Homeland Security Preparedness Grant Programs Overview

One of the core missions of the Department of Homeland Security (DHS) is to enhancethe ability of state, territory, local and tribal governments to prevent, protect against,respond to and recover from terrorist attacks and other disasters. DHS’scomprehensive suite of homeland security preparedness grant programs are animportant part of the Administration’s larger, coordinated effort to strengthen homelandsecurity preparedness. These programs implement objectives addressed in a series ofpost-9/11 laws, strategy documents, plans and Homeland Security PresidentialDirectives (HSPDs).Together, DHS grant programs may fund a wide range of preparedness activities, toinclude planning, organization, equipment purchase, training, exercises and grantmanagement and administration costs. These programs support objectives outlined inthe National Preparedness Guidelines and related national preparedness doctrine, suchas the National Incident Management System, the

National Response Framework

andthe

National Infrastructure Protection Plan

.Following is a summary of the DHS grant programs which are being announced onDecember 8, 2009. The following pages outline greater details and backgroundinformation with respect to these programs.

Homeland Security Grant Program (HSGP)

The Homeland Security Grant Program (HSGP) suite consists of five sub-programs,namely the State Homeland Security Program (SHSP), Urban Areas Security Initiative(UASI), Operation Stonegarden (OPSG), Metropolitan Medical Response System(MMRS) and Citizen Corps Program (CCP).

State Homeland Security Program (SHSP)

Purpose

: This core assistance program provides funds to build capabilities at the stateand local levels and to implement the goals and objectives included in state homelandsecurity strategies and initiatives in their State Preparedness Report. Consistent withthe

Implementing Recommendations of the 9/11 Act of 2007

(Public Law 110-53) (9/11Act), states are required to ensure that at least 25 percent of SHSP appropriated fundsare dedicated towards law enforcement terrorism prevention-oriented planning,organization, training, exercise and equipment activities, including those activities whichsupport the development and operation of fusion centers.

Eligible Applicants:

The State Administrative Agency (SAA) is the only entity eligibleto apply to FEMA for SHSP funds. Recipeints include all 50 states, the

District ofColumbia, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands and theU.S. Virgin Islands.

Awards:

Funds will be allocated based on three factors: minimum amounts aslegislatively mandated, DHS’ risk methodology, and effectiveness.

Program Awards and Funding Minimum:

Each state will receive a minimumallocation under SHSP using the thresholds established in the 9/11 Act. All 50 states,the District of Columbia, and the Commonwealth of Puerto Rico will receive 0.36percent of the total funds allocated for grants under Sections 2003 and 2004 of the

Homeland Security Act of 2002

as amended by the 9/11 Act for SHSP and UASIprograms. Four territories (American Samoa, Guam, the Northern Mariana Islands andthe U.S. Virgin Islands) will receive a minimum allocation of 0.08 percent of the totalfunds allocated for grants under Sections 2003 and 2004 of the

Homeland Security Act of 2002

as amended by the 9/11 Act for SHSP and UASI programs.Grantees may provide an optional cost share; however, an applicant’s willingness tocontribute an optional cost share will not impact application scores and, thus, allocations.

Urban Areas Security Initiative (UASI) Program

Total Funding Available in FY 2010:

$832,520,000

Purpose:

The UASI program focuses on enhancing regional preparedness in majormetropolitan areas. The UASI program directly supports the National Priority onexpanding regional collaboration in the

National Preparedness Guidelines

and isintended to assist participating jurisdictions in developing integrated regional systems
