I will sustain the scheduled reductions in the Wage Tax to a rate of 3.25% for bothresidents and non-residents by 2015. (

)I will propose and work with City Council to enact a homestead exemption that willexclude some fraction of assessed value from taxation for all property owners. THENUTTER PLAN FOR BETTER HOUSING NOW 
)I will propose and work with City Council to enact a cap and deferral plan for payingproperty taxes that will protect property owners from unreasonably large and rapidincreases in their taxes. Under my plan, no property owner would ever face anincrease in their property tax exceeding 10 percent in a single year. Property ownerswho qualify on the basis of low and/or fixed incomes would have lower caps, includingzero increases for very low-income owners. In all cases, the amount of tax owed bythe property owner above the capped amount would be deferred until the sale of theproperty. (
THE NUTTER PLAN FOR BETTER HOUSING NOW 
)I will modify the 10-year Tax Abatement to encourage development beyond CenterCity and help provide relief for the City’s critical need for affordable housing. Inneighborhoods where the market is strong enough to operate with less incentive, theperiod of the abatement will be reduced to five years; everywhere else in the City, theperiod will be increased to fifteen years. Furthermore, the value of the abatement willbe reduced to 90 percent of the Property Tax owed during the period and theremaining 10 percent will be deposited by developers into a trust fund dedicated tothe provision of affordable housing throughout the City. (

(

)As Mayor, I will support the work of the new Board of Ethics and I will propose in mybudgets and work with City Council to ensure that the funding necessary to supportthe operations of the Board of Ethics is available. I will also call on the Board of Ethicsto promptly select an independent General Counsel who is unaffiliated with myadministration. (
