Dear Mr. Papapanos,

Pursuant to the state Freedom of Information Act (MCL 15.231 et. seq.) I request access to and copies of
the following:

Any document that details the total dollar amount of Tax Increment Financing captures by the
Detroit Brownfield Redevelopment Authority since 2000.

In order to help to determine my status for purposes of determining the applicability of any fees, you
should know that I am staff writer at Metro Times, and this request is made as part of news gathering and
not for a commercial use.

I understand the a fee will be assessed for copies of public records in the amount prescribed under state
law. I am willing to pay fees for this request up to a maximum of $50. If you estimate that the fees will
exceed this limit, please inform me first. Also, I request a waiver of all fees for this request. Disclosure of
the requested information to me is in the public interest because it is likely to contribute significantly to
public understanding of the operations or activities of the government and is not primarily in my
commercial interest.

Further, I understand that under the law, the city has five (5) business days to respond to this request and
may issue a notice extending the time for ten (10) additional business days.

If my request is denied in whole or part, I ask that you justify all deletions by reference to specific
exemptions of the act.
