detract from the otherwise high quality environment.
Franklin High School was originally constructed in 1912 as a 4 - story steel and concrete framed building. A stand-
alone Gymnasium was built in 1958. In 1991 the entire campus was modernized and a second Gymnasium was
added to the original one. The facility is now 23 years old and in need of some attention. The entire interior of the
building needs painting. The old single glazed wood windows should be replaced. The water source heat pump units
will need to be replaced in the next five years.

The appearance from the main approach street is of a single story building as the site slopes down to the south and
west to provide day lighting of the lower level. The school is about 40 students under the District's guide school and
contains approximately 16,000 sf less. Its current student population of 346 is slightly less than its rated functional
capacity of 360. However, given the imbalance towards kindergarten this is probably a reasonable differential. It is
currently configured as a 2 round (2 regular classrooms per grade) school except for kindergarten which consists of
4 classrooms. The imbalance of grade level student populations means that fifth grade consists of 1.5 classrooms
presently. There is only one pre-school classroom. The older main school has received only minimal upgrades and
is of much lower overall quality than the relatively recent west addition. One newly constructed portable has been
added recently at the back of the site.
Graham Hill Elementary was constructed in 1961 as a small 2-story school. In 2004 a Library and six classrooms
were added at the west end of the original building. At that time flooring and other finishes were up-graded in the
original school.

This is a very nicely modernized elementary school located in a very nice area of Seattle. The educational program
for which it was designed and constructed in 2002 is very different from the currently configured program in this
school. If the current programs in this facility are to remain for the long term and at their current population (370
including preschool programs), some revisions should be made to bring this facility up to comparable educational
adequacy as the District's guide school. Given its restrictive site and historic envelope it will not be recommended to
try to add more square footage to this building. Some internal improvements such as toilets may be achievable but
at relatively high expense. If the educational program were revised back to a typical K-5, 3 round elementary school,
very little would need to be done to this school for it to meet the District's guide elementary school standards.
The original Greenwood elementary school was a 3-story building constructed in 1909. In 2002 new East and West
wings were added and the existing building was totally modernized. All of the buildings systems are in excellent
condition and should be good for at least another 30 years. The single glazed wood windows in the old building were
retained and they already have peeling paint. They should be replaced with modern dual glazed units.

The comprehensive program is housed in a large facility. The school has received incremental upgrades, including
a library and a science modernization/addition, and most recently a new 2-story classroom wing directly adjoining
the existing building at the west. Major site improvements of the athletic fields area of the site including a new
concessions building and major parking and lighting upgrades were also completely recently. But to date, no
complete modernization has been done for a large portion of the remaining building. The school is above average
size for its capacity. It's mostly single-story configuration is spread out on a large site in a fairly rigid grid with double
loaded corridors efficiently arranged around open courtyards. The most recent classroom addition, however, takes
a different and welcome approach in being a two-story single-loaded corridor configuration bathed in natural light
from skylights above. The prevalent masonry construction of the older portions of the school limits flexibility for
rearrangement of this basic layout, but the open courtyards offer space for expansion of key program areas; similar
to the recent library and science expansions. The older hard durable surfaces and flat ceilings present a relatively
Ingraham High School was built in 1960 as a mostly single story concrete frame structure. There are six buildings
on the site consisting of large main building, a small science classroom building, a smaller Tech/Ed building, a
Concession building and Field storage building at the football field. There is also a 2-story classroom wing addition
to the west of the main building that was competed in 2011. The buildings have only had minor up-grades over the
years but are still in pretty good condition. Items that will eventually need to be addressed are the remaining single
galvanized windows, the remaining poor roof areas, the " VAT" floor tile, galvanized water piping, the aging heating
system and the aging electrical system.

The school is a large school designed originally as a secondary school. Most of the school is still as originally
configured with many original finishes. With a performing arts focus, much of the program has configured several
adjoining spaces to accommodate larger groups, but again, the facility itself has not been adapted, with many dark
and acoustically poor spaces for this use.
Jane Addams was originally built as a Junior High School in 1948. It is a large 2 - story school constructed of

This is a classic historical Seattle School District school that was used for many years (25+?) as an alternative high
school. The exterior has a generally very attractive appearance and a nice neighborhood setting, although it is
situated on a relatively busy street (Ravenna). The interior layout and ceiling heights are very workable although the
general classroom configuration along the corridor is only 22 feet wide. This would be a problem if used as a typical
classroom of 30+ students with a classroom of 30 in other schools. This building is in great need of restoration and
typical modernization upgrades for utilities, infrastructure, systems, equipment, components, seismic, ADA, etc.,
which would make it a school that would be comparable to the District's best historical facilities.
John Marshall was originally built in 1926 as a Junior High School and is now closed. The building is three
stories constructed of concrete and wood. This building has not had any major improvements over the years
and all of its systems and finishes are totally worn out.

This is a very attractive modernized historic facility and a proud community focal point. The building, being 4 stories
in height, has to overcome a configuration "given" that makes flexibility of educational programming more difficult

programmatically and its program spaces are generous and very comparable to the guide school. The addition of
some newer AV technology and possibly some smaller educational learning spaces would make the educational
adequacy of this school very comparable to the District's guide school. The current school student population at 366
is approximately 10 students over its program capacity.
John Stanford International is a medium sized 4 - story Elementary School that was originally constructed in 1906
and was fully modernized in 2000. All systems and finishes are now over ten years old and are in good to fair
condition except for some minor exterior wall issues.

Kimball is a one-story open concept school on a small site. It is much smaller than the model school. An addition of

gravel parking lot is on the northeast corner of the property immediately north of the eight portable buildings. Drop-
off/pick-up occurs in the street right-of-way.
Kimball Elementary was built in 1971 as a single story wood frame open landscape classroom school with a stand-
alone Gym building. In 1998 a classroom/commons addition was built to infill the area between the original buildings.
At this time the original buildings were mostly modernized. Some items that still need attention are the old electrical
service, the asphalt playgrounds and the single glazed exterior windows.

Lincoln High School is one of the District's oldest and largest facilities. Over the past few years it has served as an
interim school for other schools as they are modernized. Some changes were made to this school to accommodate
the interim use; particularly in the core building; but most of these are interior changes, with little upgrade to the
facility's main systems, structure, or shell. The facility has a large amount of space, but much of it is divided into
smaller classrooms; with the main support spaces such as cafeteria, commons, gyms, theater, etc located
separately on campus with little logical connection. Some of the original spaces are of great scale with large
windows, high volumes, etc, but the partitioning and the condition of the finishes and systems would most likely
require a major interior reconstruction in order to bring the entire school up to current standards as a high school.
Lincoln High School is a large facility consisting of three buildings. The original 4 - story Academic building was
constructed in 1906 with 3 - story wings at the North and South add in 1915. These buildings are of concrete and
heavy timber construction with brick veneer. In 1960 a 2 - story stand-alone Gymnasium building and a single story
stand-alone Auditorium/classroom building were added to the campus. These buildings have tilt-up concrete walls
with steel roof structures. The Gymnasium and Auditorium buildings have never been modernized, but are generally
in good condition. The original portion of the main building was modernized in 1997 and is generally in good
condition except for worn out carpeting and a very poor exterior windows system. The North and South wings of the
main building have had very little work done to them over the years and all of their systems and finishes need to be
up-dated.

This is a school building of great character and warmth but is beyond its reasonable life without major refurbishment,
space augmentation and system improvements. Hallways have had new vinyl flooring and paint, with some
windows upgraded. Site is level with ample hard surface play area, a new large play structure on bark and relatively
new, improved park like elements at south end of site. No formal on site parking and all drop off and bus
load/unload on street frontage. Increasing student population amplifying the negatives of an older building and many
undersized and worn spaces and systems.
This school was originally constructed in 1931 with two additions in 1945. It is a 2 story brick clad structure that has
not had any major improvements over the years. The plumbing piping, plumbing fixtures and the HVAC system are
mostly original and are very antiquated. None of the classrooms have any casework or sinks. The electrical system
is probably barely adequate, but it is old and should be replaced. The building has fire sprinklers in the corridors
only, which is a life safety issue. Many of the windows have been replaced with dual glazed units, but some single
glazed windows still remain. Most exterior and interior doors have non compliant hardware. Roofing was replaced
in 2009 and is in good condition.

Mann (Nova) Alternative school is housed in a historic building that was not originally designed as a school.

office and a makeshift kitchen are located in raw basement space. The facility is quite old and extremely worn. The
Nova program is not scheduled to continue in this facility.
The Mann School is a three story wood frame building constructed in 1902 on a small site. The School has recently
received new roofing, water piping and fire system upgrade, but the remaining systems and finishes are mostly
original and way past their expected life spans. These systems include the exterior wood siding, exterior windows

This early 70's original building (similar plan to Beacon Hill) has undergone a major separate building addition and
partial remodel from four years ago and like Beacon Hill is well under the District's guide school in overall
appearance and functionality. It is also substantially below the program area provided for the guide school for
almost the same number of students, although this is caused partly by the "open plan" layout which reduces the
circulation space substantially within the building. The original building, being of an "open plan" design has minimal
exterior windows to the typical classrooms. The open plan creates a great deal of visual and audio distractions
which probably works for some students who can successfully filter out external input, but not for the majority. The
ceilings in the older building are relatively low which tends to accentuate the "cave-like" feeling in general. The pre-
existing gymnasium was remodeled, at the time the new gym building was constructed, into a separate 3-classroom
pod ("Pod D"). The gym building addition, in addition to the gym/commons, houses special ed, art, and childcare as
well as the kitchen and stage.
Maple Elementary School is a single story facility constructed in 1971 with mostly open landscape type classrooms.
In 2006 the main building was mostly modernized and a new Gym building was added.

This school has a nice neighborhood setting, and with relatively efficient and typical modernization expense could be
very attractively upgraded. However, the site condition of the facility continues to deteriorate. The basic building in
terms of size, layout, quality, and program spaces is very adequate educationally for a middle school of 635 to 685
students. It has a nice student plaza area adjacent to the main entry and the overall design has durable materials
(brick and concrete) and lots of natural lighting by large window areas and strategically located skylights. The
second floor interior classroom spaces look into a large single story light well area that is adequate for natural light.
The classrooms are proportioned well (30' x 30' typically or larger) and the hallway system with stairways, although
typically inflexible brick masonry, is adequately-sized to serve this building.
McClure is a 2 - story concrete building constructed in 1964 as a small Junior High School. As the basic shell of the
building is constructed of very durable materials it is in good condition. Many of the 55 year old systems and finishes
are worn out. These include the Gym floor, exterior doors and windows, classroom casework, interior doors, floor
finishes, the entire HVAC system, most of the electrical systems including lighting and much of the asphalt paving
on the site.

The relatively recent modernization/restoration of the school has returned it to its prideful and stately past! The
whole school inside and out is attractive and functional and a credit to the District for money well-invested. The
current program as an "International" school seems to be a good fit for a school that would be very small by current
District standards. The site is relatively large for an urban school and has generous hard surface play areas. A
negative for the facility is the quality of the ancillary structures that also occupy the site: The pre-engineered metal
gym building and the two portable structures.
Renovation Highlights include:
Restoration of the building exterior including masonry cleaning, window replacement, new roofing and skylights.
Structural strengthening.
New interior finishes including rubber tile flooring, paint, and acoustic panel ceilings.
New doors and hardware throughout the school.
Restoration of the original maple floors and installation of new maple flooring.
Restoration of the original cloak closets and glass relites in the library.
New energy-efficient gas-fired hot water heating system.
New ventilation system including ceiling fans in classrooms and offices.
McDonald Elementary is a three story concrete and wood building constructed in 1913 as a medium sized School.
Other than an elevator, roofing, flooring, site work and some seismic work, this building is mostly original systems
and finishes that are totally worn out. Building did receive ADA work recently prolonging some related systems.

Older multi-story masonry structure of handsome architecture of quasi-double loaded corridor design. Gym is newer
stand-alone building with attached play shed. Site has no on-site parking, ample hard surface play and a new
artificial turf playfield with small soccer field configuration. There are two small play structures on bark. All bus and
parent drop off is on street. Classroom space amended by two portables behind main building next to gym. Facility
is well worn in finishes and systems.
McGilvra was originally constructed in 1913 as a single 3 - story concrete framed building. A stand-alone Gym
building was added at a later date. The Gym building is in fair condition and should not require any major work in the
next several years other than exterior paint and a new heating system. The main building has never had any major
work done to it, so all of its systems and finishes are worn out and need some level of repair or replacement
including doors and windows.

This middle school occupies a nice neighborhood site and locale that is continuing to be upgraded over time. It is a
relatively large one-story brick building that, with typical modernization upgrades, would be a good long-term
investment for the Seattle School District. The building has exceptionally nice natural lighting from large window
areas with overhangs, "saw-tooth" ceilings/roof-slopes with high clerestory windows that admit light to the westerly
classrooms and hallways, and in other areas natural light is introduced by skylights. The basic building educational
spaces are well-zoned internally with the more active spaces clustered at the south end of the school and the
academic spaces including the library at the north end. The classroom spaces are of a good size, typically, for
varying teaching modes except that the larger ones for science are proportionally too long for effective science
delivery/presentation. The hallways have received new tile in areas and the classrooms have been updated with
ceiling-mounted computer projectors. This school is a good candidate for modernization which would make it
programmatically a very contemporary and efficient middle school and an attractive asset as well.
The Meany School is a large single story building constructed in three phases starting in the 1940's with additions in
1955 and 1962. The School has recently received new flooring and some ceiling tiles. Most of the other systems in
the building are original and need some level of attention. Some of the worst of these systems are the old single
glazed exterior windows, classroom casework, roofing, skylights, exterior doors, interior doors, wood floors,
galvanized water piping, the heating system, all of the buildings electrical systems including lighting and much of the
hard surface areas of the site.

The school is bounded by Jefferson Park Golf Course and athletic fields on the north, 16th Ave S on the west, S
Columbian Way on the south and the VA hospital to the east. There is relatively little separation between the school
buildings and the 16th Ave S street R.O.W. The school's main entry is along S Columbian Way, a very busy street,
where ingress and egress can be difficult. The majority of the parking for the school is south of the buildings in a
small lot not convenient to the main entry. The school has two main buildings. The site is relatively flat. There
are many positives to this school. The 200 building (gymnasium and auditorium) are above average and the size is
adequate. Challenges for modernization include a relatively inflexible structural system and a tight site for access
and parking.
The Mercer Middle School complex contains two single story concrete buildings originally constructed in 1957. The
main classroom building recently received new copper water piping, new VCT flooring in the corridors and new
windows on the West side only. Many of the other building systems are in need of replacement, including the rest of
the flooring, the remaining exterior windows, classroom casework, electrical service and distribution and the old
mechanical heating system.

Very small older two story masonry building of double loaded corridor design only functioning as full elementary due
to augmentation of teaching space by portables. Even the lunchroom and kitchen are in a portable. Site is fairly
tight with portables taking up about 1/3 of open play area which is all hard surface. Also has a medium size play
structure on bark. Building is not ADA accessible. There are just a few on site parking spaces with other parking,
bus and parent drop off is on narrow side streets. As of 2/2014, an additional portable has been added to the
existing portable cluster to augment the educational program. A second floor classroom has been remodeled into a
Library. The District should consider fully modernizing this historic building and retooling it as a special programs
facility with a smaller school population, allowing the numerous portables to be used elsewhere in the District. A
modernization like that done at McDonald International School would return this building to its original presence in
the community.
Montlake Elementary School was originally constructed in 1924 as a small 2 - story school. This building has had
very little work done to it over the years, so all of its systems and finishes need some level of repair or replacement
especially the exterior doors and windows which remain non-compliant hardware and single glazed windows.
Roofing was recently replaced.

Nathan Hale High School was completely modernized with major additions and reconfiguration in 2005. A new
performing Arts Center was added in 2005.
Originally constructed in 1963 of mostly pre-cast concrete in a two story classroom wing configuration with single
story commons, music and shops spaces. An elevated Library was added in 1973 and PAC in 2005. The school
has completed a major renovation in 2012. The modernization included replacing the exterior windows,
reconfiguring the interior spaces and replacing all the electrical and mechanical systems. The HVAC system for
most classrooms is a fan assisted natural ventilation with hydronic based baseboard radiation.

The building is half the size of Educational Specifications standard but small scale is very appealing and friendly.
Building and its systems are well worn. Site is very nice and level and play areas are spacious, but worn. Improved
play area and play structure. Installed in the last few years. Population growth has greatly impacted school with
now three (3) K classrooms and an added portable small groups/tutoring overflowing to hallways and multipurpose
room in use as a teaching station.
North Beach is a small single story building constructed with steel posts supporting a wood roof structure. In 2008
the building was re-roofed, VCT flooring was installed in the corridors and lunchroom and the thin dual pane window
inserts were installed on the East side of the building. The galvanized water piping was also replaced with copper
pipe at this time. The building has never had a major modernization or up-grade, so there are several issues that
should be addressed in the next several years including replacement of the exterior doors, single glazed windows,
the roof over the covered play shed, replacement of the VAT flooring in the classrooms, an up-grade to the old
steam heating system, the lack of a fire sprinkler system, up grading the electrical service and distribution system
and major up-grades to the asphalt and grass play areas.

This facility was constructed in 1914 as a very small single story Elementary School. The building has not

Hard surface area adequate but the asphalt here and in parking is worn and cracked.
Northgate is a relatively small single story school of all concrete construction. The school is neat, clean and well
maintained, but it has not seen any major upgrades over the years except new boilers and controls, domestic hot
water piping, some new windows and VCT flooring and all new interiors for the Library. The major issues that will
have some additional work are: completing window replacement, replacement of classroom flooring (which probably
contain asbestos), Classroom and administrative casework should be replaced. The building does not have a fire
protection sprinkler system. The HVAC system is 53 years old and at the end of its expected life span. The
clock/bell and fire alarm systems are old and at the end of their life span. Most of the asphalt paving on the site is in
poor condition and should be removed and replaced.

basic specialty spaces. Site has three portable buildings, two single and one triple. Triple unit has been internally
set-up to house full day Head Start program. Site has some parking but asphalt is very worn/cracked and layout is
poor. Bus/parent drop off is on street. Play areas are ample hard surface area, some very worn and lawn playfield.
Olympic Hills is a relatively small single story school with brick faced concrete walls and a wood roof structure.
While the building is in fairly good condition, there are a number of issues that will need to be addressed in the near
future. The roofing appears to be over 20 years old and is in poor condition. All of the classrooms have floor tiles
that are in poor condition and may contain asbestos. Classroom casework is generally in poor condition. The
exterior windows are steel framed in poor condition and they are not energy efficient. There is a steel angle lintel
over the windows that holds up the brick veneer above it. The lintel is severely rusted and will eventually fail,
allowing the brick to fall. All of the asphalt paving on the site is badly deteriorated and should be replaced.
Classroom sinks and the remainder of the galvanized water piping are in need of replacement. There is no fire
sprinkler system in the building. The HVAC system is old and does not meet current standards. The electrical
service and branch panels are old and lack sufficient capacity for a modern school.

building is old and worn out, except for the roof and the exterior walls. The exterior doors, classroom casework,
exterior windows, interior doors, VAT flooring, gym wood floor and about one-third of the ceiling tiles are all past their
expected life span. All door hardware is non-compliant. The building does not have a fire protection sprinkler
system. The HVAC system is antiquated by today's standards. The electrical system has been up dated somewhat,

and configuration. The performing arts center is one of the District's finest. Major recent improvements for the
Library and Science program areas as well as to finishes, lighting, windows and window shades, etc. continue to
have a positive impact on this important District school.
Rainier Beach High School was constructed in 1961 as a single, two story, concrete building. In 1967, a single story
Vocational Shop building and a single story Auto Shop building were added. These two buildings are currently
hardly used. In 1998 an Auditorium was added to the main building. While the main building is generally in good
condition, it could use up-date electrical systems, a modern HVAC system, replacement of the galvanized water
pipe, replacement of VAT floor tile, and new energy efficient exterior windows.

Spaces are rather rigid with an expanded double loaded corridor design, but walls have been removed in some

has grade changes from building, (lowest point) to mid-level hard surface play that is degraded asphalt to upper
level new synthetic playfield. ADA is not well met in moving from one end of the site to the other. New energy
efficient windows have replaced the original single-glazed window systems throughout, while preserving their original
character.
James Monroe was originally built in 1930 as a small Junior High School. It is constructed of reinforced concrete
columns and beams with a heavy timber roof structure. The building was partially up-dated in 1970, but has had very
little work done to it since then, other than new copper water piping and partial replacement of the old wood
windows. Virtually every system and finish in this building is 40 to 80 years old and worn out. Most significant is the
windows, roofing and doors.

Decatur is a moderate size single story Elementary School constructed in 1961 of concrete and wood. There were
six classrooms added in 1966. The facility also includes a small building built by the US Navy in the 1940's. Other
than new roofing, the facility has not had any major work done to it over the years. All of the systems and finishes
are 48 years old and are worn out.

Newer facility, overall in very good condition to support educational program. Site has separate child care building

Thurgood Marshall is a medium sized 2 - story elementary School constructed in 1991. Most of the systems and
finishes in the School are in very good condition. The roof appears to have a history of leaks and looks to be at the
end of its life span. The heat pump units are 13 years old and should be budgeted for replacement in the next four
years.

The school is handsome and is located on Beacon Avenue South adjacent to the I-5 greenbelt. The school has a
reasonably sized parking lot. The playfields are adjacent. Bus pick-up occurs in the South Rose Street right-of-
way. African American Academy is now occupied as a K-5 school renamed Van Asselt Elementary School. As
such it contains many elements not typical to an elementary school but in its current use, is much more efficient as a
District facility and offers a wide variety of options for special programs and spaces.
This 4 - story building was constructed in 2000 for a specialized K - 8 Academic Program. The buildings systems
and finishes are in excellent condition and will not need any work done to them for many years. The ground water
leak at the Northwest wall of the Gymnasium appears to have been fixed, but the caulking used is subject to
deterioration and should be monitored.

1907 building is landmark quality although poorly located in relation to current street grid (resides behind 1950
building and well set back from street). Facility has had few substantive updates for educational program support
except an elevator installation and new artificial turf playfield in joint use with parks department. Systems, ADA and
other code issues abound. The 1950 building is long double loaded corridor style layout but extreme wear on all
systems and finishes. Circulation spaces are mostly wide and spacious and adequately lit. Facility size is large
allowing more flexibility and accommodation of program than would normally be available in a facility of this vintage.
But increasing population could impact space use.
The Van Asselt site consists of two buildings. The original School was a small, three story wood frame building
constructed in 1907. It is generally in poor condition and needs major upgrades to all of its systems and finishes.
The other building is a large single story structure constructed in 1950. The building has received modest upgrades
over the years and still needs major attention paid to its aging HVAC system, electrical distribution and egress
lighting, replacement of the galvanized water piping, classroom flooring and casework roofing and exterior doors and
windows.

Older single story masonry building with basic double loaded corridor design augmented by portables for space.
Scale is very nice inside and out but finishes and systems are very worn. Site is level immediately around building
which has some hard surface play areas but then steps down significantly to a larger hardscape play area and then
down even further to a large grass playfield. Some ramp improvements for ADA/code issues have been added to
allow access to the hardscape areas. There are several play structures scattered around the site. There is almost
no on-site parking and bus/parent drop off is on street. Student population growth putting pressure on existing
building limitations. All hallway floors have received new resilient tile flooring relatively recently.
View Ridge was originally built in 1947 as a sprawling single story facility constructed with a mix of steel, concrete
and wood. The building has not had any major work done to it over the years, so many of its systems and finishes
are worn out and will need some level of attention in the next ten years. These items include both the wood and
linoleum flooring, exterior windows, exterior doors, the entire HVAC system, electrical service and distribution and all
of the concrete and asphalt areas on the site.

Older facility of California style open air campus. Set on busy arterial that has noise impact on some street facing

windows. Site parking, bus and parent drop off (on street) and play areas are complicated by site on slope and lack
of good ADA accessibility. Facility has been closed and boarded up since last report (2006). Main power feeders
ripped out by thieves and parts of building vandalized.
The Viewlands School was constructed in 1953 as a small single story building with all exterior circulation to the
classrooms. Site was closed in 2007-2008 and reopened in 2011. Small east parking lot and hard court has new
paving. New concrete ADA walkways connect playfields but AC walks are still in need of repair.

The school is bounded by S Jackson St on the north, 20th Pl S on the west, Welch Plaza commercial/condominium
development and other residential properties on the east, and Seattle Parks property to the south. There is relatively
little separation between the school buildings and the 20th Pl S street R.O.W.. The school's main access is
circuitous from S Weller St to 20th Pl S. The majority of the parking for the school is south of the upper level (which
includes the office) and is not convenient to the main entry. The school has one building on two levels. The site is
sloped with the building stepped with the topography. The school seems pinched in a tight space, between S
Jackson St, the Franz/Gai's Bakery and residential/commercial development. The building sits low on the site,
hardly noticeable from S. Jackson St.Many programs seem to be accommodated in spite of less than adequate
facilities. Challenges for modernization include a relatively inflexible structural system and a very tight site for
access and parking. More recent upgrades to this school include a classroom addition to the south side of the Auto
Shop, 5 new portables (P10-P14), and Science classroom upgrades
Washington Middle School is a 2 - story heavy concrete facility built in 1964. In 1970 an Auto Shop building was
added to the site, but it is not used by the Middle School Program. The main building has seen some upgrades over
the years such as new flooring, new copper water piping and new roofing. Many of the other systems and finishes
are very worn and will require some level of attention in the near future. These include classroom casework, Gym
bleachers, interior and exterior doors, exterior windows, replacement of the heating system, electrical service and
distribution, lighting and low voltage systems.

Wedgwood is a smaller Elementary School constructed in 1954 with concrete walls and a wood roof structure. It is

faculty has had no major up-grades since it was built. All of the systems and finishes in the building, except for the
roofing and the domestic water mains are 55 years old and worn out.

West Seattle High School was recently modernized, with a major addition and reconfiguration of the existing basic
classroom areas. Much of the original corridors and some of the larger spaces such as libraries and common areas
were reconfigured, but some of their positive attributes were preserved and enhanced. These features include high
volume, natural daylight, and some historic character in detailing and materials. As a result of the remodel, many of
the spaces , such as classrooms, are irregularly sized and configured to fit within the original building skeleton. The
building is spread out with a difficult circulation pattern, again due to the original building configuration.
West Seattle High School was originally constructed in 1917 as a 2 - story brick veneered School. In 2002 more
recent additions were torn down and the original school was fully modernized and added onto. The facility is now
eleven years old and in excellent condition.

This neighborhood middle school has great potential for effective and efficient modernization without undue
expense. Overall enrollment versus loss of existing portables may be a significant issue. Most programs appear to
be adequately met except for upgrades that are typical of more contemporary facilities. Being a relatively long, low
structure this building would make a good candidate for roof over framing which would yield aesthetic enhancement
as well as functional benefits (positive drainage, and attic space for utility upgrades/replacement). As of this date,
only minimal improvements have been made to this facility and it is in need of a major modernization.
Whitman Middle School is a large single story building with a very small lower floor area and central outdoor
courtyards. The structure is steel and concrete allowing for very large curtain wall areas at each classroom. The
building has not had any major modifications or up-grades since 1959 except for technology and the recent
installation of copper water piping. Of the systems that may have less than ten years of remaining life left, the ones
that will probably need attention are the extensive exterior single glazed curtain wall system, the exterior doors, the
large quantity of VAT flooring, the antiquated HVAC system, the entire electrical system including service panels
feeders, lighting, etc., the lack of a fire protection sprinkler system and all of the asphalt parking and play areas.
Most finishes are showing signs of excessive wear.

This 10 years old 3 round elementary school is a proud asset in its Ballard neighborhood setting and has held up
extremely well for its age of 10 years. The student enrollment at 419 is very close to its programmed capacity. Very
little should need to be done to improve its educational adequacy except for technology upgrades such as ceiling
mounted projectors and "smart boards" in the classrooms. Temperature control in some areas of the building is
also an issue that could use some study and improvement. In general this building compares relatively closely to
the District's "guide school".
Whittier Elementary is a large 3 - story school constructed in 1999 of steel columns and beams with a concrete floor
system. Most of the buildings systems and materials should be good for at least another 10 to 15 years. Roofing
showing several leaks at seismic separation joint. Chiller water and hot water systems have dis-similar pipe
materials causing pipe corrosion.

This 1950's era middle school is currently mostly serving District Maintenance support services including landscape
maintenance, gas delivery, fire extinguisher maintenance, boiler gasket replacement, asphalt sweeping, donated
computer repair and delivery, customer support (District) for computer networks, etc. Educational use space is very
limited: about 3 classrooms for the Indian Heritage Middle College High School, and the 200 Building mostly the
Home School Resource facility. Other buildings are unassigned space, used for storage by different groups
including Roosevelt HS for storage during their current construction project. The following review is looking at
this campus reconfigured (back) to a middle school. This campus could become a very attractive one story multiple-
building contemporary middle school with proper design and typical modernization upgrades for a school of this
vintage, that has only undergone piecemeal expedient improvements over the years to accommodate a multitude of
District needs and specialized programs. The basic structures appear to be relatively sound (some observable
cracking from seismic activities) and of generally serviceable quality. The campus is spread out and the overall
configuration is not one that matches current educational facilities in the region. However, with the push towards
"smaller schools" in student groupings there may be some creative opportunities here that could be taken advantage
Wilson was originally constructed in 1953 as a small Junior High School. It is a campus style facility with seven
single story buildings constructed of a mix of steel, wood and concrete. Except for a recent roof replacement project
and water pipe replacement the buildings have not had any major up-grades. All of the systems and finishes are 56
years old and worn out. It is understood the structures are scheduled for demolition in 2014-2015 to make way for a

The original "open plan" Wing Luke Elementary building (similar plan to Dearborn Park) dates from the 70's but has
recently (3 years ago) undergone a minor remodeling and a major building addition (annex building). This addition is
two stories and is connected to the south of the original building by way of a short covered walkway. It houses a
Commons/Cafeteria, kitchen, stage, two 5th grade classrooms (open plan) and the two Special Ed classrooms. The
addition wraps around the original gymnasium. The overall school is below the program area and building area of
the District's guide school. This is partly due to the open plan layout which reduces the circulation space somewhat
within the building but also because the typical classrooms are smaller. There are also some program areas that
are reduced or missing such as only one pre-school, no art/science, no computer lab, etc. The open plan school
creates a great deal of visual and audio distractions which makes teaching and learning difficult for teachers and
students. Classroom windows are minimal and the overall cluttered appearance of the classroom environment
results from lack of visual barrier walls, concealed storage space, and exposed utilities that have been retrofit into
the building. The new south wing annex is an attractive addition to the site.
Wing Luke was constructed in 1971 as a split level school with open landscape classrooms and a detached Gym
building. In 2005 the Gym was expanded to include more general classrooms and a Cafeteria and there was some
modernization of the original building.
