ABSTRACT
Thispaper offersthe foundationsfora middle-rangetheoryofpublicadministrationbasedon thecentralityofexpectationsandtherecognitionofindividual,organizational,andinstitutionalmeansforcoping withthem.Thepaper explorestherelevanceandroots ofexpectationsasthe centralconceptin developingsuchatheoryandpresentsa briefoverviewofthe sourcesof expectations.A moredetaileddiscussionollowsof severalkey characteristicsfexpectationsandtheirrelation toongoingissuesin thestudyofAmericanpublicadministration.Theprimaryquestionfor constructingamiddle-rangetheory basedonexpectationss howtheyare "handled"onindividual,organizational,and institutionallevels.Thisframeworksetshe stagefor the developmentoftestablepropositionswhichaddresshatquestionand facilitatethe theory-buildingprocess.
