7/7/08This Draft Scope is intended to define the extent of information to be included in the DraftEnvironmental Impact Statement (DEIS), required by the Town of Irondequoit Planning Board,as Lead Agency pursuant to the State Environmental Quality Review Act (SEQRA). Thisdocument will be utilized by the Planning Board to develop a final scoping document for theproject.The proposed action is the development of residential project on property located north ofMooring Line Drive, south of the Route 104 Expressway at the eastern terminus of NewportRoad and Irondequoit Bay in the Town of Irondequoit. The project site is approximately 5.9acres.RSM Irondequoit Bay Development, LLC (RSM) seeks Planning Board approval and otherpermits and approvals from the Town of Irondequoit, Monroe County and the State of NewYork, for the proposed construction of a mixed-use residential development. The developmentwill be managed by a Homeowner’s Association, which will operate and maintain the facilities.The planned uses will include condominiums, accessory structures, gas dock, and the Nautica(a gathering place for homeowners and member boaters). A variety of building shapes andsizes are proposed for the development with unifying appurtenances such as façades, lightingand landscaping treatments. The proposed project will comply with the Town Code, includingdevelopment density requirements.The building footprint will include the construction of approximately 51,100

square feet ofresidential space with 2,500

square feet of accessory uses. The DEIS will include a discussionof all listed topics. All technical appendices, supporting documentation and calculations needonly be referenced.
