Dear Colleagues, Above our common objective of promoting the proper and safe conduct of motorcyclesports in our respective FMNs, we should not confine our advocacy to the racetracksand must always be vigilant in continuously seeking ways to improve road safety of common motorcyclists.In the wake of the marked increase in the number of road accidents involvingmotorcycles in Metro Manila from 2001 until 2006, the National Motorcycle Sports andSafety Association (NAMSSA), the FMN for the Philippines which I head and supervisetook a bold step to address the concern by proposing the creation of a law enforcingthe mandatory use of
daytime running lights (DRL)
on all motorcycles plying MetroManila thoroughfares to our local government.
