The notions of difference and
identity chiey determine the
politics of social housing. The
architecture discipline plays
an important role in this pro-
cess as design decisions on this
subject can contribute toeither
construct ctional identities or
facilitate divisions of all sorts.
In times of crisis, this bina-
rism is intensied, as can be
testied by the recent growth
of ethnic tensions in many
neighbourhoods of European
cities, hitherto known for their
progressive social welfare poli-
cies. A critical account on the
projects designed by lvaro
Siza in the 1980s for Berlin and
The Hague, two of those cit-
ies, highlights the disciplinary
challenges brought about by
coping with otherness.
The Strangeness o
Something Familiar
The building designed in the
early 1980s by lvaro Siza for
the IBA-Berlin was often criti-
cized in trade and popular me-
dia for being de-familiarized
with Berlins vernacular tradi-
tion. In September 1984, the
editor of Der Spiegel, one of
these critical voices, asserted
the simplication (i.e. the mo-
notony) of the faade designed
by Siza made the building
downright stigmatized. The
grafti painted on it testied
to this, he contended, with
painted slogans such as bon-
jour tristesse, high security
area for elderly, and grey
living, disgusting death. This
and other remarks seemingly
implied that there was a nex-
us between the buildings al-
leged de-familiarization and its
popular reception. However,
Sizas project for the corner be-
tween the Schlesische Strae
and the Falckensteinstrae
was all but determined by alien
factors. Otherwise, the design
decisions were sparked by an
intense negotiation with the
stakeholders involvedinthe pro-
cess, which included architects,
politicians, members of Berlins
alternative scene, and Turkish
guest workers, among others.
The layout of the buildings
typical oor, for example,
shows a complex articulation
of different housing units, de-
signed to cater for different
groups, with diverse social
and cultural backgrounds.
Despite all this diversity and
the contingencies inherent to
it, Siza strived to mitigate the
residents social and cultural
differences enveloping the
dwellings with a continuous
membrane perforated with re-
petitive voids. This repetition,
however, was balanced with
moments of tension when the
faade meets the oor, when
it turns around the corner, or
when it touches the sky. This
strategy, to be sure, pays trib-
ute to local culture, resonating
with similar operations devel-
oped in the famous tripartite
composition of Kreuzbergs
nineteenth century faades.
Hence, in this project, differ-
ences and identities were con-
ated in a tense negotiation
between an ideal standard and
a contingent outcome.
Enhancing Collective
Memory
After Berlin, Siza received an-
other commission to develop a
plan for a social-housing com-
plex, this time in the Dutch city
of The Hague. Here, as in Ber-
lin, the buildings were meant
to accommodate dwellers
whose social and cultural back-
ground was very diverse. Only
half were native Dutch, while
the other half were migrant
workers mainly from southern
Europe, Turkey, Morocco, and
Surinam. The massive urban
renewal operation in which
this plan and ensuing projects
were included determined
the demolition of most of the
buildings in the Schilderswijk
neighbourhood, a workers
district dated from the late
nineteen century. When con-
fronted with the inevitability of
the demolition, Siza decided to
bring forth a plan to preserve
the character of the neighbour-
hoods public space, especially
its distinctive long streets, and
to re-vive a traditional housing
access system, the so-called
Haagse Portiek.
The use of this access sys-
tem testies to Sizas commit-
ment with enhancing collec-
tive memory as an essential
component of urban renewal.
In effect, the Haagse Portiek
was strongly associated with
the Dutch dwelling culture,
rst and foremost its particular
way of negotiating the transi-
tion between the public and the
private realm. Many assessed
this element in Sizas plan as
a reactionary attitude, an old-
fashioned approach, and a con-
servative outlook. This account
changed over time, though.
After an initial resistance, the
would-be residents welcomed
this solution as an alternative
to the shortcomings of collec-
tive access systems. In effect, a
critical engagement with citi-
zens participation would also
be vital in designing the layout
of the typical housing unit. At
this scale, Siza keenly pursued
his goal to mitigate ghettoiza-
tion and avoid discrimination,
working with the future resi-
dents to create a layout that
could accommodate the differ-
ences triggered by the dwell-
ers diverse cultural, religious
and even ethnic background.
The Objectivity of the
Stranger
Coming from a peripheral Eu-
ropean country, in the early
Sizas projects for BerlinandThe
Haguefoster collectivememoryas
anotionthat goes beyondrooted-
ness andtradition. Inoppositionto
thenationalist ideaof Homeland
as somethingrootedinthesoil and
blood of a Volk, Siza embodied
the condition of the wanderer
that praises ambiguity and am-
bivalenceeschewingthemythof
theauthentic, andtheevocation
for theHeimat. Thehousingcom-
plexes built inKreuzberg and in
theSchilderswijkaccommodate
and celebrate otherness and
difference, negotiating aspects
of universal naturewiththecon-
tingencies of the situation.
1980s Siza was a stranger both
in cold war Berlin and in the wel-
fare state protestant culture of
The Netherlands. Though this
condition inevitably hinders famil-
iarity with local customs, rules and
norms, it alsofosters something
that Georg Simmel called the
objectivity of the stranger, whose
uprootedness contributes tobuild
upa more independent and non-
partisan account of reality. Hence,
not belonging to the situation
actually contributes toincrease
the quality of the decisions, which
are less affected by the short-
comings instigated by customs,
reverence or precedent.

Modern forgotten
A casa de Or
There is a house in the middle
of theOrpineforest, forgottenby
many. I tisahouseinanadvanced
stateof decay, althoughit isconsid-
eredamilestoneinthepanorama
of Portuguese architecture .
This is a project design by the
portuguese architect Fernando
Tvora as a Vacation House and it
is a clear example of the dialogue
between modern and vernacular,
done in portuguese way.
As Manuel Mendes tells us in
the book S ns e Santa Tecla
(Dafne , 2008) and quoting
Fernando Tavora It is time
for Portugal to rediscover its
architecture, !
Built between 1957 and
1958, the project results (based
on Fernando Tvoras text in
the monography Fernando
Tvora(Blau, 1993) in a truth-
ful/sincere composition of several
factors, such as the family, the
land, the Architect and the tradi-
tional construction.
Almost sixyears agothe house
had a re that partially destroyed
it. Since then it is in need of a
profound intervention. The house
awaits a solution that has tocome
fromits owners and heirs.
Public entities are seeking
solutions. Although the efforts
made, the owners are reluctant
toaccept public support, once it
requires the house tobecome of
collective use ou lose its private
property character.
In December 2012 the house
was classied as a Monument of
Public Interest. Still, the rating
is not enough. Ors House need
a deep intervention in order
to no becoming the ruins of
a remarkable exemple of portu-
guese modern architecture.

Casa das Marinhas
Built between 1954 and 1957,
Casa das Marinhas is a project
by the portuguese architect Viana
de Limaand it could be seen as the
equivalent as the manor-house
of modern times. The house
design seaks for the minimum
with the dialogue of various
volumetric unities, one of them
is an old windmill, absorved
by the plastic and constructiv
composition of the project.
There is a clear inuence
of the modern thinking in the
house spacial organization. The
ground oor entry is through the
old windmill endingon the uid
space of the livingarea. The rst
oor opens itself to the living
area, through a mezzanine creat-
ing a strong conection between
the two oors.
In 2013 the house re-opened
as a museum, after beingrecov-
ered and nowit is possible tovisit

The re-opening of the house
is the ending of a long process
between Esposende city council
and the University of Portothat
was thehouses heir. As acounter-
part for the house, Esposende
city council created the Viana
de Lima prize. Over 30 years,
the 2000 euro prize will
be given tothe twobest Fine Arts
and Architecture students.

The non-pritzker house
Casa Manoel Oliveira
The relationship of the Portu-
guese lmmaker Manoel de Ol-
iveira with architecture is known
by many thanks to Eduardo
Souto de Mouras project of
the House of Cinema. But, once
built, that project was never used
for that porpuse. Insted, is now
another portuguese pritzker, l-
varoSiza Vieira, that is drawing
the newCasa doCinema Manoel
de Oliveira.
But beyond these twohouses
there is another one, unknown
by many, it was the home where
Manoel de Oliveira lived between
1940 and 1982. Hidden in the
street Vilarinha, neighboorhood
of Aldoar in Porto. The home
was design by Manoel de Oliveiras
friend, the architect Jos Porto.
AccordingtoSergioFernandez,
interviewd by Pblico newspa-
per, this is one of the most
remarkable works of Portuguese
architecture from that era,
also noting that the size, the
spatial character of a building
that has almost no doors,
and where spaces articulate
in a remarkable manner, with
various relations of ceiling
heights.
Besides Jos Porto, archi-
tects Eduardo Souto de Moura,
Gonalo Ribeiro Telles and
Alexandre Burmester are also
linked tothe property with works
carried out later, since the house
had another owner .
Before leaving the house,
the lmmaker made a docu-
mentar called Visit or Memo-
ry and Confessions (1982) that
will be shown only after his
death. However, it is worth
e-discovering this modernist
work as well as the lmmaker
Manoel de Oliveira.
