200. State SeriesTerms & Conditions

In accordance with Article 8 of the FHSAA Bylaws, the following Terms and Con-ditions governing the 2009 FHSAA State Football Series have been approved by theFHSAA Board of Directors. Gary Pigott, administrator for football, shall be the stateseries director.
201. Team Entries
201.01 Eligibility.
 
(1) Participation in the state series is voluntary and open to any full member 
senior high school varsity team provided:
(a) The school successfully sponsors a varsity program in the previous schoolyear;
(b) The school’s varsity team competes in a minimum of four (4) regular season
varsity contests or the necessary district contests, whichever is greater, during the cur-rent season;
(c) The school les a commitment to participate in the state series with theFHSAA Ofce by the specied deadline;
(d) A school must play not less than 60 percent of its regular season contests in thesport against FHSAA member schools; and(e) A school must not take more than one trip per school year in the sport beyond
the neighboring states of Alabama, Georgia and Mississippi.
(2) A school shall enter only one (1) team.
(3) A rst-time member senior high school shall not be eligible to enter a team
into the FHSAA State Series in any sport in its two years of provisional membership,unless the school is created from the consolidation or division of existing member high schools and remains under the control of the same governing board.
201.02 Commitment to Participate.
(1)
Commitment Form.
Each member school that elects to participate in a State
Series competition in a team sport must notify the FHSAA Ofce of its intent to do soon the “Declaration of Intent to Participate in FHSAA State Series” form. The FHSAA
issues intent forms on a biennial basis. A commitment made using this form is for thefollowing two school years.(2)
Signatures Required.
An intent form, to be valid, must bear the signature of the member school principal and Athletic Director or FHSAA Representative.(3)
 
Binding Agreement.
A properly executed commitment form is a bindingagreement between the member school and the Association. A school that elects to
withdraw from its commitment in a team sport shall notify the FHSAA Ofce of 
its decision using the form provided for that purpose. Upon approval of the FHSAA
Ofce, the school shall be assessed a mandatory $250 administrative fee. If, however,the school fails to notify in writing, and secure the approval of, the FHSAA Ofce of its decision to withdraw from its commitment in a sport prior to the deadline for lingthe Ofcial Entry List in the sport, that school shall be assessed an additional $250 ne

($500 total) and its program in that sport placed on administrative probation.(4)
Failure to Declare Intention before Deadline.
A school that does notcommit to participate in the FHSAA State Series in a team sport by the commitment
deadline, and later submits a request in writing to the FHSAA Ofce to participate tothe FHSAA Ofce in that sport shall be assigned to the appropriate classication and
district and shall be assessed a mandatory, non-refundable $100 administrative fee. Itshall be the responsibility of the school to schedule the necessary contest(s) with everyother school in the district to which it is assigned. If, however, the school is unable tosecure the necessary contest(s) with every other school in the district, the school shallnot be eligible to participate in the FHSAA State Series in that sport.
 No school, however, under any circumstance, shall be assigned to a classication
and district in the FHSAA State Series in a team sport if its request for such assign-
ment is received in the FHSAA Ofce on or after the date of the District TournamentPlanning/Scheduling Meeting.

Intention Agreement.
By ling notice of intent to participate in an FHSAA
State Series, a member school agrees to participate in accordance with and abide byall the procedures, guidelines, policies and regulations for that FHSAA State Seriesas approved by the FHSAA Board of Directors in accordance with the Bylaws of theFlorida High School Athletic Association.
202. Student-Athlete Entries
202.01
To represent a member school in the state series, a student-athlete:(1) Must be eligible under Bylaw 9 and applicable administrative guidelines, reg
-ulations, policies and procedures.
(2) Must participate in a minimum of four (4) interscholastic contests in the sport
during the regular season. A student-athlete who is academically ineligible at the be-ginning of a sports season and who regains his/her eligibility during that sports season, but is unable to participate in the minimum of four (4) interscholastic contests in thatsport shall be exempted from this provision.
(3) Must be submitted on the school’s ofcial entry list.
 
202.02OfcialEntryList.
(1) Each participating school must generate electronically via C2C Schools and
submit to the FHSAA Ofce and the district tiebreaker host/rst-round regional play
-
off host a “2009 FHSAA State Football Series Ofcial Entry List” on which is listed
the name of each student-athlete who will represent the school in the state series. The
ofcial entry list:(a) Must be led by 5 p.m. Friday, Nov. 6, 2009 (late ling fee is $50, increases to$100 if not received by the FHSAA Ofce and the district tiebreaker host/rst-round
regional playoff host by the beginning of the contest).
(b) May contain the names of up to 60 student-athletes, all of whom may partici
- pate. All student-athletes listed must have been previously reported to the FHSAA
Ofce on an “Annual Eligibility Report” through C2C Schools.(c) Must bear the signatures of the principal, the ofcial FHSAA representative or the athletic director, and the head coach of the school’s team in that sport. The districttiebreaker host/rst-round regional playoff host must not accept an Ofcial Entry List
that does not bear all three required signatures.
(2) A school whose ofcial entry list is not received by the beginning of the contest

may be permitted to participate only with the approval of the meet manager FHSAA
Ofce; however, that school shall be assessed a minimum nancial penalty of $250.
This penalty will increase if it is later determined that a student-athlete(s) representingthe school was ineligible to do so. Under no circumstances shall the district tiebreaker 
host/rst-round regional playoff host permit a team for which he/she has no OfcialEntry List to participate in the contest without the approval of the FHSAA Ofce.(3) Additions or changes to an ofcial entry list must be submitted via C2CSchools to the district tiebreaker host/rst-round regional playoff host using Form
AT8. The coach must certify that the student-athlete has been reported to the FHSAA
Ofce on an annual eligibility list via iFHSAA and has met minimum regular season participation requirements. The following provisions will apply:
(a) An administrative fee of $50 per addition or change will be assessed if the AT8
form is led after the district entry list deadline. The fee(s) will appear on the school’s
next monthly statement. This penalty will increase if it is later determined that the
student-athlete(s) added to the school’s Ofcial Entry List was ineligible. This feewill be waived for changes due to academic eligibility changes from the rst semester 
to the second semester.
203.SchoolClassication
Please refer to Policy 12 in the FHSAA Handbook for more information on school
classication. State series assignments as of press time are provided in Appendix B.

204. Districts
204.01 Assignment.
Participating schools are assigned to district com-
 plexes in their respective classications (see
Appendix B or FHSAA.org). Districtcomplexes, in turn, comprise regional complexes. The number of districts in each
classication and regional complex, and the assignment of each school to a particular 
district are determined on a geographical basis. Competition shall be conducted ineach district during the regular season to determine the schools that shall represent thatdistrict in the state series.
204.02 District Schedule.
To qualify for the state series, a school must play a minimum of one varsity football game with each school in its district during
the 10-game regular season schedule and nish rst or second in the district stand
-ings. Each district is allotted automatic berths for the district champion and districtrunnerup.(1)
PlayingDates.
Participating schools shall schedule district football games
according to the following schedule: 10th week, 8th week, 6th week, 4rd week, 9th
week, 7th week, 5th week, 3rd week, 2nd week and 1st week. District games shall not be scheduled on the 11th week.(2)
SchedulingMeeting.
The FHSAA shall hold district scheduling meetingsevery two years. These meetings shall be held in January of odd-numbered calendar years and shall be for the purpose of scheduling games for the following two schoolyears. The meeting must be held at a time so that all schools in the section can havea representative present with no loss of time from school. Exceptions to this policymust be made in writing to the Executive Director. All schools that commit to partici-
