Intelligence and the Cyber Environment (ICE) 2014 is the Brunel Centre
for Intelligence and Security Studies annual forum on intelligence,
surveillance and security in the cyber operational domain. Its aim is to draw technology, policy and doctrinal discourses together and to encourage dialogue between the traditionally separate worlds of industry and technology and of national security policy. As an operational domain cyber continues to transform, challenging our ability to achieve effective situational awareness and reliable intelligence. The largely regulatory regimes that provide known and validated cyber lanes of communication cover a shrinking portion of the infosphere. At the same time, the volume of networked traffc not merely between people but between devices the internet of things threatens an overwhelming information overload that can create its own form of blindness. As a result, effectively providing both the protection of privacy on the one hand and effective and transparent legitimate surveillance presents an increasingly intractable challenge. For ICE 2014 we invite technical and policy papers addressing themes such as: 1. Intelligence and surveillance techniques and strategies to cope with the fog and areas of no mans land between national jurisdictions in the so-called cloud; 2. Developing or improving multi- and transnational regulatory frameworks to manage privacy across the global information space; 3. Technological options for improving both surveillance and the transparency of surveillance; 4. International trust, collaboration and sharing privacy techniques and technologies to achieve interoperability and pursue comprehensive global coverage. In particular, we seek policy papers that speak to the awareness of the technology community and technical papers that will inform and enrich policy deliberations. Proposals should consist of a 500-word abstract in PDF or Word format, and include the name, affliation and contact information of the author(s).
