Purpose: The purpose of this document is to identify the guidelines associated with using Louisville and Jefferson County Metro Government provided cellular service. The guidelines apply to all Metro Government Agencies and Affiliated entities.
Acceptable Use Policy Use of a Metro-owned cellular phone is a privilege that may be revoked at any time for inappropriate use. Metro provided cellular equipment and service shall be assigned for official business. Cell phones provided by Metro Government shall not be used to conduct personal business. A Metro-issued cellular phone is not intended for personal use and shall not be used for personal calls unless the phone holder reimburses Metro for the costs incurred for personal calls, as stated in Metro Cellular Telephone Policy item #7, Reimbursement Rates. Employees are prohibited from using the cell phones provided Metro Government to make harassing or threatening calls. Employees are advised that whether a personal call is reimbursed or not, Metro Government will not withhold personal numbers if the phone records are requested under the states Open Records Law. Employees are responsible for safeguarding the equipment. Any damaged, lost or stolen devices should be reported to both the employees direct supervisor and the Voice and Technical Services Department. Employees are not allowed to loan out or re-issue cellular devices without prior approval from their Department Director and the Voice and Technical Services Department.
Acceptable use Guidelines Text Messaging should be avoided due to the costs associated with the services Cell phones are a secondary means of communications and should be used only when there is no access to a Metro Government provided land line. Employees should not make Directory Assistance calls (411, NPA-555-1212) on cell phones. Online Directory Assistance is free and available on http://Metronet.yes under Resources. Discretion must be used regarding the content of phone conversations because cellular phones are not secure devices. Cell phones should be turned off or placed in silent mode when in meetings. Use of a cellular device while driving a Louisville Metro Government vehicle is prohibited due to liability reasons. Use of a hands free device or speakerphone is acceptable. Metro Government cellular devices should not be used to download ring tones, games or used to subscribe to membership services available through the cellular service provider or secondary vendors. Cellular phone numbers should not be communicated as a primary point of contact.
