celebrate the 100-year anniversary next week on Wednesday 20 August with a luncheon.

100 years on
The symbol must be the most recognised
worldwide, a white background with a red
cross that signifies help is at hand in time of
war, famine or disaster. An organisation that
is still surviving today, 100 years strong.
The Ballan organisation of Red Cross is also
a strong survivor, with family history dating
back to the beginning.

Jessie Elizabeth (Myers) Chambers joined


Ballans first Red Cross committee on August
20, 1914 and was still a member when she
passed away in 1985, at the age of 97.
Jessie and her husband, Burt Chambers
shared five children, including two
daughters, both of whom went on to join the
Red Cross at an early age.

Joan (Chambers) Parslow and her late sister,


Doris (Chambers) Hastie were members of
the Ballan Junior Red Cross Committee from
primary school.
Mrs Parslow and her sister, Doris, both
received a service medal after half a decade
of service to the Red Cross.
I received my medal about four years ago,

but Doris had hers some years before me,


the 92 year old said.
A memorial chair has been commissioned
and installed by Moorabool Shire Council to
mark the centenary. The bench seat sits out
the front of the Ballan Mechanics Institute
in the main street, and will have a plaque
installed to commemorate the occasion.

wins bronze
BACCHUS Marsh bowler
Matt Flapper has won the
bronze medal in a closely
contested match against
India at the Commonwealth
Games in Glasgow.
With all the advantage of
a home crowd, Scotland
narrowly beat Australia in
the mens fours bowling
semi-finals 15 to 10 to send
our team, skippered by
Flapper, into a bronze medal
showdown against India.
With memories of a narrow
16 13 defeat by Wales in the
mens triples bronze medal
clash, Flapper and his team
held their nerve against
India to win a nailbiter and
claim a medal in lawn bowls
highest competition.
After two ends Australia
had yet to score with India on
four. After 11 ends Australia
was still trailing India 9
14, but it was the final four
ends that had spectators and
players on the edge of their
seats. Australia held India
scoreless at ends 12, 13 and
14, but still trailed 13 14
going into the final end.
With the ultimate stakes
a Commonwealth Games
bronze medal up for
grabs, Flapper remained
unflappable and Australia
stepped up and defeated
a brave India to win by the
narrowest of margins, 15

Peppercorn rent, toilets and


the return of the ram were
the dubious highlights of
last weeks Moorabool Shire
Council meeting.
From the outset it became
obvious that the right hand
(Council staff) werent talking to the left hand (councillors), and neither had done
their homework.
Councillors argued about
the merits of a peppercorn
rent of $1 being paid by
user groups for the use of
the Darley Civic and Community Hub. Cr Tom Sullivan argued that these user
groups werent paying their
way and were therefore an
economic burden on the rest
of Moorabool Shire ratepayers, however Cr John Spain
said the loosening up of the
rental arrangements should
bring in more tenants and
this is about getting a bit
more life into that area of
Darley.
Cr Sullivan questioned
why the user groups werent
charged utility bills, however general manager community services Danny Colgan said the intention was to
charge all user groups a flat

rate to cover their costs.

Later in the meeting Cr


Spain recommended the
abolition of the Darley Park
Committee of Management
and the formation of a new
park advisory group. The
motion was passed.

The Moon Reserve toilet


facility capital improvement
costs have blown out from
$150,000 to $200,000 because
of new requirements from
Western Water for a pumping station and cultural heritage management plan.
Crs Dudzik and Toohey suggested that a VicRoads cultural heritage management
plan undertaken for roads at
the reserve be tapped into
and used to help stem the
funding leak for the toilets,
however general manager
infrastructure Phil Jeffrey
said the management plan
was too specific. Councillors
were unimpressed with the
blowout.
Then, like sands through the
hourglass, the next episode
of the Love Close, Maddingley drama played out before
council. Bruce and Deborah
Bullock reprised their roles

as aggrieved neighbours of
Jackie Chan the Ram and
objected to a planning application by the rams owner
for an access road from Love
Close to Parwan Road.
Bruce Bullock said his fear
was if the permit was granted for the new road, would
permit conditions be met?
I dont see how we can
keep on condoning this
person and bending to his
whims. At some point council has to bite the bullet and
say this is enough.

I dont have faith in the


council following through
on anything. Its beyond me
how it can go on for seven
years, he said.
His wife Deborah Bullock
said: If you give a permit
everybody else around here
pays the price for the action.

I dont know how anybody


can sit there and say theyre
doing their job. Were paying
a high price for what council
is allowing to happen, Mrs
Bullock said.
The council officers recommendation was to approve
the application with Cr.
Dave Edwards asking before

the motion, do we consider


the applicants history, in
relation to complying with
conditions when considering an application? The officers response was no.
Despite hearing this, Cr
Pat Toohey recommended
the permit be refused and
the conditions for refusal
be brought back to the next
council meeting. The motion
was carried.
The most hotly contested
debate followed a proposal
to establish a development
assessment committee. It
took half an hour of amendments, interruptions, questions and repeating themselves before councillors put
the committee to a vote and
passed it.
Two hours later and only
halfway through the agenda, councillors called for
an interval. Cr Dudzik said
they hadnt had time to finish their dinners before the
meeting. Does a new councillor dinner policy need
to be voted on at the next
meeting for the sake of the
gallery, but then would this
Council be likely to argue
over their slice of the pie?

Jail
time to
double
Planning on leaving a child
in the car for just a moment
whilst you run in and get
something from the shop?
Well, think again as the penalty is about to double for
leaving a child unattended
in a car.
Last week the State government announced parents/
guardians who leave a child
unattended would now face
double the jail time, now
up to six months, with fines
increased from $2,214 to
$3,690.
Minister for Children and
Early Childhood Development Wendy Lovell said despite a No Exceptions No Excuses awareness campaign
with Kidsafe Victoria earlier
this year, a significant number of parents still leave their
children unattended.
This is especially relevant
ahead of months with extreme weather, when leaving

a child in a hot car even for


a few moments can have
devastating results.
Ms Lovell said parents
can lose track of time while
shopping or unloading their
car, or dont want to wake
their child while they are
sleeping in the back seat.

Whatever the reasons


theres simply no excuses for
leaving a child unattended,
Ms Lovell said.
Ambulance Victoria is
called to around 1,000 cases
a year of children left in cars.
Around 30 of those end up
in hospital, and tragically
two babies have died in recent years.

Ms Lovell said research by


Ambulance Victoria found
that on a 29 degree day the
temperature in a locked
car rises to 44 degrees in 10
minutes and to 60 degrees
within 20 minutes.

Landcare Australia has turned 25


years old and while celebrating the
milestone of the past, local Landcarers
are also looking to the future.
Moorabools Landcare Facilitator Max
Coster said Landcare is alive and well
and booming in Moorabool Shire.
A few of us did a quick estimate of
the trees and shrubs being planted
this winter and it amounts to 150,000
to 170,000 plants. This figure is across
12 Landcare groups and five Friends

groups and Grow West. Grow West


is by far the biggest contributor with
around 120,000 plants.
He explained that other projects centre
around weeds and rabbit control and
there are also meetings taking place to
develop landscape level masterplans
especially along waterways, while
planning has started for a landcare expo
in Ballan on 25 October called Healthy
Landscapes: Healthy Lifestyle.
Environment Minister Greg Hunt acknowledged the 25th anniversary of
Landcare, one of the nations largest

volunteer movements.
Landcare members are inspirational
people, united by a shared desire to
make a positive difference and I thank
all Landcarers across the country for the
tremendous work they do. The Australian Government is proud to be working
with you to continue to sustainably
manage our natural resources.
Landcare is also seeking out nominees
for the Landcare Hero Honour Roll to
honour the people whove made Landcare what it is today, with submissions
closing on 31 December.

This poison kills in an


extremely slow and painful
way where the animal will
bleed to death internally.
Horse owners in the Bacchus
Marsh area are encouraged
to monitor their horses and
watch for any suspicious
feed or buckets in horse
paddocks. The incident is
being investigated by police.

A PUSH to bring cricket
back to the Racecourse
Recreation Reserve in Bacchus Marsh has angered
the reserves committee of
management.
Racecourse Reserve committee member Anne Wilson said Council wanted to
re-open a cricket pitch on
the reserve next to the Pony
Club.
Whats the point of holding junior cricket matches
there when theres no shade,
no shed, no toilet and no
changeroom? Ms Wilson
said.
The cricket pitch is overgrown with serrated tussock, has a cement surface
unsuitable for players and
hasnt been used in seven
years.

THIEVES hit Ballan last


Tuesday morning, breaking
into
two
commercial
businesses, while several
cars had their windows
smashed to gain entry.
The front door of Ballan
Plumbing was smashed and
thieves stole a computer and
broke a printer and phone.
Owners were alerted via an
alarm and quickly arrived
on the scene, which may
have prevented further
damage and theft. It is
believed the same thieves
also attempted to break in to
The Tin Plate by smashing a
small side window, however
they couldnt get past a
deadlock. Two cars were
also broken into on Stead St
at approximately 2am and
papers and a garden hose
stolen.

events and pump out the existing toilets every weekend
because theyre blocked,

The old toilet blocks were

years ago by council. The
oval is also next to an equine
area, harness racing and
camp drafting. Cricket balls
and horses dont mix. This is
why we dont want a cricket
pitch there.
Our committee want to
excavate the south paddock
and use that for a cricket
oval. Council wont come
and negotiate with us. Council officers are not keeping
councillors or the community informed. Councils
finance manager has said in
his opinion relocating the
Ballan Council Depot was
a priority above spending
money at the Racecourse
Reserve.
She said Council didnt provide suitable facilities for existing user groups, let alone
new groups like cricket
clubs.

March it was interesting to
hear from someone whos
been around from the 1950s,

included a multi-purpose
clubhouse and two recreational ovals to be built on the
corner of McCormack and
Bacchus Marsh Balliang

Road improvements
on the way
WORKS to manage and improve Bacchus Marsh traffic
will begin this month.

Last week Member for


Western Victoria Region, Simon Ramsay, said the works
on the Bacchus Marsh Traffic
Improvement project were
scheduled to commence
within the next week.
Mr Ramsay said the works
would remove traffic congestion from the town centre
of Bacchus Marsh.

I am delighted to report
that the start of the revised
package of works is planned
to start in coming weeks including the safety improvements to Hopetoun Park
Road and the exit ramp, Mr
Ramsay said.
He said the works followed
a great deal of public consultation and numerous meetings with locals, the Moorabool Council and those
impacted by the changes.
The work will bring to fruition the completion of the
Anthonys Cutting upgrade,
the bulk of which was delivered in 2011 with $160

million from the Federal


(Labor) Government and $40
million from the Victorian
Government.
As part of this, a tender
will be released for the Halletts Way works later this
year and work to upgrade
Woolpack Road will begin
next year.

He said these works would


include a shared-user bridge
for pedestrians and cyclists
alongside Halletts Way over
the freeway, an upgrade to
Woolpack Road, safety improvements on Hopetoun
Road and an exit ramp from
the Western Highway to Bacchus Marsh Road.
The process has been slow
and frustrating, not only for
myself, but for the residents
of Bacchus Marsh, he said.

With the safety works on


Hopetoun Road to begin
shortly, followed by the tender process for the Halletts
Way ramps, the Bacchus
Marsh community will finally see the result they have
been waiting for.

new options to the west and

Lack of
consultation
exposed

Moorabool Shire Council has scored poor results for


community consultation and for its maintenance of
local streets, footpaths and sealed roads in the 2014
Community Satisfaction Survey.
The State Government survey results showed a two per
cent increase compared to last year for overall council
direction, from 51 to 53 per cent, but this was balanced out
by a two per cent drop in Councils overall performance
from 58 to 56 per cent.
The highest results for the individual council services
measured in the survey came in waste management (69),
customer service (68) and elderly support services (67),
while the lowest score for the services measured were in
community consultation (48), local streets and footpaths
(48), and sealed roads (47).
CEO Rob Croxford said the 2014 results indicated
Moorabool Shires performance was mostly on par with
other large rural shires across Victoria, except for a lower
score for community consultation.
As we implement the council plan, these surveys
remind us of the relative importance the community
places on a range of our services. Mr Croxford said.
Fundamentally, Im pleased the survey indicated that
twice as many residents surveyed believed council is
performing well (42 per cent) than poorly (19 per cent)
and the communitys satisfaction level with overall
council direction is climbing. However, Im very mindful
of the challenge ahead in maintaining and improving
community satisfaction during a period of unprecedented
demand on council resources.
The annual Community Satisfaction Survey is
commissioned by the Victorian Government, with 67 out
of 79 councils participating this year.
Approximately 400 Moorabool residents completed
survey interviews between January 31 and March 11 this
year.

The Bacchus Marsh Magistrates Court,


with Cynthia Toose presiding, saw a
number of incidents on Friday morning
including 14 criminal cases, and three
civil.
A 65-year-old-man received a two
month jail sentence, suspended for 12
months with supervision, after pleading guilty to drug trafficking. Upon
searching the defendants house, local
police officers found 176.5 grams of cannabis, which the defendant claimed he
had bought on behalf of his friends.
A number of driving offences were
heard including persons driving with a
suspended license, speeding and driving an unregistered vehicle.

A TRUCK and trailer lost traction and


control around 6.30am, Monday, August 4 on the Ballan-Daylesford Road at
Bunding. The truck was carrying a load
of brick blocks that were strewn across
the road after the vehicle jack-knifed. A
43-year-old male from Castlemaine was
the driver and is reportedly uninjured
and did not require medical attention. It
was minus 3.6 degrees at the time of the
accident. Senior Constable Mark Dunne
said the driver was lucky to get out of
the accident without injury and drivers
needed to be aware of the conditions.
It was not known if the incident was
caused by black ice.

Its no secret that homes


are cheaper in regional Victoria in fact affordability
is attracting many budgetconscious and first home
buyers to the states regional
centres and country towns.
But while there are certainly
bargains to be had, not all of
Victorias best homes are in
Melbourne.
REIVs median home price
data shows that across the
state there were more than
a dozen areas with a median of more than $500,000
in the June quarter. Mostly,
these were places with that
something extra a coastal
location or magnificent
bushland. And all are within reasonable proximity of
Melbourne.

Heads, where the median
house price was $690,000
higher than the Melbourne
median of $658,000. In Point
Lonsdale the median was
$645,000, Nearby Queenscliffs median of $740,000,
was the highest recorded

Heads and Point Lonsdale,
there were fewer than 50
sales there for the previous
12 months.
Other areas where the median topped the half million
mark were beachside Apollo
Bay, Ocean Grove and
Torquay, Newtown in Geelong, Ballarats Lake Wendouree, and the Macedon
Ranges towns of Gisborne,
Macedon, Woodend.
But of course a median price

is the midpoint of any group


of sales, so there were many
regional homes which sold
for much more. Naturally
there are homes that sold
much closer to $1million, in
areas such as Queenscliff.
But the median price data,
which includes all sales reported to REIV for the quarter, is a much more accurate
reflection than the occasional headline-grabbing sale.
Looking at the upper quartile median price for some of
these areas that is, the median for the top 25 per cent of
sales over the three months
shows that a substantial
number of properties in
some areas are selling for extremely good prices. For example in Barwon Heads the
upper quartile median was
$880,000, while in Queenscliff it was $800,000 and
Macedon $793,250 (both fewer than 50 sales). Meanwhile,
at Woodend, the upper quartile was $740,000, at Torquay
$735,000 and at Lake Wendouree it was $730,000.
While many people move
to regional Victoria attracted
by the more affordable property prices, for others it is a
lifestyle choice. They want
to move to the country for
the quality of life it offers
without compromising on
the quality of home in which
they live.
The latest median house
prices show that many
parts of Victoria can offer
extremely attractive homes,
which are the equal of any in
Melbourne - but without the
high pricetags seen in Melbourne, where more than 50
suburbs now have a median
above $1million.

13&Under B - The girls


played their best netball of
the season to score 16 goals
and defeat Skipton. Erynn
Vella was excellent in goals
well supported by Renee

intercepts, in particular the
Casey (Lara & Bridget) and
McConnell (Miah & Lily)

B Grade - The girls put in
another dominant performance going from strength
to strength as the game went
on. Ballan 45 defeated Skipton 23. Best on Court - Jayme

A Grade - Ballan struggled
to contain Skiptons tall GS
early in the match but fought
back in the last quarter, unfortunately the damage was
done. Skipton 50 defeated
Ballan 41. Best on Court Sam Peoples.

The Intermediates participated in the first


part of their Calisthenics Victoria Inc (CVI)
State Title competition, receiving Highly
Commended in Free Exercises and an Honourable Mention in Rods.
The Juniors had a productive start to their
CVI campaign with a notable improvement
on their performances from last weekend.
In a very competitive section of nine teams
they were awarded an Honourable Mention
for Clubs Team 1 and a Highly Commended
for Rods Team 1.
The Tinies have two teams - the Silver Stars
and the Red Fairies who perform separate
items for Free Exercises and Rods. The two
groups then combine for their Character
Dance and Action Song items. Silver Stars
were awarded a Highly commended for
their Rods performance and the team was
awarded the same prize (Highly Commended) for both the dance and song items.
The Sub Juniors performed beautifully and

The game was a fierce and
physical contest from start
to finish. Jordan Clampit
played well in the first half.
Steve Nicholson was accurate in front of goal, kicking
four. Ash Munari marked
strongly with Steve Patterson effective all day around
the ground. Brad Hallam
was strong in defence and
Mick Nolan was busy creating havoc as usual and
setting up great play. Tye
Murphy and Gerard Clifford were solid around the
ground with the Eagles
taking the four points after
a challenging encounter.
The big, and final game for
the season will be played
against Buninyong. Gordon is sitting second on the
league ladder with only
percentage separating them.
This is a must win game, as a
loss could see them drop to
fifth going into finals.
Reserves
The conditions were windy
and blustery and the boys
adapted well. Coming off a
big win last week, the team
adapted well and played a
tight game to take the four
points. James Poppe returned for his second game
this year kicking four goals.

while Bailey Colligan scored
the third. Branson Nicolich
also chipped in kicking the
fourth major. The game was
a hard fought contest against
a strong Creswick side. Bailey Shaw played in front and

Lightning Premiership U12


The first game was played
against Dunnstown with
the combination of Lucas
Blazko and Jonny DeBono
in the centre working the
ball straight into the forward
line where the forwards created plenty of space and opportunity for Lachy Reyn-

worked with Cam Reynolds and Tom Conroy, with
plenty of efforts regardless
of the turnovers. Lachlan
Cove was kept busy on his
opponent and Clayton Winter, Bailey Colligan, Amy

to keep their composure and
shut down the Dunnstown
forward line.
The second game the young
Eagles played was against
Buninyong. The team was
a much bigger and stronger
side.
Michael Fletcher
played well along with Branson and Cooper Fox. The
team played tirelessly but
were unable to withstand
the onslaught of play from
the Buninyong side.
The final game was against
Bungaree in a tight match.
Ned Newman tried hard
to control the ball with the
whole team playing with a
great fighting spirit.

Netball
The girls played well in their
six halves of netball. Unfortunately they were out of
the grand final on percentage. The girls won against
Dunnstown and CarnghamLinton, and drew in a
nail biter against Hepburn.
All girls, including Grace,
Chloe, Sophie, Jess, Claudia,
Audrey, Mikayla, Caroline,
Veronica and Erin, were inspirational and their coaches
Narelle and Stacey could not
be more pleased with their
efforts.
