Adoption of orphans and abandoned children pushed

Lawmakers from the A Teacher Party-list have filed a bill seeking to encourage
couples or individuals to adopt orphans or abandoned children to enhance their upbringing
and provide them with a better future.
Reps. Mariano . Piamonte !r. and !ulieta R. "ortuna said couples or individuals
who will adopt orphans or abandoned children as proposed under #ouse $ill %&'( shall be
entitled to an additional P())*))) ta+ e+emption.
The e+emption shall be over and above the e+isting ta+ e+emption provided by the
$ureau of ,nternal Revenue -$,R. as mandated under the /ational ,nternal Revenue "ode*
Piamonte said.
According to Piamonte* they filed the bill to alleviate the plight of the large number
of orphans or abandoned 0ilipino children* who 1ust like other kids* need good parental
guidance in order to become good citi2ens.
3,f the 4tate will not e+haust all means to provide abandoned children or orphans
the right environment to grow* they will likely become a liability of the 4tate rather than
an asset*5 Piamonte said.
3$y encouraging couples or individuals to adopt abandoned children or orphans* the
4tate will be able to provide a better upbringing for these children. "ouples or individuals
can better provide a more realistic parental guidance for orphans and abandoned children*5
Piamonte added.
"ortuna said the government is spending money for the facilities that host orphans
and abandoned children. 3Allowing couples to do the government6s 1ob will reduce
e+penditure*5 "ortuna said.
"overed by the bill are newly born* infants or children up to (7 years of age who
were abandoned by parents or whose parents have died with no other relative up to the
fourth civil degree of consanguinity or affinity.
Also covered are newly born* infants or children up to (7 years of age whose
parents have been declared by the court of law* physician or psychologist as physically or
